IEC 61511 · Functional safety in the process industry sector
IEC 61511 compliance for safety instrumented systems in the process industry.
Operators of refineries, chemical plants and gas facilities rely on safety instrumented systems to bring a process to a safe state when it goes wrong. Sterling's expert and experienced consultants build the functional safety management system around those systems, with your engineers, so the lifecycle evidence is complete and current. We help our clients put it into practice and prove it.
- Fixed scope, one proposal: consulting, Effivity software, Sterling Academy access and internal auditor training, as applicable to your standard, in one proposal
- A team of expert and experienced consultants who connect functional safety management with your quality, safety and asset management systems
- The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements. Sterling does not certify or assess conformity; your appointed assessors and authorities decide

Why process operators choose SterlingWhat it is
What is IEC 61511 and what is it used for?
IEC 61511 is the International Electrotechnical Commission series titled "Functional safety: Safety instrumented systems for the process industry sector". According to IEC, it gives requirements for the specification, design, installation, operation and maintenance of a safety instrumented system (SIS), so that the system can be trusted to achieve or maintain a safe state of the process. IEC describes it as the process sector implementation of IEC 61508:2010.
In practice it is the rulebook plant owners, contractors and integrators use to show that trips, interlocks and emergency shutdown functions were specified from a hazard study, built to that specification and kept working for the life of the plant.
Current edition. IEC lists Part 1 as IEC 61511-1:2016+AMD1:2017, a consolidated edition 2.1 dated 16 August 2017, with a stability date of 2029. Parts 2 and 3 are dated 2016, and two technical reports, IEC TR 61511-0:2018 and IEC TR 61511-4:2020, sit alongside them. Confirm the edition your customer, insurer or regulator names before you plan.
Who it is for
Who needs IEC 61511 compliance?
Anyone who owns, designs or maintains a safety instrumented system in a process plant is likely to meet it. Organisations usually arrive from one of four points:
- An owner or EPC contract names it. The specification requires IEC 61511 and asks for the functional safety plan and lifecycle records with each deliverable.
- A regulator or insurer is reviewing process safety. Inspections and risk surveys ask how safety functions are managed, tested and changed.
- A hazard study has produced new safety functions. Recommendations need to be carried into specification, design and proof testing with clear ownership.
- Your group is aligning plants. Sites follow different practices and need one functional safety management approach.
Compliance is shown through evidence across the whole lifecycle, not through a single document.
Requirements
What are the main IEC 61511 requirements?
IEC's own summary shows the scope at title level; the lines below keep to what IEC publishes. The detailed requirements are checked against the edition in force during the programme.
- Part 1: framework, definitions, system, hardware and application programming requirements.
- The SIS lifecycle: specification, design, installation, operation and maintenance of the safety instrumented system.
- A safe state of the process: the system must be one that can be relied on to achieve or maintain it.
- Link to IEC 61508: the series applies IEC 61508:2010 to the process sector.
- Supporting documents: IEC 61511-2:2016, IEC 61511-3:2016 and the technical reports IEC TR 61511-0:2018 and IEC TR 61511-4:2020.
What does useful IEC 61511 evidence look like?
A functional safety plan with named responsibilities, the safety requirements specification traced to the hazard study, competence records for the people doing the work, proof test records, bypass and change control logs, and the outcome of each assessment and audit. We organise these in Effivity so the lifecycle status of every safety function can be shown on request.

Effivity · ISO and GRC software, included in every engagement
How Effivity helps you fulfil, automate and simplify the requirements of IEC 61511.
Every Sterling IEC 61511 engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant configures the workspace within the agreed scope, so documents, risks, audits, nonconformities, changes, competence records, proof test actions and management review live in one place, the system runs in daily work and the assessor or customer auditor reviews a live system rather than a binder. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

Context, scope and interested parties
The scope statement, the internal and external issues and the interested parties are kept in one register and reviewed on a schedule, so the context stays current as the business changes instead of being rewritten before each audit.
Policy, roles and objectives
The policy, the responsibilities and the objectives with their measures, owners and dates live where the people who own them work; progress is reported from the system, not from a separate spreadsheet.
Risks and opportunities
A risk and opportunity register with owners, actions and review dates; treatments tracked to closure and brought to management review automatically.
Competence, awareness and documented information
Training and competence records for every person, linked to Sterling Academy; documents with versions, approvals and distribution, so the current version is the only one in use.
Safety functions, changes and testing
Safety requirements, modification requests, bypass authorisations and proof test actions, each with an owner, a due date and its record created as the work is done.
Monitoring, internal audit and management review
Audit programmes, findings and follow-up; KPIs on live dashboards; a management review that records its inputs, decisions and actions.
Nonconformity, complaints and corrective action
Raised, investigated and closed with root cause and the evidence that the action worked; recurring issues visible to management before they become a finding.
Your own processes, forms and reports
Forms, fields, workflows and reports adapted to how you work, without code; legal and customer requirements tracked to the processes they affect.
What this means at an assessment
Assessors and customer auditors ask for the functional safety plan, competence evidence, open actions from hazard studies, proof test status and the change history. In Effivity each of those is a screen with dates, owners and evidence attached, not a folder assembled the week before. After the programme, Sustain™ runs in the same workspace, so the lifecycle keeps its records.

The Sterling Promise
What the Sterling Promise means for your IEC 61511 programme
We stay with you until the agreed IEC 61511 outcome is achieved, supporting implementation, preparation and the closure of assessment findings. Practical delivery, included software and employee learning turn the investment into lasting capability.
The engagement identifies the standard, scope, outcome and responsibilities. Your organisation supplies accurate information, keeps ownership of engineering decisions and puts the agreed controls into use. Assessors and authorities reach their own conclusions. Our commitment concerns the agreed support, not the outcome of any engineering calculation or future inspection.
FAQs
Frequently asked questions about IEC 61511
Is there an IEC 61511 certificate?
IEC 61511 itself does not create a certification scheme; it sets requirements that your organisation meets and demonstrates. Some certification and assessment bodies offer services against it, so check exactly what their scope covers and who recognises it before you commit.
What is the difference between IEC 61508 and IEC 61511?
IEC describes IEC 61511 as the process sector implementation of IEC 61508:2010. Plant owners, contractors and integrators generally work to IEC 61511, while IEC 61508 is the wider functional safety series it draws on.
Does Sterling carry out SIL calculations?
No. Sterling builds and audits the functional safety management system and organises the evidence. Hazard studies, safety integrity decisions and verification calculations stay with your process safety engineers or the specialist firm you appoint, and we make sure their outputs are recorded and followed through.
