Sterling client experienceWhat it is
What is the CSDDD and what is it used for?
The Corporate Sustainability Due Diligence Directive is European Union law adopted by the European Parliament and the Council on 13 June 2024 as Directive (EU) 2024/1760. It places a due diligence duty on the largest companies: to identify and address actual and potential adverse impacts on human rights and the environment arising in their own operations, in those of their subsidiaries and across their chains of activities, backed by a complaints procedure, monitoring and a public statement.
Because it is a directive, each Member State writes it into national law and designates the authority that supervises it. For a business the practical questions are which of your entities fall in scope, which business partners carry the severe risks, and whether you can show what you did about them.
Current text. The Directive entered into force on 25 July 2024. Directive (EU) 2025/794 of 14 April 2025 postponed its dates first. Directive (EU) 2026/470, the Omnibus I amendment adopted on 24 February 2026 and in force since 18 March 2026, then raised the scope thresholds and reset the timetable: Member States transpose by 26 July 2028, companies apply the rules from 26 July 2029, and the reporting provision applies for financial years starting on or after 1 January 2030. National transposition laws may add detail, so confirm the position in each country with your legal advisers. What Omnibus I changed in the CSDDD
Who it is for
Who needs CSDDD compliance?
After the 2026 amendments the Directive applies directly to EU companies with at least 5,000 employees and worldwide net turnover above the threshold set in the Directive, including ultimate parents measured on a consolidated basis, and to non-EU companies whose net turnover generated in the EU exceeds that threshold. Franchising and licensing arrangements can also bring a company in scope. Small and medium-sized enterprises are excluded, yet many feel it through their customers. Organisations come to Sterling for CSDDD work from four starting points:
- A major customer asks for due diligence information. In-scope companies must look into their chains of activities, so questionnaires, contract clauses and site assessments reach suppliers of every size.
- A tender or financing condition refers to the Directive. Bidders are asked to show how human rights and environmental risks are identified and handled.
- Your company meets the thresholds and a regulator will supervise it. The board needs a programme that the designated national authority can examine, operating well before 26 July 2029.
- You are a subsidiary within a large group. A parent may meet the obligations for the group, but each company still supplies information, runs controls locally and answers complaints about its own activities.
Requirements
What are the main CSDDD requirements?
The Directive sets out a sequence of due diligence obligations rather than a management system clause structure. The list below follows the obligations named in the official EU summary, reflecting the 2026 amendments where they narrowed them; your programme is checked against the Directive and the national law that transposes it.
- Integrating due diligence: due diligence measures built into company policies and risk management systems, in consultation with employees and their representatives.
- Identifying and assessing adverse impacts: a scoping exercise across own operations, subsidiaries and chains of activities, based on reasonably available information, with impacts prioritised by severity and likelihood.
- Preventing and bringing impacts to an end: prevention and mitigation of potential impacts, and bringing actual impacts to an end.
- Remediation: providing remediation for actual adverse impacts.
- Meaningful engagement with stakeholders: consulting those directly affected when identifying impacts, developing action plans and designing remediation.
- Notification mechanism and complaints procedure: accessible procedures through which individuals and organisations can raise concerns, with appropriate follow-up.
- Monitoring: periodic assessment of whether the due diligence measures are working.
- Communicating: a public statement on due diligence, under the reporting provision that applies from financial years starting on or after 1 January 2030.
What does useful CSDDD evidence look like?
A board-approved due diligence policy, a scoping map of operations and business partners with the reasoning behind the priorities, in-depth assessments of the severe risks, prevention action plans with owners and dates, signed contractual assurances, complaint records with their outcomes, remediation files and monitoring results that show what changed. That trail lives in Effivity as the work happens.
Compliance route
How do you achieve CSDDD compliance?
There is no audit to pass and no certificate at the end. Compliance means a due diligence process that runs, is documented and is reviewed, open to examination by the national supervisory authority. Sterling works alongside your legal advisers, who interpret the national law.
- 01Confirm whether, how and from when the Directive applies. With your legal advisers, test each entity against the employee, turnover and franchising criteria, decide whether the parent will act for the group and note the national laws involved.
- 02Gap analysis: compare current practice with the obligations.Review supplier codes, audits, grievance channels, contracts and governance against each obligation, keep what works and agree actions, owners and dates.
- 03Map the chain of activities and prioritise the severe risks.Run the scoping exercise on reasonably available information, then assess in depth the areas where adverse impacts are most likely and most severe.
- 04Act on the risks and open the complaints channel.Put prevention plans, contractual assurances, partner support, stakeholder consultation and remediation into operation, with every step recorded.
- 05Monitor, review and prepare the public statement.Test whether measures are working, close internal review findings with evidence and assemble the information the reporting provision will require.
Check the route before you sign. Nobody can certify CSDDD compliance, so treat any offer of a "CSDDD certificate" with caution. Where third-party social or environmental audits of suppliers form part of your plan, verify the audit firm's scheme approvals and accreditation directly with the scheme owner or accreditation body. Cost
How much does CSDDD compliance cost?
The cost of a due diligence programme follows the shape of your value chain far more than your headcount. Every component of a Sterling proposal is visible and nothing is added later.
| Cost component | What affects it |
|---|---|
| Consulting and implementation | Entities in scope, the breadth of the chain of activities, existing supplier programmes, deliverables and how much of the work your team takes on (Design™ or Drive™) |
| External specialists | Legal advice on transposition, and any third-party supplier audits or field assessments you commission, each quoted by the provider you appoint |
| Internal resources | Procurement, legal and sustainability time, supplier engagement, contract renegotiation and handling of complaints |
| Software and learning | Included in a Sterling engagement: Effivity for the programme and Sterling Academy access for your people, with users, courses and access period confirmed in the proposal |
| Continued support | Periodic monitoring, risk-map refresh, internal review and regulatory watch under Sustain™ |
What moves the price
- Number of entities, countries and business partners in scope
- How many sourcing regions and sectors carry severe risk
- Whether supplier codes, audits and a grievance line already exist
- The group's decision on central or local due diligence
- Languages and the depth of stakeholder consultation needed
What a Sterling proposal always shows
- Deliverables, responsibilities, assumptions and exclusions, in writing
- Legal-adviser and third-party audit fees identified separately
- Effivity, training and Academy access itemised at no additional cost
- Payment milestones tied to deliverables, not to the calendar
- One all-inclusive proposal. No surprises, ever
Timeline
How long does CSDDD compliance take?
The legal start date is fixed at 26 July 2029, but a credible programme needs at least one full cycle of identification, action and monitoring behind it by then. As an estimate, a first programme takes nine to eighteen months to reach steady operation, depending on how far the chain of activities reaches and how much already exists.
| Phase | What determines the pace |
|---|---|
| Scope and gap analysis | Access to the group structure, procurement data, contracts and legal input on the national laws |
| Risk mapping and assessment | Quality of supplier data, the number of high-risk regions and the time needed for in-depth assessments |
| Action and engagement | Contract cycles, supplier responsiveness, stakeholder consultation and setting up the complaints channel |
| Monitoring and review | Measures operating long enough to be tested, internal review and management decisions on the findings |

