TCFD client experienceWhat it is
What are the TCFD recommendations and what is TCFD reporting used for?
The Task Force on Climate-related Financial Disclosures was set up by the Financial Stability Board in December 2015 to work out what climate-related information investors, lenders and insurers need to price risk and allocate capital. Its answer, published in June 2017, is a disclosure framework built on four pillars: governance, strategy, risk management, and metrics and targets, expanded into eleven recommended disclosures.
TCFD reporting means describing, pillar by pillar, who oversees climate matters, how climate change could affect the business, how those risks are handled and which numbers management watches. It appears in annual reports, in regulatory filings and in answers to investors and lenders.
Current status. The recommendations of June 2017, supported by implementing guidance released in 2021, remain the text. The Task Force completed its remit and disbanded in October 2023, after its final status report; at the Financial Stability Board's request, the IFRS Foundation took over monitoring of companies' climate-related disclosures, and the Task Force website stays available but is no longer updated. The IFRS Foundation states that the recommendations are fully incorporated into IFRS S1 and IFRS S2, and describes them as a good entry point for companies moving towards the ISSB Standards. Who it is for
Who needs TCFD reporting?
The framework was written for issuers of public debt or equity, yet private groups and subsidiaries use it too. Any obligation comes from a regulator or an investor, never from the framework itself. Companies come to Sterling from four starting points:
- A regulator's rules put you in scope. In the United Kingdom, the Financial Conduct Authority applies TCFD-aligned disclosure rules to listed companies, on a comply-or-explain basis in the annual financial report, and to asset managers, life insurers and FCA-regulated pension providers. Elsewhere, we confirm the applicable rules with your legal advisers.
- Investors or lenders ask for it. A fund, a bank's credit team or a sustainability-linked facility wants climate risk described in a recognised structure.
- Your parent company or group needs your data. A listed parent asks each subsidiary for governance, risk and emissions information on the four pillars.
- You want a first step before IFRS S2. A TCFD-aligned report builds the governance, risk process and emissions data that the ISSB Standards later expand on.
Requirements
What are the TCFD requirements?
The framework sets out four core recommendations and eleven recommended disclosures beneath them. Disclosures under strategy and under metrics and targets are expected where the information is material. The lines below summarise each pillar in plain terms; the drafting is tested against the Task Force's own wording and guidance.
- Governance: describe the board's oversight of climate-related risks and opportunities and management's role in assessing and managing them (two disclosures).
- Strategy: describe the climate-related risks and opportunities identified over the short, medium and long term, their impact on the business, strategy and financial planning, and the resilience of the strategy under different climate-related scenarios, including a 2°C or lower scenario (three disclosures).
- Risk Management: describe the processes for identifying and assessing climate-related risks, the processes for managing them, and how both are integrated into overall risk management (three disclosures).
- Metrics and Targets: disclose the metrics used in line with strategy and the risk process; Scope 1, Scope 2 and, if appropriate, Scope 3 greenhouse gas emissions and the related risks; and the targets used and performance against them (three disclosures).
What does useful TCFD evidence look like?
Committee terms of reference that mention climate, minutes showing the board challenged the analysis, a risk register with climate entries, owners and ratings, the scenario assumptions and what they revealed, an emissions inventory with boundaries, activity data and factors, and targets with baselines. We build that file with your team from the first workshop and keep it in Effivity, so every statement in the report points back to a record.
Reporting route
How do you prepare a TCFD report?
There is no certification step at the end. The route runs from scoping to a board-approved disclosure, and the evidence built on the way is what lets the report survive questions from investors, regulators and, later, an assurance provider under the ISSB Standards.
- 01Confirm why you are reporting and for whom.A regulator's rule, an investor request or a group instruction; the entities covered, the first reporting year and where the disclosure will sit.
- 02Gap analysis: test current practice against the eleven disclosures.Review board papers, the risk process, strategy documents and any emissions data, then agree actions, owners and dates.
- 03Identify, assess and embed climate risks and opportunities.Workshops with management across time horizons, transition and physical risks rated in the enterprise risk process, and scenario analysis sized to your exposure.
- 04Build the metrics and draft the disclosures.Scope 1 and 2 emissions, Scope 3 where appropriate, the metrics management will track and any targets, then drafting for each pillar as the evidence settles.
- 05Review, approve and publish, then repeat.Internal review of the data trail, board approval and publication in the right place, then an annual cycle that improves the analysis each year.
Check the route before you sign. The Task Force issued no certificates, accredited no one and has disbanded, so an offer of a "TCFD certificate" or a "TCFD-certified" badge should be declined. Where you report because a regulator requires it, read the rule on the regulator's own website and confirm your scope with your legal advisers. Cost
How much does TCFD reporting cost?
