In short

ISO 45001 certification in Egypt at a glance

In Egypt, ISO 45001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

On an Egyptian construction, energy or industrial project, the safety question arrives before the first worker does: principal contractors want proof of hazard control from every subcontractor. ISO 45001 supplies the structure, with hazard registers, permits to work, contractor control and incident learning, and the Egyptian Accreditation Council has been recognised by Global ACI for it since January 2020. The Egyptian Organization for Standards and Quality lists safety management certificates among those its registration unit records, although its page does not say who must register. Factories with heavy machinery or chemicals, logistics operators and free-zone exporters face similar audits from customers and insurers. Sterling's Dubai office helps Egyptian employers run risk assessments, set up worker consultation and prepare internal audits, with Effivity and Sterling Academy included with the engagement. Certification itself comes from an accredited certification body.

The need

Who needs ISO 45001 in Egypt, and what happens without it

In Egypt the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Contractors on construction, energy and industrial projectsPrincipal contractors and owners ask subcontractors for documented hazard control and incident records before mobilisation.
  • Manufacturers with heavy machinery, chemicals or hot workA certified system gives structure to risk assessment, permits to work and contractor control that visiting customers and insurers look for.
  • Companies asked to register their certificate with EOSEOS's registration unit lists safety management certificates among those it records, so the step may apply here too.
  • Free-zone exporters serving multinational buyersMultinational customers include health and safety in supplier audits.
  • Logistics, warehousing and facilities operatorsVehicle movement, manual handling and working at height are routine exposures that a system organises.

ISO 45001 requirements in Egypt

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Egypt these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Egypt?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Egypt these are the factors that set the timeline.

  • Number of sites, shifts and contractor teams
  • State of hazard registers, permits to work and incident records
  • Worker consultation mechanisms to establish
  • Certification body scheduling around Ramadan and the Eid periods

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Egypt?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Egypt these factors move both.

  • Number of sites, workers and hazardous processes in scope
  • Controls and guarding the risk assessments call for
  • Certification body audit fees, quoted separately from consulting
  • Combining the system with ISO 9001 and ISO 14001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Egypt

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Egypt are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Egypt (2)

InstrumentHow it treats the standard
Egyptian Accreditation Council (EGAC) recognition entriesMarket driver
Global ACI shows EGAC recognised for management systems certification to ISO 45001, through ISO/IEC TS 17021-10, from 8 January 2020; this is not a mandate.
Egyptian Organization for Standards and Quality (EOS) — management system certificate registrationProcess driver
EOS states its registration unit covers ISO certificates of safety management systems among others, registering the granting body and the certificate; the page does not say who must register.

Accreditation, audit language and remote audits in Egypt

Use a certification body accredited for ISO 45001 by the Egyptian Accreditation Council (EGAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Global ACI lists EGAC as recognised for ISO 45001 through ISO/IEC TS 17021-10 from January 2020. The accredited certification body decides, not Sterling. Audit language

Arabic is the official language and English is common in business; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if shop-floor interviews will run in Arabic.

Remote and on-site

Remote audit elements are at the certification body's discretion; worksites, plant floors and contractor areas are normally visited on-site, since hazards are assessed in place.

ISO 45001 in Egypt: questions clients ask

Is ISO 45001 mandatory for contractors in Egypt?

Not as a general rule, but owners and principal contractors often write it into prequalification or contract terms. Their documents decide, so read the safety clause of each tender. Where the clause requires evidence rather than a certificate, a documented system with incident records may already satisfy it. Confirm legal duties with counsel.

Who can certify ISO 45001 in Egypt?

A certification body accredited for it. Global ACI shows the Egyptian Accreditation Council recognised for ISO 45001 since January 2020, so a local accredited route exists, and bodies accredited elsewhere may also work in Egypt. Sterling does not issue certificates. Check the scope on the accreditation certificate before you agree the audit.

Does an ISO 45001 certificate reduce legal exposure after an accident?

No. The certificate shows a system exists and was audited; it does not transfer legal responsibility or excuse a failure to meet the duties the law places on an employer. It does help investigators and insurers see how hazards were managed. Ask counsel how your obligations would be assessed after an incident.

How should a contractor start on ISO 45001 for several Egyptian sites?

Pick one representative site, build the hazard register, permit controls and incident reporting there, then roll the pattern to other locations. Subcontractor control needs its own attention because teams change. Worker consultation should be real from the start, since auditors interview people on site rather than only reading documents.
