HACCP certification in the UK at a glance

Food safety management systems for businesses (Food Standards Agency guidance on GOV.UK) requires HACCP for the organisations it covers. Most UK buyers ask for it anyway.

A written food safety management system built on HACCP principles is not optional for UK food businesses. Guidance from the Food Standards Agency states that the system must meet those principles: identify hazards, find the critical control points, set limits, monitor them, put checks in place, correct problems and keep records. Meat plants follow different rules. What the law does not require is a HACCP certificate. Many retailers, hospitality groups and caterers nonetheless ask suppliers for independent evidence, and HACCP certification from a certification body accredited for the scope is a common answer for smaller producers not ready for ISO 22000 or FSSC 22000. Food and agri-tech businesses in the Humber Freeport and processors nationwide face the same buyer questions. Sterling's London office writes or reviews the HACCP plan, trains the people who monitor critical control points and prepares the site for audit, with Effivity and Sterling Academy included.

The need

Who needs HACCP in the UK, and what happens without it

For some organisations in the UK it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Meat plantsDifferent HACCP rules apply to meat plants.
  • Food suppliers to retailers, hospitality groups and caterersBuyers may ask for HACCP certification from a certification body.

HACCP requirements in the UK

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In the UK these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in the UK?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the UK these are the factors that set the timeline.

  • Number of products, processes and critical control points
  • Existing written procedures and records
  • Staff training in monitoring and corrective action
  • Whether the site is a meat plant with specific rules

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in the UK?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the UK these factors move both.

  • Number of premises and processes
  • Equipment for monitoring (for example temperature records)
  • Certification body fees where certification is sought, separate from consulting
  • Staff training

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in the UK

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the UK are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

HACCP in the UK: questions clients ask

Is HACCP a legal requirement in the UK?

Yes, in effect. The Food Standards Agency's guidance says a food business needs a food safety management system, and that system must meet the HACCP principles. Different rules apply for HACCP in meat plants. The law requires the system rather than a certificate, so check your own premises and activities with the FSA or your local authority.

Do I need a HACCP certificate?

Not by law. The legal duty is to have a food safety management system that meets the HACCP principles, and no certification is required for that. Some customers do ask for certification from a certification body, so the question is usually commercial. Ask your buyers whether they require it before spending on an external audit.

    What are the HACCP principles?

The FSA guidance sets out seven. Identify the hazards, identify the critical control points, set limits for them, monitor them, put checks in place, take corrective action when a limit is missed, and keep records. A system that follows these steps is what the FSA expects from a food business.