The cost of a first TCFD report depends on what already exists, not on the length of the document: a company with a sustainability committee, a mature risk register and a measured footprint needs far less work than a group starting from nothing. Every Sterling proposal shows its components and states everything that is included.
| Cost component | What affects it |
|---|---|
| Consulting and implementation | Entities and countries in scope, the state of governance records and the risk process, the depth of scenario work, the emissions data available, and how much drafting your team takes on (Design™ or Drive™) |
| External review or assurance | Where your board or a regulator wants one, the provider's fees, shown separately and driven by the metrics covered and the quality of the workpapers |
| Internal resources | Time from directors, finance, risk, operations and sustainability; data extraction from sites and systems; supplier input if Scope 3 is estimated |
| Software and learning | Included in a Sterling engagement: Effivity for the reporting programme and Sterling Academy access for your people, with users, courses and access period confirmed in the proposal |
| Continued support | The annual reporting cycle, refreshed scenarios and targets, and the move to IFRS S2 or local rules under Sustain™ |
What moves the price
- Number of entities, sites and countries whose data must be consolidated
- Whether a greenhouse gas inventory exists, and how reliable it is
- Qualitative or quantitative scenario analysis
- The reporting deadline and your team's capacity to carry the work
- Sector exposure, for example heavy emitters or physical assets in vulnerable locations
What a Sterling proposal always shows
- Deliverables, responsibilities, assumptions and exclusions, in writing
- Any assurance provider's fees identified separately, so the full cost is comparable
- Effivity, training and Academy access itemised at no additional cost
- Payment milestones tied to deliverables, not to the calendar
- One all-inclusive proposal. No surprises, ever
Timeline
How long does TCFD reporting take?
For a first report, three to six months is a realistic estimate from kick-off to a draft ready for board review: nearer three where governance and emissions data are in place, nearer six where a group must consolidate many entities or run quantitative scenarios.
| Phase | What determines the pace |
|---|---|
| Scope and gap analysis | How quickly the reason for reporting, the entities and the first year are confirmed, and access to board papers and risk records |
| Risks, scenarios and data | Management's time for workshops, the scenario approach chosen, and the state of emissions and site data |
| Drafting and review | Data for the full reporting year, drafting across the four pillars, and consistency checks against the annual report |
| Approval and publication | Committee and board calendars, any external review, and the publication date of the annual report |
Share any fixed deadline at the start; we will say plainly what a first-year report can credibly cover.

Why Sterling
Why choose Sterling for TCFD reporting?
Climate disclosure fails when it is treated as a writing exercise. Sterling starts with the systems that produce the content: board oversight, the risk process, the emissions data. A group with subsidiaries in several countries gets one method, applied locally and consolidated centrally.
Working in 60+ countries since 2003
Governance, risk and management system programmes delivered across sectors and every region we serve, with one engagement team accountable for every entity in your report.
All-inclusive proposal
Consulting, Effivity, training and Academy access in one proposal, with any assurance provider's fees shown separately. No surprises, ever.
A process, not just a document
Climate risk inside the risk register, data owners at each site and records in Effivity, so the second report takes less effort than the first.
Expert and experienced consultants
Consultants who have built risk, environmental and reporting systems across sectors and countries since 2003, and who make sure each disclosure rests on evidence your board has seen.
The Sterling Promise
What our TCFD reporting success guarantee means
We stay with you until your agreed TCFD reporting outcome is achieved, supporting the risk work, the data, the drafting and the questions raised in review. Clear explanations, practical delivery, included software and employee learning turn the investment into lasting capability rather than a single report.
The engagement identifies the framework, scope, outcome and responsibilities. Your company supplies accurate information and puts the agreed processes into use. Your board approves and remains responsible for the disclosures, and any assurance provider reaches its own conclusion. Our commitment concerns the agreed reporting support, not a promise of any investor, lender or regulator response.
FAQs
Frequently asked questions about TCFD reporting
Can a company get TCFD certified?
No. The Task Force published recommendations, not a certification scheme, and it has now disbanded. A company can state that its disclosures are consistent with the recommendations, and may seek assurance over specific figures such as emissions, but no one issues a TCFD certificate.
Is TCFD still relevant now that the Task Force has disbanded?
Yes, for two reasons. Regulators such as the UK's Financial Conduct Authority still apply TCFD-aligned rules, and the IFRS Foundation states that the recommendations are fully incorporated into IFRS S1 and IFRS S2, so the four-pillar structure lives on in the ISSB Standards.
Is TCFD reporting mandatory in the UK?
For companies and firms within the FCA's rules, yes. Listed companies make a comply-or-explain statement in the annual financial report under the UK Listing Rules, and asset managers, life insurers and FCA-regulated pension providers publish TCFD entity and product reports under the ESG sourcebook. The FCA consulted in January 2026 on aligning listed companies' disclosures with UK Sustainability Reporting Standards and intends new rules from January 2027. We work alongside your legal advisers on scope.
Should we report under TCFD or go straight to IFRS S2?
It depends on what your regulator, investors or parent group ask for and how soon. Where no one requires IFRS S2 yet, a TCFD-aligned report builds the governance, risk process and emissions data at a manageable pace. Where IFRS S2 is on the horizon, we design the first report so its records already meet the extra IFRS S2 detail, including industry-based metrics and transition plan information.
Does TCFD require climate scenario analysis?
Yes. One of the three strategy disclosures asks you to describe how resilient your strategy is under different climate-related scenarios, including a 2°C or lower scenario. The analysis can begin qualitatively and become more quantitative as your data and exposure justify; what matters is that the assumptions are recorded and the board has considered the results.