Effivity · GRC software for due diligence, included in every engagement
How Effivity helps you fulfil, automate and simplify the requirements of the CSDDD.
Every Sterling CSDDD engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant sets up the workspace within the agreed scope, so the policy, the partner risk map, assessments, action plans, contractual assurances, complaints, remediation and monitoring results sit together with owners and dates. The programme then runs in daily work, and a request from a supervisory authority is answered from records rather than reconstructed. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

Policy, roles and governance
The due diligence policy, its approvals and the responsibilities of each function, reviewed on a schedule so the board sees one current version.
Partner register and risk map
Entities and business partners held in one register, scored by country, sector and activity, with the reasoning behind each priority recorded.
In-depth assessments
Questionnaires, site findings and desk research linked to the partner and the risk they address, with follow-up dates tracked.
Action plans and contractual assurances
Prevention and corrective plans with owners and deadlines, and supplier clauses and confirmations stored against each partner.
Remediation cases
Each case logged from decision to closure, with the affected parties, the measures agreed and the evidence they were delivered.
Complaints and notifications
Concerns received, acknowledged, investigated and answered within the timelines you set, with trends visible to management.
Effectiveness reviews
Indicators, periodic assessments and internal review findings, closed with evidence and fed back into the risk map.
Statement and reporting data
The facts behind the public statement drawn from live records, and stakeholder consultation notes kept with the decisions they informed.
What this means when the authority asks
A supervisory authority acting on a substantiated concern will want to see how a risk was identified, what was done and whether it worked. In Effivity that is one trail: the partner, the assessment, the action plan, the complaint and the monitoring result, each dated and owned. Under Sustain™ the same workspace carries each new cycle, so the record never goes stale between reviews.

The Sterling Promise
What our CSDDD compliance success guarantee means
We stay with you until your agreed CSDDD programme outcome is achieved, supporting design, implementation, internal review and the closure of findings. Clear explanations, practical delivery, included software and employee learning turn the investment into lasting capability.
The engagement identifies the Directive, scope, outcome and responsibilities. Your organisation supplies accurate information and puts the agreed measures into use. Our commitment concerns the agreed programme support, not a promise of any regulatory outcome or of harm-free chains of activities.
FAQs
Frequently asked questions about the CSDDD
Can a company get CSDDD certified?
No, the Directive has no certification scheme. Compliance is shown through the due diligence process and its records, which the national supervisory authority may examine. Where customers want a certificate, a related certifiable standard such as SA8000, ISO 14001 or ISO 45001 can sit alongside the programme without replacing it.
Does the CSDDD apply to companies outside the EU?
Yes, if their net turnover generated in the EU exceeds the threshold in the amended Directive. Such companies appoint an authorised representative as the contact point for national supervisory authorities, so non-EU groups selling heavily into Europe should check their EU turnover early with their legal advisers.
We are a supplier below the thresholds. Do we have to comply?
Not directly, but in-scope customers will ask for information and assurances. The 2026 amendments limit what may be requested from smaller partners where the data can reasonably be obtained another way.
Does the CSDDD still require a climate transition plan?
No, the transition plan obligation was removed from the Directive by Directive (EU) 2026/470. Climate expectations may still come from other laws, from customers or from investors, so check your reporting obligations separately with your advisers.
How does the CSDDD relate to the CSRD?
The CSDDD governs what a company does about adverse impacts; the CSRD governs how it reports on sustainability matters. Omnibus I amended both in the same directive. One risk map and one evidence trail can serve both.
