In short

PCI DSS compliance in the UAE at a glance

Two UAE instruments bear on PCI DSS. Not one of them names it. So why do buyers in the UAE keep asking for evidence of it?

Payment service providers licensed by the Central Bank of the UAE operate under the Retail Payment Services and Card Schemes Regulation, which carries technology risk and information security requirements, and banks answer to the Central Bank's outsourcing rules when card processing is outsourced. PCI DSS sits on top as the card industry's own standard, owned by the PCI Security Standards Council and required through the payment brands and acquirers. Merchants and service providers that store, process or transmit cardholder data — e-commerce platforms, payment gateways, hotels, airlines and contact centres among them — validate compliance either through a Qualified Security Assessor, an independent firm qualified by the Council, or through a self-assessment questionnaire, depending on what their acquirer or the brands require. There is no PCI certificate issued by a regulator. Sterling's Dubai team scopes the cardholder data environment, closes gaps and prepares evidence for the QSA or the self-assessment. Local questions follow.

The need

Who needs PCI DSS in the UAE, and what happens without it

These are the organisations in the UAE that most often need to show PCI DSS.

  • Retail payment service providers licensed by the CBUAEThe Retail Payment Services and Card Schemes Regulation includes technology risk and information security requirements.
  • Banks outsourcing card processingThe CBUAE Outsourcing Regulation requires providers to maintain appropriate information security.
  • E-commerce merchants, hotels, airlines and contact centres handling card dataAcquirers and payment brands require PCI DSS validation.

PCI DSS requirements in the UAE

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In the UAE these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in the UAE?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the UAE these are the factors that set the timeline.

  • Size of the cardholder data environment and segmentation
  • Number of third-party service providers in scope
  • Evidence of quarterly scans and penetration testing

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in the UAE?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In the UAE these factors move both.

  • Scope of the cardholder data environment
  • QSA fees quoted separately from consulting
  • Technical remediation (encryption, logging, segmentation)

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in the UAE

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the UAE are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in the UAE (3)

    InstrumentHow it treats the standard
PCI Security Standards Council — Qualified Security Assessor programmeScheme rule
QSA companies are qualified by the Council to validate an entity's adherence to PCI DSS.
Retail Payment Services and Card Schemes Regulation (CBUAE Circular No. 15/2021)Expected in practice
Technology risk and information security requirements; PCI DSS not cited.
Outsourcing Regulation for Banks (CBUAE Circular No. 14/2021)Expected in practice
Outsourcing providers must maintain an appropriate level of information security.

"Expected in practice" means the instrument asks for the outcomes PCI DSS covers without naming a standard, and PCI DSS is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in the UAE

Compliance validated by a Qualified Security Assessor (QSA) or by self-assessment, as the payment brands and acquirer require. QSAs are listed by the PCI Security Standards Council. No QSA is named here unless verified. Edition and transition details: PCI DSS hub →

    Audit language

Assessments and reports are in English.

    Remote and on-site

QSA assessment arrangements are set by the QSA under Council rules; readiness work can be on-site or remote.

PCI DSS in the UAE: questions clients ask

Is PCI DSS required by UAE law?

No UAE law identified in the CBUAE regulations checked cites PCI DSS. The requirement arises by contract, from acquirers and payment brands. Your merchant or service-provider agreement is therefore the document to read, and your acquirer can confirm what applies to you.

    QSA or self-assessment?

That depends on what your acquirer or the payment brands require for your level. Some entities validate through a Qualified Security Assessor and others by self-assessment, so ask your acquirer which route applies before you plan the work, and get the answer in writing.

Is there a PCI DSS certificate?

No regulator issues a PCI DSS certificate. Compliance is shown by a Report on Compliance or by a self-assessment with an Attestation of Compliance, depending on what is required of you. Ask your acquirer which of the two it expects, and treat any offer of a certificate with caution.
