Client feedback wallWhat it is
What is ISO 30414 and what is it used for?
ISO 30414 is the international standard for human capital reporting and disclosure, developed by ISO's technical committee on human resource management. It sets out what an organisation measures about its workforce, how each measure is defined and what it tells people inside and outside the organisation. It concentrates on factors within the organisation's control.
In practice it answers a question most boards now ask: can we describe our people with figures that are defined the same way every year, across every entity, and that someone could trace back to source? Used well, one metric set feeds the management dashboard, the annual report and investor answers.
ISO 30414 is voluntary, and ISO does not certify against it. It is a reporting standard, not a management system standard, so the output is a credible report rather than a certificate.
Current edition. ISO 30414:2025, the second edition, was published in August 2025 and replaced ISO 30414:2018, which ISO now lists as withdrawn. The title changed from guidelines to requirements and recommendations: ISO's technical committee describes auditable requirements alongside recommendations and a baseline of 14 required metrics for all organisations, whatever their size, sector or location.
Who it is for
Who needs ISO 30414?
No organisation is too small for disciplined workforce reporting; ISO's own committee says the 2025 edition can be adopted by organisations of any size, industry or jurisdiction. Most of the organisations that come to Sterling for ISO 30414 have one of four reasons:
- Investors, lenders or customers want workforce data. Questionnaires ask for turnover, diversity, training and health and safety figures, and each one defines them differently. One documented metric set answers them all.
- A tender or supplier review asks how you manage people. A consistent report with definitions and trends answers with facts, not a policy statement.
- Reporting obligations apply to you. Where sustainability or workforce disclosure rules cover your organisation, ISO 30414 gives a structured way to organise the underlying data. It does not by itself satisfy any law; we work alongside your legal advisers on what the rules require.
- The group needs one picture of its people. Subsidiaries count headcount and leavers differently. The standard's approach to consolidated and separate reporting gives every entity the same rules.
The report improves nothing on its own; what management does with it does.
Requirements
What are the main ISO 30414 requirements?
The 2025 edition organises reporting into eleven human capital areas, with a required baseline of metrics and further recommended ones. ISO's committee adds that every metric should carry both a quantitative figure and a qualitative explanation, and that you state how you interpret materiality. The areas, as ISO lists them:
- Workforce composition: who makes up the workforce, by the categories your organisation uses.
- Diversity: the make-up of the workforce and its leadership.
- Costs: what the workforce costs the organisation.
- Productivity: the relationship between the workforce and the value it creates.
- Health, safety and well-being: incidents, lost time and the care of people at work.
- Leadership, culture and engagement: how people experience leadership and the organisation.
- Compliance, ethics and workforce relations: grievances, disputes and conduct matters.
- Recruitment: how effectively the organisation attracts and hires.
- Mobility and succession planning: internal moves and readiness for critical roles.
- Workforce turnover: who leaves, why and at what rate.
- Skills, capabilities and development: training, learning and capability building.
What does credible ISO 30414 evidence look like?
A metric dictionary with a definition, formula, owner and source system for each figure; a record of the reporting boundary and the materiality approach chosen; reconciliations between HR, payroll and finance data; sign-off by the metric owners; and a short narrative explaining each movement. Kept in Effivity, that trail lets an internal reviewer or assurance provider follow any number back to its source.
Putting it into practice
How do you implement ISO 30414 reporting?
There is no certification audit at the end, so the discipline has to come from the process itself. Sterling works with your HR, finance and sustainability leads through five steps, and your leadership owns every figure that is published.
- 01Set the purpose, audience and boundary.Agree who the report is for, which entities and workers it covers, whether reporting is consolidated or separate, and your materiality approach.
- 02Gap analysis: compare current reporting with the 2025 baseline.Map every figure you report today to the eleven areas and the required metrics, and list what is missing, inconsistent or unsupported.
- 03Define metrics and repair the data.Write the metric dictionary, align HR, payroll and finance sources, and set the controls that stop the same error recurring.
- 04Produce and review the first report.Calculate, reconcile and explain each metric, then take the draft through internal review and leadership sign-off.
- 05Disclose and repeat the cycle.Publish internally and externally as decided, act on what the figures show and repeat on a fixed calendar so trends become meaningful.
Check the route before you sign. ISO states that it does not certify anyone, and ISO 30414 is not on its list of management system standards. Some providers offer schemes that use the word certification; ask who owns the scheme, whether any accreditation body recognises it and what exactly is checked, and verify the answers directly. Independent assurance of published figures is a separate engagement with an assurance provider.
Cost
How much does ISO 30414 implementation cost?
Cost depends more on the state of your people data than on the size of the report. One entity with one HR system is a short project; a group with several systems and definitions of an employee is a data programme.
| Cost component | What affects it |
|---|---|
| Consulting and implementation | Entities, countries, systems to reconcile, metrics in scope and Design™ or Drive™ support |
| External assurance, if chosen | Agreed separately with the assurance provider you appoint; not part of Sterling's fee |
| Internal resources | Time from HR, payroll and finance owners, data clean-up and leadership review |
| Software and learning | Included in a Sterling engagement: Effivity and Sterling Academy access, confirmed in the proposal |
| Continued support | Annual reporting cycles, metric reviews and future edition updates under Sustain™ |
What moves the price
- Number of legal entities, countries and HR or payroll systems
- Whether a metric dictionary exists today
- How many recommended metrics you add to the required baseline
- Internal only, or internal and external disclosure
- The reporting deadline and your team's capacity
What a Sterling proposal always shows
- Scope, deliverables, assumptions and exclusions in writing
- Any third-party assurance identified as outside the fee
- Effivity, training and Academy access itemised at no additional cost
- Milestones linked to deliverables
- One all-inclusive proposal. No surprises, ever
Timeline
How long does ISO 30414 implementation take?
Most of the time goes into agreeing definitions and cleaning data, not writing. As an estimate, a first report typically takes three to six months, depending on the number of entities, the quality of source data and how quickly metric owners sign off. Year two is faster because the dictionary and controls already exist.
| Phase | What determines the pace |
|---|---|
| Boundary and gap analysis | Access to HR, payroll and finance leads and to existing reports |
| Definitions and data repair | Number of systems and entities, and the scale of reconciliation needed |
| First report and review | Calculation, narrative drafting and leadership sign-off |
| Disclosure | Your publication calendar and any external assurance you arrange |
If the report must meet an annual report or investor deadline, tell us at the start so the plan works back from it.

