NIS2 compliance in Czechia at a glance

Act No. 264/2025 Coll. on cyber security (zákon o kybernetické bezpečnosti), the Czech act implementing the NIS2 Directive is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Czechia ask for evidence that you meet it.

The Czech NIS2 implementation is no longer a plan. Act No. 264/2025 Coll. on cyber security, published on 4 August 2025, took effect on 1 November 2025 and replaced Act No. 181/2014 Coll., with NÚKIB as the authority. Providers of regulated services register with the Agency, fall into a higher or a lower regime, and apply organisational and technical measures that begin, in the higher regime, with an information security management system and reach supplier management, business continuity and cyber security audit. Financial entities add DORA under ČNB. There is no NIS2 certificate, so ISO/IEC 27001 certification by a body accredited by ČIA supports the evidence without replacing it. Sterling's Frankfurt office checks applicability, runs the gap assessment and builds the measures and incident process, with Effivity and Sterling Academy included, backed by 20+ years of experience. Confirm applicability with NÚKIB or counsel.

The need

Who needs NIS2 in Czechia, and what happens without it

These are the organisations in Czechia that most often need to show NIS2.

  • Providers of regulated services in listed sectorsThe Act splits providers into higher and lower regimes and requires registration of regulated services with NÚKIB.
  • Digital infrastructure and cloud providersDigital infrastructure is a sector the Act covers, with domain-name and trust-service rules of its own.
  • Healthcare providers and public administration bodiesBoth appear among the sectors in the Act and face security measures and incident reporting.
  • Manufacturers, food and energy businessesThese sectors are covered, and supplier-selection duties pass requirements down to their vendors.
  • Financial entitiesDORA applies to them under ČNB supervision, so the overlap with NIS2 measures needs mapping.

Requirements

NIS2 requirements in Czechia

Strip away the vocabulary and NIS2 asks essential and important entities to comply in six areas of cyber risk management.

Management is accountableManagement bodies approve cyber risk measures, oversee them, take training and can be held liable for failures.
Risk measures cover the fundamentalsRisk analysis, security policies, incident handling, business continuity and secure acquisition and development are in place.
Supply chain security is managedThe security of suppliers and service providers, including their development practices, is assessed and written into contracts.
Access, cryptography and authentication are controlledAccess control, asset management, cryptography and multi-factor authentication are applied where appropriate.
Significant incidents are reportedSignificant incidents are notified to the national authority or CSIRT in stages, within the deadlines the law sets.
Effectiveness is assessedPolicies test whether the measures work, and staff receive basic cyber hygiene practices and training.

In Czechia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: NIS2 explained →

How to achieve NIS2 compliance in Czechia

One team from the Frankfurt office carries the work from scoping to sign-off. Clients in Czechia are served from Sterling's Frankfurt office, on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against NIS2 and the Czech requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before any external review.
    5. Reviews by regulators, customers and auditorsSterling supports the reviews your regulators, customers and auditors run.

      Time

How long does NIS2 compliance take in Czechia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Czechia these are the factors that set the timeline.

      • Whether services qualify and which regime applies
      • Existing information security management system and incident arrangements
      • Top management duties and training
      • Supplier, cloud and industrial-system dependencies

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does NIS2 compliance cost in Czechia?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Czechia these factors move both.

      • Number of regulated services and legal entities
      • Control remediation across the group
      • Optional certification body fees for ISO/IEC 27001
      • Overlap with DORA for financial groups

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

NIS2 consultants and assessors in Czechia

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers NIS2 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Czechia are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Regulation (EU) 2022/2554 (DORA), supervised in Czechia by the Czech National Bank (ČNB)EU law
ČNB says DORA took effect on 17 January 2025 for banks, insurers, investment firms and other financial entities and covers ICT risk management, incident reporting, resilience testing and ICT third-party risk; ČNB checks compliance through its supervision.

Accreditation, audit language and remote audits in Czechia

Compliance, not certification: there is no NIS2 certificate. Providers register their regulated services with NÚKIB, apply the measures set for their regime and report incidents. ISO/IEC 27001 certification by a body accredited by ČIA can support the evidence, but following a standard does not by itself prove compliance. Edition and transition details: NIS2 hub →

          Audit language

Czech is the official language and English is commonly used in business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

          Remote and on-site

Applicability checks, gap assessments and policy work can be remote or on-site; supervision follows NÚKIB's procedures.

NIS2 in Czechia: questions clients ask

When did the Czech NIS2 law take effect?

On 1 November 2025. Act No. 264/2025 Coll. on cyber security, dated 11 June 2025 and published on 4 August 2025, states that it implements Directive (EU) 2022/2555 and replaces Act No. 181/2014 Coll. The Collection of Laws gives these dates, and NÚKIB is the authority. Your counsel can confirm how it applies to a specific entity.

What are the two regimes under the Czech Act?

A higher-obligations regime and a lower-obligations regime. The Act assigns providers by size, number of users, geographic spread, sectoral impact and risk, and NÚKIB sets the allocation by decree. Higher-regime providers get the longer list of measures, starting with an information security management system, and report to NÚKIB, while others report to the national CERT.

Does the Czech Act mention supplier security?

Yes. Supplier management is among the higher-regime measures, and a provider that implements measures through a supplier must choose the supplier in line with the measure's requirements and write those requirements into the contract. Vendors to regulated services should expect security clauses and audit rights, whatever their own regime.

Is DORA part of the same regime for banks?

No, DORA is separate. ČNB says it applies from 17 January 2025 to financial entities and covers ICT risk, incident reporting, resilience testing and third-party risk, and that it checks compliance through supervision. A group that falls under both should map the overlap rather than build two programmes. Ask ČNB or counsel which rules govern each entity.
