In short

PCI DSS compliance in Tanzania at a glance

In Tanzania, PCI DSS is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Card payments in Tanzania pass through banks and payment service providers supervised by the Bank of Tanzania, but PCI DSS itself comes from the card brands. American Express, Discover, JCB International, MasterCard and Visa founded the PCI Security Standards Council and build the standard into their compliance programmes, which acquirers pass on to merchants and processors. The Bank's March 2026 draft cybersecurity guidelines add governance, incident reporting and penetration testing expectations without naming PCI DSS, and section 27 of the Personal Data Protection Act requires safeguards and breach notification for personal data, card data included. Compliance is validated by a Qualified Security Assessor or a self-assessment, never by Sterling. Sterling's Nairobi office scopes the cardholder data environment, reduces it where possible and prepares the evidence, drawing on 8,100+ client engagements in 60+ countries, with Effivity and Sterling Academy included.

Requirements

PCI DSS requirements in Tanzania

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Tanzania these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Tanzania?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Tanzania these are the factors that set the timeline.

  • Cardholder data environment scope and segmentation
  • Merchant or service provider level set by the brands or acquirer
  • Vulnerability scanning and penetration testing results
  • QSA availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Tanzania?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Tanzania these factors move both.

  • Size of the cardholder data environment
  • Technical remediation such as segmentation, logging and encryption
  • Approved scanning vendor and penetration testing
  • QSA fees quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Tanzania

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Tanzania are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Tanzania

Compliance, not certification: PCI DSS compliance is validated by a Qualified Security Assessor (QSA) or by a self-assessment questionnaire, as the payment brands and your acquirer require. Sterling prepares the environment and evidence and does not validate compliance. Edition and transition details: PCI DSS hub →

    Audit language

Assessments are usually conducted in English; agree the language of evidence and interviews with the QSA.

    Remote and on-site

Scoping and evidence review can be remote; the QSA usually inspects card data environments, data centres and key processes on-site.

PCI DSS in Tanzania: questions clients ask

Does the Bank of Tanzania require PCI DSS?

Not by name. The Bank's March 2026 draft cybersecurity guidelines set governance, incident reporting and penetration testing expectations for financial service providers without naming PCI DSS. The requirement comes from the card brands through their compliance programmes and your acquirer. Check both the brands' rules and the Bank's final guidance.

Who validates PCI DSS compliance for a Tanzanian company?

A Qualified Security Assessor, or the company itself through a self-assessment questionnaire, depending on the level the brands or acquirer assign. There is no PCI DSS certificate from a certification body. Ask your acquirer or card brand which validation route and reporting form apply to you.

How does PCI DSS relate to the Personal Data Protection Act?

They overlap on security. Section 27 of the Act requires safeguards for personal data and breach notification to the Commission, and cardholder data is personal data. PCI DSS gives detailed controls for card data, but it does not replace the Act's registration, rights or transfer duties. Ask your counsel where the two meet.

What usually drives PCI DSS effort?

Scope. The more systems that store, process or transmit card data, the more controls apply, so segmentation and tokenisation often pay for themselves. Scanning and penetration testing results, remediation of logging and encryption gaps, and QSA availability then set the timeline.
