ISO 13485 certification in Thailand at a glance

BOI Investment Promotion Guide 2025 refers to ISO 13485, yet none of the Thai instruments checked makes it compulsory. Buyers in Thailand ask for it anyway.

For medical device makers in Thailand the Board of Investment gives ISO 13485 its sharpest local hook: its Investment Promotion Guide 2025 makes certification to a medical device international standard such as ISO 13485, or an equivalent, a condition for a promoted activity. Separately, the Thai Food and Drug Administration licenses manufacture and import under the Medical Devices Act, B.E. 2551 (2008), as amended in B.E. 2562 (2019), through establishment and product licences, and the Thai FDA's FAQ page does not list ISO 13485 as a licensing prerequisite. Medical and comprehensive healthcare is also the first of the Eastern Economic Corridor's target clusters. Certificates come from accredited certification bodies; the National Standardization Council's recorded scopes do not list ISO 13485, so check each body's accreditation scope. Sterling's Manila office builds the quality system, design controls, risk management and traceability for Thai manufacturers, with Effivity and Sterling Academy included in the engagement. The need

Who needs ISO 13485 in Thailand, and what happens without it

In Thailand the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device manufacturers applying for BOI promotionThe BOI guide makes certification to a medical device international standard such as ISO 13485, or equivalent, a condition for a promoted activity.
  • Manufacturers and importers holding Thai FDA establishment and product licencesThe Medical Devices Act requires an establishment licence and a product licence for manufacture and import.
  • Contract manufacturers and component suppliers to device makersDevice makers expect suppliers in their chain to run a quality system aligned with ISO 13485.
  • Healthcare and medical cluster investors in the Eastern Economic CorridorMedical and comprehensive healthcare is the first of EECO's five target clusters.

Requirements

ISO 13485 requirements in Thailand

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Thailand these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets a Thai company certified

How to get ISO 13485 certified in Thailand

One team from the Manila office carries the work from scoping to certificate. Clients across Thailand are served from Sterling's Manila office, on site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 13485 and the Thai requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
Included in every engagement
  • End to end, from one team
  • Effivity ISO & GRC software
  • Preferential Sterling Academy access, with complimentary awareness training for your people
  • Internal auditor training for your audit team, as applicable to your standard
  • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

Time

How long does ISO 13485 certification take in Thailand?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Thailand these are the factors that set the timeline.

  • Design and development control already in place
  • Number of device families and sterile or implantable products
  • Thai FDA licensing steps running in parallel

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Thailand?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Thailand these factors move both.

  • Device classes and manufacturing processes in scope
  • Validation, traceability and risk management work to add
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Thailand

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Thailand are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Thailand

Use a certification body accredited for ISO 13485 by a body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated). The NSC scopes recorded for management systems do not list ISO 13485, and ILAC describes ISO 13485 recognition under the Thai single platform as a plan only, so read the certification body's accreditation certificate. No body is named here. Edition and transition details: ISO 13485 hub →

    Audit language

Audits can be in English or Thai; device technical files and design records are often in English, while labelling and instructions for use follow the Thai FDA's own requirements.

    Remote and on-site

Document review can be partly remote at the certification body's discretion; production, cleanroom and warehouse areas are audited on site.

ISO 13485 in Thailand: questions clients ask

Does BOI promotion require ISO 13485?

For a named medical device activity, yes. The Investment Promotion Guide 2025 requires the project to be certified by a medical device international standard such as ISO 13485 or an equivalent before the tax exemption can be used. Confirm with the BOI that the activity you plan carries this condition.

Does the Thai FDA require ISO 13485?

The Thai FDA's FAQ page does not state ISO 13485 or a quality system certificate as a prerequisite for the establishment and product licences that manufacture and import need. Licensing requirements are detailed elsewhere in the Act and Thai FDA guidance, so ask the Thai FDA or your regulatory counsel what your product class requires.

Which accreditation should an ISO 13485 certification body hold?

One whose accreditation scope names ISO 13485, from a body within the international mutual recognition arrangements. ILAC describes ISO 13485 recognition under Thailand's single accreditation platform as a plan rather than a service, and the National Standardization Council's recorded scopes do not list it. Read the certification body's accreditation certificate before you sign.

Is medical a target sector in the Eastern Economic Corridor?

Yes: medical and comprehensive healthcare is the first of EECO's five target industry clusters. That is an investment promotion framework, so it does not by itself set a certification requirement; the BOI conditions, the Thai FDA licences and your customers do.
