ISO 30301 · Management systems for records
ISO 30301 certification and requirements, for records you can find, trust and defend.
ISO 30301 turns records management from a filing habit into a managed system: a policy the leadership owns, controlled processes from creation to disposition, and evidence that the rules are followed. Sterling's expert and experienced consultants build that system with your records, IT and business owners, then prepare you for an independent certification body's audit. We ensure successful certification for our clients.

Why clients choose SterlingWhat it is
What is ISO 30301 and what is it used for?
ISO 30301 sets the requirements for a management system for records, known in the standard's own vocabulary as an MSR. Where most records guidance explains how to handle a file, ISO 30301 requires who decides the rules, how they are resourced, how performance is measured and how the system gets better. Leadership sets a records policy and objectives; the organisation then controls how records are created, captured, kept, accessed and eventually disposed of, and checks that this happens in practice.
Organisations use it to show regulators, auditors, courts and customers that their records are authentic, reliable and available when needed, and to cut the cost of searching for, duplicating and over-keeping information. It belongs to the ISO 30300 series: ISO 30300 holds the core concepts and vocabulary, and ISO 30302 gives implementation guidance. Because it shares the management system structure used by ISO 9001 and ISO/IEC 27001, it also supplies a disciplined answer to the documented information requirements of those standards.
Current edition. ISO 30301:2019, the second edition, amended in 2024 for climate action changes. ISO has approved a revision: the third edition received its final text for formal approval on 7 September 2026 and will replace the 2019 edition. Its publication date and any transition period for existing certificates are not yet confirmed; your certification body will set the timetable once they are.
Who it is for
Who needs ISO 30301 certification?
The standard fits any organisation whose operations leave a trail that others rely on: ministries and agencies, banks and insurers, hospitals, utilities, law firms, shared service centres and outsourcing providers. Sterling usually meets ISO 30301 at one of four moments:
- A client or outsourcing contract asks for records assurance. Where you hold or process records for someone else, a certificate gives the client an independent view of how their information is controlled.
- A tender or public-sector framework scores records governance. Where evaluators ask how records are governed, a certified system answers with evidence rather than a policy document.
- A regulator or inspection has found gaps. Missing retention decisions, uncontrolled shared drives or records that cannot be produced on request are the common triggers for a structured fix.
- A group company wants one approach across entities. Subsidiaries keep records in different systems and languages; ISO 30301 gives the group one set of rules with local ownership.
Requirements
What are the main ISO 30301 requirements?
ISO 30301:2019 follows the common high level structure of ISO management system standards, clauses 4 to 10. The records-specific demands sit mainly in clause 8 and in the normative Annex A, which sets out the records processes and controls. Below is a title-level summary; the implementation is checked against the full text of the applicable edition.
- Clause 4 Context of the organisation: the business, legal and stakeholder needs for records, and the boundaries of the MSR.
- Clause 5 Leadership: top management commitment, a records policy and assigned records responsibilities.
- Clause 6 Planning: risks and opportunities for records, and measurable records objectives with plans to meet them.
- Clause 7 Support: resources, competence, awareness, communication and the MSR's own documented information.
- Clause 8 Operation: planning and control of the records processes, and the design and operation of records systems.
- Clause 9 Performance evaluation: monitoring and measurement, internal audit and management review of the MSR.
- Clause 10 Improvement: nonconformity, corrective action and continual improvement.
- Annex A (normative): the records processes and controls the MSR has to put in place and operate.
What does useful ISO 30301 evidence look like?
An approved records policy, a records inventory tied to business processes, retention and disposition decisions with their authority, access rules applied in the systems that hold records, disposition logs, migration and conversion records, training records and internal audit results. We work from the systems you already run, so the evidence comes from daily work rather than from a folder assembled for the auditor.
Certification process
How do you get ISO 30301 certified?
Build a management system for records that works, let it run long enough to generate evidence, and then invite an independent certification body to audit it. Sterling handles the first part with you; the certification body alone conducts the audit and decides.
- 01Agree the scope of the MSR.Business functions, entities, sites and the records systems in scope, together with the obligations that drive them.
- 02Gap analysis: compare current practice with the requirements.Clauses 4 to 10 and the Annex A controls reviewed against what you do today, with a prioritised, owned action plan.
- 03Design and implement the records controls.Policy, responsibilities, inventory, retention rules, access and system settings, rolled out with training for the people who create and use records.
- 04Operate, audit internally and review.Run the system, audit it against the standard, hold the management review and close the findings with evidence.
- 05The certification body's audit and decision. Its Stage 1 readiness review and Stage 2 audit, your response to any findings, then its decision, surveillance audits and recertification on the body's cycle.
Check the route before you sign. Ask the certification body whether it is accredited for ISO 30301 specifically, not just for ISO 9001 or ISO/IEC 27001, and confirm it with the accreditation body named; for certifiable standards, accreditation recognition runs through the Global ACI arrangement. Bodies audit management systems to ISO/IEC 17021-1, and ISO/IEC TS 17021-14:2022 sets the competence requirements for auditors of records management systems. The certification buyer's checklist
Cost
How much does ISO 30301 certification cost?
Records programmes vary more than most. A single-entity firm with one document platform is a different undertaking from a public body with decades of paper archives and a dozen line-of-business systems. The proposal names every component and states everything that is included.
| Cost component | What affects it |
|---|---|
| Consulting and implementation | Records volume and formats, number of repositories, existing retention rules, and whether you choose Design™ or Drive™ |
| Independent certification | The certification body's audit days, entities and sites, travel and surveillance arrangements |
| Internal resources | Time from records, IT, legal and business owners; system configuration and any clean-up or migration work |
| Software and learning | Effivity and Sterling Academy access included in the engagement, with users and access period confirmed in the proposal |
| Continued support | Internal audits, retention schedule upkeep and the move to the new edition under Sustain™ |
What moves the price
- How many business functions and legal entities the MSR covers
- The mix of paper, digital and hybrid records
- Whether a retention schedule and records inventory already exist
- The number of systems that create or hold records
- Languages, jurisdictions and sector record-keeping rules
What a Sterling proposal always shows
- Scope, deliverables, assumptions and exclusions in writing
- Certification-body fees listed separately
- Effivity, training and Academy access itemised at no additional cost
- Milestone payments linked to deliverables
- One all-inclusive proposal. No surprises, ever
Timeline
How long does ISO 30301 certification take?
Most of the calendar goes on decisions rather than documents: agreeing retention periods with legal and business owners, configuring access in live systems and letting the controls run long enough to show they work. As an estimate, organisations typically reach certification readiness in four to eight months, longer where large legacy collections need sorting first.
| Phase | What determines the pace |
|---|---|
| Scope and gap analysis | Access to records owners, systems administrators and existing policies |
| Design and implementation | Retention approvals, system configuration windows and training reach |
| Evidence and review | Controls operating long enough to audit, then internal audit and management review |
| Certification audit | The certification body's availability and the time to close any findings |

