What it is

What is PAS 2080?

PAS 2080 is a Publicly Available Specification published by BSI for carbon management in buildings and infrastructure. It gives asset owners and the organisations that design, build and supply for them a common way to manage carbon through the decisions they take on projects and programmes.

Because it is a specification rather than a reporting standard, the useful question is whether carbon is actually weighed when options are chosen, and whether you can show it.

Current edition. PAS 2080:2023, published by BSI on 30 April 2023, with the title Carbon management in buildings and infrastructure. Check the current status on BSI's Knowledge site before you plan a programme.

Who it is for

Who asks for PAS 2080?

The request usually comes from an asset owner or a framework, and flows down the value chain. Organisations come to Sterling from three starting points:

  • Asset owners and public clients. Organisations setting carbon expectations for their capital programmes and wanting a recognised way to manage and prove them.
  • Designers and contractors. Firms asked in tenders or frameworks to show a PAS 2080 aligned or verified approach.
  • Product and material suppliers. Suppliers asked to support their customers' carbon management with data and reduction options.

The benefit is carbon decisions that are made early, recorded and repeatable across projects.

Requirements

What are the main PAS 2080 requirements?

The clause structure is not listed because we have not verified it from BSI's summary; the list shows what Sterling's PAS 2080 work covers.

  • Leadership and governance: carbon responsibilities, commitment and decision points in your projects and programmes
  • Baselines and targets: a carbon baseline and reduction targets for the work in scope
  • Quantification: carbon estimated with consistent methods, linked to your ISO 14064-1 or GHG Protocol work where it exists
  • Reduction through design and delivery: options assessed for carbon when decisions are taken, and the choice recorded
  • Value-chain collaboration: requirements and information shared with clients, designers, contractors and suppliers
  • Monitoring, reporting and improvement: results tracked, lessons captured and the process improved

What does useful PAS 2080 evidence look like?

Carbon roles and decision gates, baselines and targets per programme, option assessments that show carbon was weighed, supplier requirements, monitoring reports and improvement actions. We keep these in Effivity so a verifier sees a process that runs across projects.

Your engagement

What your PAS 2080 engagement includes

The route is independent verification: a verification body assesses your conformity, and Sterling does not verify or certify. We build the carbon management process with your team and prepare you for the verifier.

  • Scope and gap assessment

Your role in the value chain, the work in scope and what is missing, with a plan and owners.

  • Carbon management process

Governance, decision gates, baselines, targets and reporting built into your project delivery.

  • Effivity ISO & GRC software

Registers, records and actions in one workspace, included with the engagement at no additional cost.

  • Training, internal review and verification readiness

Awareness for project teams, an internal review and support through verification.

Verification decisions remain with the independent verification body.
