In short

SA8000 Standard for Decent Work certification in Bangladesh at a glance

In Bangladesh, SA8000 Standard for Decent Work is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

SA8000 reaches a Bangladeshi factory through a buyer's social-compliance programme, and it is worth understanding what it adds to the law. The Bangladesh Labour Act, 2006 and, inside the zones, the EPZ Labour Act, 2019 set the legal floor, while the SA8000:2026 Standard for Decent Work asks for more: a management system built on leadership and worker involvement, and performance criteria from child protection and free recruitment to hours, wages, discrimination, health and safety and privacy. Where the law and the standard differ, the criteria most beneficial to personnel apply. Certificates come from certification bodies accredited by SAAS, the accreditation unit of Social Accountability International, which owns the standard. Sterling's Mumbai office helps garment, textile and zone employers close gaps in wages, hours, grievance handling and supplier due diligence before the audit, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs SA8000 Standard for Decent Work in Bangladesh, and what happens without it

In Bangladesh the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Garment, knitwear and home-textile factories answering buyer social-compliance programmesSA8000 gives a certifiable, worker-centred system that buyers recognise, built on top of what the Labour Act already requires.
  • Export processing zone enterprisesZone factories work under the EPZ Labour Act, 2019, and the standard requires performance at least at the legal level, with the criteria most beneficial to personnel where law and standard differ.
  • Footwear, leather and light-engineering exportersBrands and importers want evidence on child labour, hours, wages, discrimination, safety and grievance handling across the supply chain.
  • Larger employers using contractors and labour suppliersThe standard expects due diligence over business relationships, not only the employer's own payroll.

Requirements

SA8000 Standard for Decent Work requirements in Bangladesh

Strip away the vocabulary and SA8000 asks an employer to show six things about how it treats workers and manages risks to them.

Leaders and workers shape the systemTop management owns the management system, and workers and their representatives help set policies, assess risks and review results, alongside other stakeholders.
Children and young workers are protectedNo child labour, and young workers are employed only where their development, schooling and safety are not put at risk.
Workers can organise and bargainPeople are free to form, join and take part in unions or other workers' organisations, and to bargain collectively, without retaliation.
Recruitment and dismissal are free and fairApplicants and workers understand and agree the terms of recruitment, employment and termination, in language they understand and without coercion.
Hours and pay support a decent livingWorking hours are reasonable, and pay meets at least a living wage or the legal minimum if higher, with legally required benefits.
Safety, equality and privacy are respectedHazards are assessed and controlled, workers are free from discrimination, and personal data is used only for reasons directly relevant to their work.

In Bangladesh these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SA8000 Standard for Decent Work explained →

      Time

How long does SA8000 Standard for Decent Work certification take in Bangladesh?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Bangladesh these are the factors that set the timeline.

      • Number of sites, subcontractors and labour suppliers in scope
      • State of payroll, working-hours and age-verification records
      • Worker and trade-union engagement and grievance channels already in place
      • Certification body scheduling around peak production and holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does SA8000 Standard for Decent Work certification cost in Bangladesh?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Bangladesh these factors move both.

      • Headcount and number of sites in scope
      • Wage and hours remediation found necessary against the living-wage and legal-minimum criteria
      • Certification body audit fees quoted separately from consulting
      • Training of managers, worker representatives and security staff

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

SA8000 Standard for Decent Work consultants and certification bodies in Bangladesh

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers SA8000 Standard for Decent Work and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Bangladesh are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive SA8000 Standard for Decent Work in Bangladesh (3)

          InstrumentHow it treats the standard
SA8000:2026 Standard for Decent Work (Social Accountability International)Scheme rule
The Standard's foundational criteria require performance that at minimum meets legal requirements and collective bargaining agreements, and where law and Standard differ the criteria most beneficial to personnel apply.
SAAS accreditation of SA8000 certification bodiesScheme rule
SAI states that SAAS, its independently managed division, accredits certification bodies to perform SA8000 audits and issue certifications, and that certificates from audit firms validated by SAAS are the ones recognised.
Bangladesh Labour Act, 2006 and the Bangladesh EPZ Labour Act, 2019Legal floor
National labour statutes covering wages, working conditions, trade unions, health and safety; neither names SA8000, and a certificate does not show legal compliance.

Accreditation, audit language and remote audits in Bangladesh

SA8000 certificates are issued by certification bodies accredited by SAAS (Social Accountability Accreditation Services), which SAI describes as an independently managed division that accredits bodies to perform SA8000 audits and issue certifications. Ask a candidate body for its SAAS accreditation and confirm it with SAAS. Accreditation by the Bangladesh Accreditation Board does not replace it for this scheme. SA8000:2026, the fifth issue of the Standard, was published by Social Accountability International on 1 January 2026; confirm transition arrangements with your certification body. Audit language

Buyer standards, export documents and most management system records are in English, and Bangla is the state language under the Constitution; interviews with workers and supervisors are normally in Bangla. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

          Remote and on-site

Certification audits are on-site, with worker interviews held privately; document review may be partly remote.

SA8000 Standard for Decent Work in Bangladesh: questions clients ask

Is SA8000 required by law in Bangladesh?

No. The Bangladesh Labour Act, 2006 and the EPZ Labour Act, 2019 set the legal duties, and neither names SA8000. The standard is a voluntary scheme that buyers recognise. Its foundational criteria require at least legal compliance, so the Act remains the floor. Confirm legal obligations with counsel or the labour authorities.

          Who issues an SA8000 certificate?

An SA8000 certification body issues it after auditing the facility. SAI says SAAS, its independently managed division, accredits those bodies, and that only certificates from audit firms validated by SAAS are recognised as credible. Ask any body for its SAAS accreditation. Sterling prepares clients but does not audit or certify.

What does SA8000:2026 say where national law and the standard differ?

The foundational criteria say the organisation applies the criteria most beneficial to personnel where legal requirements differ from the Standard. Where law contradicts it, the organisation must identify, prevent, mitigate and remediate risks to personnel to the extent the law permits. A Bangladeshi employer should map each criterion against the Labour Act before audit.

Does the 2026 edition require a living wage?

Its wage clause requires organisations to respect the right to at least a living wage or living income, or the legal minimum wage if that is higher, and to provide legally required benefits. Where contextual barriers stop an employer from doing this alone, the clause requires further steps. Check the exact wording with your certification body.
