In short

PCI DSS compliance in Czechia at a glance

In Czechia, PCI DSS is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Card security reaches Czech businesses by contract. Acquirers and the payment brands require PCI DSS validation, through a Report on Compliance by a Qualified Security Assessor or a self-assessment depending on volume and role, and the PCI Security Standards Council publishes the standard and runs the assessor programmes. For banks, insurers and payment institutions ČNB adds DORA, which it says took effect on 17 January 2025 and covers ICT risk, incident reporting, resilience testing and third-party risk. Merchants, service providers and BPO or shared-service centres handling card data for overseas clients feel the pressure most. No Czech body issues a PCI certificate, and Sterling does not validate. Sterling's Frankfurt office scopes the cardholder data environment, reduces scope where design allows and builds controls and evidence, with Effivity and Sterling Academy included in the engagement.

The need

  • Payment institutions and fintech firmsČNB supervises financial entities under DORA on top of card scheme rules.
  • Service providers that store, process or transmit card dataCustomers ask them for evidence from a Qualified Security Assessor or a self-assessment.
  • BPO and shared-service centres handling card data for overseas clientsClients' acquirers push PCI duties down to the outsourcers.

Requirements

PCI DSS requirements in Czechia

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Czechia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Czechia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Czechia these are the factors that set the timeline.

  • Cardholder data flows and system scope
  • Segmentation and existing controls
  • Validation level and assessor availability
  • Remediation lead times

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Czechia?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Czechia these factors move both.

  • Systems, networks and locations in scope
  • Remediation tooling and segmentation
  • Assessor fees, quoted separately
  • Vulnerability scanning and penetration testing

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Czechia

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Czechia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in Czechia (2)

    InstrumentHow it treats the standard
PCI Security Standards Council qualification programmesScheme rule
The Council publishes the PCI standards and runs the qualification programmes that the payment brands rely on for validation.
Regulation (EU) 2022/2554 (DORA), supervised in Czechia by the Czech National Bank (ČNB)EU law
ČNB says DORA took effect on 17 January 2025 for banks, insurers, investment firms and other financial entities and covers ICT risk management, incident reporting, resilience testing and ICT third-party risk; ČNB checks compliance through its supervision.

Accreditation, audit language and remote audits in Czechia

Compliance, not certification: PCI DSS is validated through a Report on Compliance by a Qualified Security Assessor or through a self-assessment questionnaire, as the payment brands and acquirers require. Sterling prepares the scope, controls and evidence; it does not validate. Edition and transition details: PCI DSS hub →

    Audit language

Czech is the official language and English is commonly used in business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

    Remote and on-site

Scoping and gap work can be remote or on-site; the assessor decides how much fieldwork is on-site.

PCI DSS in Czechia: questions clients ask

Is PCI DSS part of Czech law?

No Czech statute makes it law. PCI DSS is published by the PCI Security Standards Council, and the duty to validate arrives through contracts with acquirers and card brands. DORA adds separate ICT duties for financial entities under ČNB. Ask your acquirer which validation level and form of evidence it expects.

Who validates PCI DSS compliance for a Czech merchant?

A Qualified Security Assessor, where the brands or your acquirer require a Report on Compliance, or the merchant itself through a self-assessment questionnaire at lower levels. No Czech accreditation body issues a PCI certificate. The Council runs the assessor qualification programmes, and Sterling prepares evidence but cannot validate.

How does DORA relate to PCI DSS at a Czech payment institution?

They are separate regimes. ČNB says DORA took effect on 17 January 2025 and covers ICT risk, incident reporting, resilience testing and ICT third-party risk, with compliance checked in supervision. PCI DSS is the card industry control set. Overlaps in logging, access and testing can be mapped, but neither replaces the other.

Can an outsourcer in Czechia reduce PCI scope?

Often. Hosted payment pages, tokenisation and network segmentation shrink the systems that touch card data, and a smaller scope shortens the work and the assessor's visit. The acquirer or assessor decides what qualifies, so agree the design before building and keep the data-flow diagram current.
