Client experience across standardsWhat it is
What are RC14001 and RCMS?
Responsible Care is the chemical industry's own performance initiative. In the United States, the American Chemistry Council turns it into two certifiable management system specifications: RC14001, which pairs Responsible Care with an environmental management system, and RCMS, the Responsible Care Management System. A company chooses one route for its certification.
Both specifications ask a chemical business to manage environmental, health, safety and security performance as one system, with leadership accountability and evidence that the controls work at every site.
Current editions. The ACC store lists the RC 14001®:2026 Technical Specification, following the 2023 edition, and the RCMS®:2019 Technical Specification. Confirm with your certification body which edition applies to your next audit and when.
Who it is for
Who asks for RC14001 or RCMS certification?
Four situations bring chemical companies to these specifications:
- Responsible Care commitments. Companies that have committed to Responsible Care need a credible way to show their system is in place.
- Customers in the chemical value chain. Buyers ask suppliers and distributors for evidence of managed EHS and security performance.
- Group policy. Multinational parents extend one approach to subsidiaries and new sites.
- Existing ISO 14001 holders. Sites already certified to ISO 14001 look at RC14001 as the natural extension.
Clarify which specification, which sites and which certification body before work starts.
Requirements
What do RC14001 and RCMS require?
The ACC technical specifications set the requirements, and their clause structure is not reproduced here. The list below is what Sterling's work covers for either route.
- Gap assessment: your sites measured against the specification and edition you will be audited to
- EHS and security risks: hazards, security risks, legal requirements and objectives in one register
- Operational controls: the environmental, health, safety and security controls each site relies on
- Internal audit and management review: planned, conducted and closed with evidence
- Certification readiness: preparation for the accredited certification body's audit and support until it is closed
What does useful RC14001 or RCMS evidence look like?
Risk and legal registers with owners, permits, incident investigations, emergency drills, security reviews, training records and actions shown to be effective. We keep them in Effivity from the first workshop, so the auditor sees a system that runs.

Effivity · ISO and GRC software, included in every engagement
How Effivity helps you run, automate and simplify your RC14001 and RCMS work.
Every Sterling RC14001 and RCMS engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant configures the workspace within the agreed scope, so documents, risks, audits, nonconformities, training records, supplier and contractor checks and management review live in one place, the system runs in daily work and the certification auditor reviews a live system rather than a binder. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

Context, scope and interested parties
The scope, the issues that matter and the interested parties behind your RC14001 and RCMS work sit in one register and are reviewed on a schedule, so the context stays current instead of being rewritten before each review.
Policy, roles and objectives
Commitments, responsibilities and objectives with their measures, owners and dates live where the people who own them work; progress is reported from the system, not from a separate spreadsheet.
Risks and opportunities
A risk and opportunity register with owners, actions and review dates; treatments tracked to closure and brought to management review automatically.
Competence, awareness and documented information
Training and competence records for every person, linked to Sterling Academy; documents with versions, approvals and distribution, so the current version is the only one in use.
Operational controls, suppliers and contractors
The controls your RC14001 and RCMS work depends on, with supplier and contractor checks, inspections and maintenance, each with its record created as the work is done.
Monitoring, internal audit and management review
Audit programmes, findings and follow-up; indicators on live dashboards; a management review that records its inputs, decisions and actions.
Nonconformity and corrective action
Raised, investigated and closed with root cause and the evidence that the action worked; recurring issues visible to management before they become a finding.
Your own processes, forms and reports
Forms, fields, workflows and reports adapted to how you work, without code; legal and customer requirements tracked to the processes they affect.
What this means at the audit
The certification auditor asks for the risk register, the legal register, incident investigations, the internal audit programme and the last management review. In Effivity each is a screen, with dates, owners and evidence attached, and Sustain™ keeps it running for surveillance.

FAQs
Frequently asked questions about RC14001 and RCMS
What is the difference between RC14001 and RCMS?
Both are ACC technical specifications for Responsible Care certification, and a company chooses one. RC14001 pairs Responsible Care with an environmental management system, while RCMS is a stand-alone Responsible Care Management System; your certification body can confirm what each audit covers.
Can we build RC14001 on our ISO 14001 system?
Yes, an existing ISO 14001 system is a strong starting point. The gap assessment shows what Responsible Care adds for health, safety, security and product stewardship, so you extend the system instead of starting again.
Who issues the RC14001 certificate?
A certification body accredited for RC14001 audits your system and issues the certificate. Sterling prepares you for that audit and does not certify; check the body's accreditation before you sign.
