In short

FSSC 22000 certification in Bangladesh at a glance

In Bangladesh, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

FSSC 22000 is a buyer-driven scheme in Bangladesh. The Safe Food Act, 2013 and the Bangladesh Food Safety Authority set the licensing and inspection baseline for food businesses, and the Act does not name the scheme, but multinational retailers and brand owners often ask their Bangladeshi processors, packaging makers and exporters for it. It builds on a food safety management system and adds scheme rules on matters such as food fraud and food defence. Certification bodies need both accreditation and the scheme owner's approval, which is why checking the scope matters. BSTI's product certification mark is a different thing again. Sterling's Mumbai office helps clients close gaps against the scheme requirements, build the supporting programmes and prepare for audit, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs FSSC 22000 in Bangladesh, and what happens without it

In Bangladesh the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers supplying multinational retailers and brand ownersRetail buyers that recognise the scheme ask suppliers for a certificate under it.
  • Packaging and ingredient makers inside food supply chainsFood manufacturers extend scheme expectations to the materials they use.
  • Agro-food exportersImporting markets and buyers set their own food safety scheme conditions.
  • Processors regulated under the Safe Food ActThe Act sets the legal baseline for licensing and inspection that the scheme builds on.

Requirements

FSSC 22000 requirements in Bangladesh

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Bangladesh these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Bangladesh?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Bangladesh these are the factors that set the timeline.

  • Food category, number of lines and sites in scope
  • Food defence, food fraud and allergen controls
  • Prerequisite programme and hazard analysis maturity
  • Certification body availability for a scheme-approved auditor

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Bangladesh?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Bangladesh these factors move both.

  • Number of sites and lines in scope
  • Hygiene, layout or equipment upgrades
  • Certification body audit fees quoted separately from consulting
  • Laboratory testing and supplier verification

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Bangladesh

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Bangladesh are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Bangladesh Standards and Testing Institution Act, 2018 (Act No. 67 of 2018)Context
BSTI's national certification mark scheme concerns products under Bangladesh Standards and is separate from scheme certification.

Accreditation, audit language and remote audits in Bangladesh

FSSC 22000 certificates come from certification bodies that hold both accreditation and the approval of the scheme owner, so accreditation alone is not enough. Ask each candidate for its accreditation certificate, its scheme approval and the food categories it covers, and check what your buyer accepts. Edition and transition details: FSSC 22000 hub →

    Audit language

Buyer standards, export documents and most management system records are in English, and Bangla is the state language under the Constitution; interviews with workers and supervisors are normally in Bangla. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Audits are on-site at production, storage and dispatch areas; some preparatory document review can be remote.

FSSC 22000 in Bangladesh: questions clients ask

Is FSSC 22000 compulsory for exporters in Bangladesh?

No. The Safe Food Act, 2013 sets the legal framework for food businesses and does not name the scheme. A buyer or importing market may require it, and that requirement lives in the supply contract. Ask each customer which food safety schemes it accepts, and confirm licence needs with the Bangladesh Food Safety Authority.

How does FSSC 22000 relate to ISO 22000?

The scheme builds on a food safety management system standard and adds requirements set by its owner, which is why certification bodies need scheme approval as well as accreditation. Many sites start from ISO 22000 and extend. Ask your buyer which one it wants, then ask the body how an upgrade would work.

Does a BSTI mark count as scheme certification?

No. BSTI's national certification mark scheme implements Bangladesh Standards for products, whereas FSSC 22000 certifies a site's food safety system under a scheme owner's rules. They answer different questions. Check with BSTI whether your product needs a mark, and with your customer whether it needs scheme certification.

What should I check about a certification body before booking?

Check its accreditation certificate, from the Bangladesh Accreditation Board or another recognised body, and its approval under the scheme, and make sure both cover your food category. Ask who your auditors would be and whether they hold the scheme's approval. Your buyer may maintain a list of bodies it trusts.
