In short

ISO 13485 certification in Brazil at a glance

In Brazil, ISO 13485 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

In Brazil, a medical device maker faces two parallel conversations: with Anvisa about registration and good manufacturing practice certificates, and with auditors about the quality system. Anvisa, created by Law No. 9,782 of 1999, publishes lists of certified companies and carries a MDSAP topic on its site, while ISO 13485 certification is issued by an accredited certification body and does not replace either. Cgcre, Inmetro's accreditation coordination, is a Global ACI Full Member with ISO 13485 among its recognised scopes. Contract manufacturers and component suppliers meet the standard through their customers' supplier controls, so the same system serves several customers. Sterling's New York office supports gap analysis, design controls, risk management, validation, supplier controls and internal audits, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 13485 in Brazil, and what happens without it

In Brazil the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device manufacturers selling in BrazilAnvisa's good manufacturing practice certificates are separate from, but connected to, the quality system a device maker must run.
  • Contract manufacturers and component suppliers to device makersDevice makers audit suppliers' quality systems, and ISO 13485 is the language they use.
  • Exporters of devices to regulated marketsForeign regulators and notified bodies expect a device quality system.
  • In vitro diagnostic and software-as-a-medical-device companiesTheir quality systems are audited under the same standard.
  • Distributors and service companies in the device chainImporters and servicers are audited by manufacturers.

Requirements

ISO 13485 requirements in Brazil

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Brazil these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets a Brazilian company certified

Time

How long does ISO 13485 certification take in Brazil?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Brazil these are the factors that set the timeline.

  • Device class and regulatory markets targeted
  • Design control, risk management and traceability maturity
  • Supplier and subcontractor controls
  • Certification body and regulator audit scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Brazil?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Brazil these factors move both.

  • Device classes, sites and processes in scope
  • Cleanroom, validation and traceability upgrades
  • Certification body audit fees, quoted separately from consulting
  • Regulatory submissions, handled outside the certificate

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Brazil

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Brazil are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 13485 in Brazil (3)

    InstrumentHow it treats the standard
Agência Nacional de Vigilância Sanitária (Anvisa) — good manufacturing practice certificatesRegulator context
Anvisa issues Certificates of Good Manufacturing Practices and publishes lists of certified companies including for health products, and its site carries a MDSAP topic; an ISO 13485 certificate does not replace Anvisa's registration or certificates.
Cgcre (Inmetro) and its Global ACI recognitionMarket driver
Global ACI lists ISO 13485 (MDMS) among the management systems scopes recognised for Cgcre, and Inmetro lists a programme for health product management system certification bodies.
Law No. 9,782 of 1999Regulator basis
Creates Anvisa within the National Health Surveillance System.

Accreditation, audit language and remote audits in Brazil

Use a certification body accredited for ISO 13485 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Brazil's national accreditation body is the Coordenação-Geral de Acreditação (Cgcre) of Inmetro, which Global ACI lists as a Full Member and MRA signatory. Global ACI's entry for Cgcre lists ISO 13485 among its recognised scopes. Anvisa's certificates and any audit programme it recognises are separate routes. Ask each body for its accreditation certificate and check that the scope covers the standard and your sector. The accredited certification body decides, not Sterling. Audit language

Portuguese is the usual language of regulators, contracts and audit records, while English is common inside multinationals; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Device manufacturers are audited on site for design, production, sterilisation, cleanrooms and complaint handling; document review can be remote.

ISO 13485 in Brazil: questions clients ask

Does ISO 13485 replace Anvisa good manufacturing practice certification?

No. Anvisa issues its own certificates of good manufacturing practice and registers products, and its site lists certified companies including for health products. ISO 13485 shows the quality system meets an international standard, which helps preparation, but it does not grant market access. Ask Anvisa which certificate and audit route applies to your product class.

What is MDSAP and where does it appear on Anvisa's site?

MDSAP is listed as a topic on Anvisa's site under products for health. Read the Anvisa page to see whether it applies to your products and how it relates to Brazilian certificates, and ask the certification body whether it can support that route.

Which Brazilian body accredits ISO 13485 certification?

Cgcre, part of Inmetro. Global ACI lists ISO 13485 among the management systems scopes recognised for Cgcre, and Inmetro lists a programme for bodies certifying management systems of health products. Because scopes can be cancelled, ask the body for its current accreditation certificate and check the medical device scope before engaging it.

Do component suppliers to device makers need ISO 13485?

Often the manufacturer sets the requirement through its supplier controls rather than the law. A supplier of critical components, packaging or sterilisation services may be asked for ISO 13485 or for audit access. Read the quality agreement, because some customers accept ISO 9001 plus audits for low-risk parts.
