ISO 45001 certification in Singapore and South East Asia: SAC accreditation, site audits and legal registers
Clause by clause: ISO 45001:2018 requirements: every clause explained →
What changes for ISO 45001 in Singapore and South East Asia: why clients ask for it, how SAC and other accreditation bodies in the region cover OH&S, why every site with its own risks is audited on site, and how to check a certificate.
Key points
- Use SAC's search to confirm that a certification body's accredited scope includes occupational health and safety and your kind of work; quality accreditation alone does not cover OH&S.
- A regional group can hold one ISO 45001 certificate, but sites whose hazards differ are not sampled: expect an on-site tour of each.
- Workplace safety law is set nationally, so Singapore, Malaysia, Indonesia and Vietnam each need a separate legal register and a separate evaluation of compliance.
- Since 1 January 2026 the Global ACI arrangement has handled international recognition of accreditation. Look up the accreditation body behind any certificate on the Global ACI list.
Why companies in Singapore and South East Asia seek ISO 45001
Most requests come through prequalification: a main contractor's subcontractor forms, the HSE section of a multinational's supplier audit, or an energy operator's conditions before a maintenance firm is allowed on site. For fabricators, facilities firms and logistics operators, the certificate shortens the questionnaire; the site inspection still has to go well.
Public sector work runs differently. Singapore's Government Procurement Regime, set out on GeBIZ, rests on fairness, openness and competitiveness and awards contracts on best value for money. It does not make ISO 45001 a standing condition for suppliers, so check each tender's own documents before you assume certification is required.
The standard itself is covered in the ISO 45001 requirements guide.
SAC accreditation and checking an ISO 45001 certificate
SAC runs 26 accreditation programmes for management system certification bodies and sets its requirements for them in SAC CT 01. The detail that matters for an OH&S project is scope. A body can be accredited for quality management but not for occupational health and safety, or for OH&S in some kinds of work but not others. SAC's online search shows what each body is actually accredited for.
SAC's own page states that it is part of the APAC and IAF recognition arrangements for quality management systems. It does not state its OH&S position. For SAC and for any foreign accreditation body, check current recognition on the Global ACI list of recognised bodies before you rely on it.
After certification, find the certificate in the issuing body's register and IAF CertSearch; the steps are in how to verify an ISO 45001 certificate.

ISO 45001 certification in Malaysia
The Department of Standards Malaysia accredits management system certification bodies against MS ISO/IEC 17021-1:2015, requires them to apply the IAF Mandatory Documents, and publishes a directory of the bodies it has accredited. Search it for an OH&S scope before a Malaysian customer is asked to accept your certificate.
Indonesia and Vietnam
In Vietnam, the National Accreditation Bureau (BoA) runs the Vietnam Certification Accreditation Scheme (VICAS) and says it is a member of IAF and APAC and a signatory of the IAF MLA. For an Indonesian site, get confirmation from Indonesia's national accreditation body that the certification body is accredited for OH&S. Philippine operations are covered in ISO 45001 certification in the Philippines.
Local practice that changes an ISO 45001 project
A legal register for each country
Safety duties, registrations, inspection regimes and incident reporting rules are issued nationally. The register for a Singapore head office is no use for a Johor fabrication yard or a Batam warehouse. Give each site its own list of obligations, a named owner and a recorded compliance evaluation. The legal register guide shows how to structure one.
Every high-risk site is audited on site
Under the IAF rules for OH&S audits, the auditor tours the workplaces, and sites whose activities or risks differ are not sampled. Remote methods may replace only the parts of the audit that do not involve watching risk controls operate. A plant with hot work and confined spaces needs an auditor on the floor, so settle travel early.
Contractors and a multilingual workforce
Maintenance crews, agency staff and subcontractors count in the audit's headcount. Toolbox talks, permits and hazard reports only work if workers can read them. Keep them in the languages your workforce uses, and ask the certification body whether its auditor can interview workers in those languages.
| Local item | What it means for your project | Where to verify it |
|---|---|---|
| SAC accreditation for OH&S | The certification body's scope must cover occupational health and safety and your type of work | SAC's search of accredited organisations |
| Malaysian accreditation | Relevant where Malaysian clients or group policy name a locally accredited body | The Standards Malaysia directory of certification bodies |
| Vietnamese accreditation | Relevant where plants or customers in Vietnam expect VICAS | The National Accreditation Bureau's VICAS pages |
| National safety obligations | One legal register and one compliance evaluation for each country and site | The regulator in each country and the licences held at each site |
| Audit plan across sites | Sites with different hazards are each visited, and travel is planned for them | The certification body's audit programme and quote |
| Government tenders | No standing ISO 45001 condition in Singapore; each tender sets its own | The tender documents on GeBIZ |
| Recognition of the accreditation body | Decides whether overseas clients will accept the certificate | The Global ACI list of recognised accreditation bodies |

Must an ISO 45001 certification body in Singapore be SAC-accredited?
No. It must be accredited for OH&S by a recognised accreditation body. If a client specifies SAC, choose a body whose SAC scope covers occupational health and safety and your type of work.
Can one ISO 45001 certificate cover our Singapore and Malaysia sites?
Yes, as long as one accredited body covers every activity and can audit in both countries. Sites with different hazards are each visited, and each country keeps its own legal register.
Can an ISO 45001 audit of a regional site be done remotely?
Only in part. Anything that involves watching risk controls operate on site has to be done in person, so plan for an auditor to tour every higher-risk plant or yard.
How do I check an ISO 45001 certificate from a Singapore supplier?
Look it up in the issuing body's register and in IAF CertSearch, then confirm on SAC's search that the body is accredited for OH&S and that the certificate lists the supplier's sites and activities.