Records processes and retention
Inventory, retention and disposition decisions, access rules and migration records, each logged with its authority and date.
Audits, measures and management review
Audit programmes, findings and MSR indicators on dashboards, and a management review that records inputs, decisions and actions.
Nonconformity and corrective action
A missing record or an unauthorised disposal raised, investigated and closed with root cause and proof the action worked.
Your own forms and workflows
Forms, fields, approvals and reports adapted to your records processes without code, alongside any other standards you integrate.
What this means at the audit
An ISO 30301 auditor asks to see the policy, a retention decision and its authority, a completed disposition, the last internal audit and the management review minutes. In Effivity each one opens on screen with its owner, date and evidence, and Sustain™ carries on in the same workspace after certification.

Our commitment concerns the agreed certification support, not a promise of every future tender award or error-free delivery.
FAQs
Frequently asked questions about ISO 30301
What is the difference between ISO 30301 and ISO 15489?
ISO 30301 is a management system standard written as requirements you can be certified against; ISO 15489 sets out records management concepts and principles. The 2019 edition of ISO 30301 organises its operational requirements in line with ISO 15489:2016, so the two work together: ISO 15489 explains good records practice, and ISO 30301 makes it governed, audited and improved.
Do we need an electronic records management system to comply?
No. The standard does not prescribe any product. It requires that the systems holding your records, whether paper files, shared drives, a document platform or business applications, are designed and operated so records stay authentic, reliable and accessible. Many organisations achieve that by configuring what they already own.
Should we wait for the new edition of ISO 30301?
Usually not. The core of a records management system, from policy and retention to access and audit, carries forward, and any move to the new edition will follow the arrangements your certification body confirms. We build to the current edition and track the revision so the change, when it comes, is an update rather than a rebuild.
Can ISO 30301 be integrated with ISO/IEC 27001 or ISO 9001?
Yes. ISO 30301 uses the same management system structure, so context, leadership, internal audit, management review and corrective action can be shared. ISO's records committee has published guidance on using ISO 30301 processes and controls to meet the documented information requirements of other management system standards.
Does Sterling issue the ISO 30301 certificate?
No. Sterling designs and builds the system with you and prepares you for the audit. An independent certification body carries out the audit and decides whether to certify, which is what gives the certificate its value to clients and regulators.
