FSSC 22000 certification in the UK at a glance
Food safety management systems for businesses (Food Standards Agency guidance on GOV.UK) refers to FSSC 22000, yet none of the UK instruments checked makes it compulsory. Buyers in the UK ask for it anyway.
Built on ISO 22000, FSSC 22000 adds sector prerequisite programmes from the ISO/TS 22002 series and further scheme requirements; Foundation FSSC manages it, and only licensed, accredited certification bodies audit it. For UK food manufacturers it usually arrives as a customer requirement from multinational brands that expect a benchmarked scheme. It builds on a legal foundation every UK food business already has: a food safety management system that must meet the HACCP principles, as the Food Standards Agency's guidance sets out. FSSC 22000 turns that system into a full management framework with documented prerequisite programmes, food defence and food fraud controls, and management review. Food and agri-tech feature among the Humber Freeport's target sectors, and processors across the country face similar buyer audits. Certification is granted by an FSSC-licensed certification body accredited for the scheme. Sterling prepares sites from its London office, closing prerequisite gaps and building verification records, with Effivity and Sterling Academy included.
Who needs FSSC 22000 in the UK, and what happens without it
In the UK the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food manufacturers supplying multinational brands and retailersBuyers ask for a GFSI-benchmarked scheme such as FSSC 22000.
- Food and agri-tech businesses in the HumberHumber Freeport targets food and agri-tech.
- Any UK food business strengthening its HACCP-based systemUK food businesses must have a food safety management system meeting HACCP principles.

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.
In the UK these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

How long does FSSC 22000 certification take in the UK?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the UK these are the factors that set the timeline.
- Number of production sites and product categories
- Prerequisite programme gaps against the relevant ISO/TS 22002 part
- Existing HACCP plan and verification records
- FSSC additional requirements such as food defence and food fraud
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does FSSC 22000 certification cost in the UK?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the UK these factors move both.
- Sites and product categories in scope
- Infrastructure or hygiene upgrades for prerequisite programmes
- Certification body audit fees, quoted separately from consulting
- Laboratory testing and environmental monitoring
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
FSSC 22000 consultants and certification bodies in the UK
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the UK are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

FSSC 22000 in the UK: questions clients ask
FSSC 22000 or BRCGS for UK retail customers?
It depends on what your customer asks for. Both are GFSI-benchmarked food safety schemes, so neither is automatically better. UK retail customers state which scheme they accept, and the customer's requirement should decide. The BRCGS Food Safety hub covers the alternative in more detail. Ask your key buyers which they will accept before choosing.
Is HACCP still needed with FSSC 22000?
Yes, the legal duty stays. The Food Standards Agency requires a food business to have a food safety management system that meets the HACCP principles, and FSSC 22000 does not remove that duty. FSSC 22000 does include HACCP, so a well-built HACCP plan becomes part of the scheme system rather than a parallel document.
Who can certify FSSC 22000?
FSSC-licensed certification bodies that are also accredited. FSSC 22000 is owned by Foundation FSSC, and certification runs only through bodies licensed under the scheme, which are accredited as well. When you shortlist bodies, ask each to confirm both its FSSC licence and its accreditation scope.