Effivity · ISO and GRC software, included in every engagement
How Effivity helps you fulfil, automate and simplify the requirements of ISO 30414:2025.
Every Sterling ISO 30414 engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant configures a reporting workspace within the agreed scope, so the metric dictionary, data owners, review workflows, training records, audits and actions sit in one place and each cycle runs from the same system. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

Boundary and population register
The entities, worker categories and reporting boundary recorded once and reviewed each cycle, so every figure counts the same people.
Metric dictionary with owners
Each metric with its definition, formula, source and owner, versioned and approved, so a change in method is visible rather than silent.
Incidents and actions
Incidents and follow-up actions logged as they happen, with owners and closure dates that feed the period's figures.
Survey results and action plans
Engagement findings linked to the actions agreed, with progress reported from the system.
Cases and corrective action
Grievances and conduct matters tracked through investigation to closure, with the aggregated counts ready for reporting.
Training and competence records
Training records for every person, linked to Sterling Academy, so learning figures come from records rather than estimates.
Forms and workflows for movements
Joiner, mover and leaver data captured through configured forms, so reasons and dates are recorded consistently.
Review, sign-off and dashboards
Internal review findings, sign-offs and live dashboards in one place, adapted to your own reports without code.
What this means at review time
When a board member, internal reviewer or assurance provider asks where a turnover or training figure came from, the answer is a screen: the definition, the source, the owner, the reconciliation and the sign-off, with dates. After the first report, Sustain™ runs the next cycle in the same workspace, so year-on-year comparisons rest on the same rules.

The Sterling Promise
What the Sterling Promise means for ISO 30414
We stay with you until your agreed ISO 30414 outcome is achieved, supporting implementation, preparation and the resolution of review findings. Clear explanations, practical delivery, included software and employee learning turn the investment into lasting capability rather than a one-off report.
The engagement identifies the standard, scope, outcome and responsibilities. Your organisation supplies accurate information and puts the agreed controls into use. ISO 30414 carries no ISO certificate; your leadership owns the published figures and any assurance provider forms its own view. Our commitment concerns the agreed support, not a promise of any investor, rating or tender outcome.
FAQs
Frequently asked questions about ISO 30414
Can my organisation get ISO 30414 certified?
Not by ISO, which states that it does not certify anyone. What an organisation can show is a report prepared to ISO 30414:2025, with definitions and a review trail behind it. If a provider offers a certificate, ask who owns that scheme and whether an accreditation body recognises it before you rely on it in a disclosure.
Is ISO 30414 mandatory?
No, ISO 30414 is a voluntary standard. Whether you must disclose workforce information depends on the laws, listing rules or contracts that apply to you, and your legal advisers confirm those; the standard is a way to organise the data well, whichever rules apply.
Is ISO 30414 suitable for a small or mid-sized company?
Yes. ISO's committee says the 2025 edition applies to organisations of any size, and its annexes include recommendations for smaller organisations. A smaller company usually starts with the required baseline and a short narrative, then adds recommended metrics as its data improves.
What is the difference between ISO 30414 and ISO 30201?
ISO 30414 covers what you report about your workforce; ISO 30201 covers how you manage human resources. ISO 30201:2026 sets requirements for a human resources management system and appears on ISO's list of management system standards, so it follows a different route. The two work well together: the management system produces the records that the report draws on.
How do we handle employee personal data in ISO 30414 reporting?
Report aggregated figures, not information about identifiable people, and control access to the underlying records. The 2025 edition includes guidance on data governance and privacy; we design the data flows with your data protection lead and legal advisers so reporting does not create a new privacy risk.
