UAE Personal Data Protection Law compliance in the UAE at a glance
Federal Decree by Law No. (45) of 2021 Concerning the Protection of Personal Data is the instrument itself: it applies to the organisations within its scope, and buyers and partners in the UAE ask for evidence that you meet it.
Federal Decree by Law No. (45) of 2021 Concerning the Protection of Personal Data is the UAE's general data protection law, overseen by the UAE Data Office. Its reach has edges that matter in practice: it does not apply to companies in free zones that have their own personal data protection legislation, which is why DIFC entities follow the DIFC Data Protection Law 2020 and ADGM entities the ADGM Data Protection Regulations 2021, and it carves out government data and health and banking data covered by separate legislation. For everyone else, controllers and processors must apply appropriate technical and organisational measures to secure personal data. Compliance is self-managed and evidenced — there is no PDPL certificate — through records of processing, notices, consent and rights handling, breach procedures and security controls. Sterling's Dubai office builds that evidence and, where clients want an external benchmark, aligns it with ISO/IEC 27701 certification by an accredited certification body. The local scope questions are answered below.
Who needs UAE Personal Data Protection Law in the UAE, and what happens without it

Strip away the vocabulary and the UAE PDPL asks a business to comply in six areas of personal data handling.
In the UAE these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: UAE Personal Data Protection Law explained →

How long does UAE Personal Data Protection Law compliance take in the UAE?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the UAE these are the factors that set the timeline.
- Number of processing activities and systems to map
- Number of entities onshore and in free zones
- Vendor and cross-border transfer review
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does UAE Personal Data Protection Law compliance cost in the UAE?
The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In the UAE these factors move both.
- Number of legal entities and regimes in scope (PDPL, DIFC, ADGM)
- Volume of processing activities and data subjects
- Security control remediation needed
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
UAE Personal Data Protection Law consultants and assessors in the UAE
Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers UAE Personal Data Protection Law and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the UAE are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

UAE Personal Data Protection Law in the UAE: questions clients ask
Does the PDPL apply to a company in DIFC or ADGM?
Generally not. Free zones with their own personal data protection legislation fall outside the federal law, and DIFC and ADGM each have a regime of their own. DIFC's applies to DIFC-incorporated controllers and processors, and ADGM's to processing in the context of an ADGM establishment. Your counsel should confirm your position.
Is there a PDPL certificate?
No. PDPL compliance is self-managed and evidenced through your records, notices, procedures and security measures. ISO/IEC 27701 certification by an accredited body is an optional external benchmark, neither a legal requirement nor proof of compliance. Compliance itself rests on your own records and measures, which you should keep up to date.
Does the PDPL apply to health or banking data?
Not where those data are covered by their own legislation: the PDPL excludes health and banking/credit data that have separate laws. Check the relevant sector law for the data you hold, and take advice from counsel or the regulator where your activities span both regimes.
Which body oversees the PDPL?
The UAE Data Office, which the law defines as the body established under Federal Decree by Law No. (44) of 2021. Confirm with counsel which authority your own processing falls under, and keep in mind that the law's reach is set out in its own scope provisions.
