In short

PCI DSS compliance in Dubai at a glance

Dubai has an e-commerce free zone, EZDubai, inside Dubai South's Logistics District, and its online sellers, fulfilment operators and payment-linked platforms handle cardholder data every day. Add the fintech and payments firms of DIFC and the technology providers of Dubai Silicon Oasis, and the emirate holds a dense set of merchants and service providers that card brands and acquiring banks expect to be PCI DSS compliant. Compliance is validated by a Qualified Security Assessor or by self-assessment, according to the payment brands' rules and the entity's level, and it is not a certificate issued by Sterling. Sterling's Dubai office scopes the cardholder data environment and reduces it where possible, with Effivity and Sterling Academy included.

What drives PCI DSS in Dubai

No Dubai authority sets PCI DSS; the requirement comes from the card brands and acquiring banks, so demand is contract-led.

Requirements

What PCI DSS requires

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

PCI DSS in Dubai: questions clients ask

Does an e-commerce business in Dubai South need PCI DSS?

If it stores, processes or transmits card data, the card brands and its acquiring bank expect it. Dubai South's Logistics District includes EZDubai, a dedicated e-commerce free zone, so many online sellers there fall into that group. Whether a hosted payment page reduces your scope is something your acquirer or assessor can confirm.

Who validates PCI DSS compliance for a Dubai company?

A Qualified Security Assessor or a self-assessment, depending on the company's level and the payment brands' rules; no Dubai authority issues it, and Sterling does not validate it. Ask your acquiring bank which validation route it requires, since that decides the evidence you need to assemble.
