In short

ISO 37301 certification in Taiwan at a glance

In Taiwan, ISO 37301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Compliance obligations in Taiwan arrive from many directions at once: the Ministry of Health and Welfare for food and devices, the Ministry of Labor for workplaces, the Financial Supervisory Commission for listed companies, and the Personal Data Protection Commission and its Preparatory Office for personal data. None of the laws behind this page names ISO 37301, so the standard is a voluntary way to bring those duties into one managed system with a register, owners, controls, reporting and review. Certification comes from a body accredited by the Taiwan Accreditation Foundation or by an accreditation body within the international mutual recognition arrangements, never from Sterling, and the written scope must name the standard. Sterling builds the compliance system for Taiwanese groups and exporters from its Tokyo office, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 37301 in Taiwan, and what happens without it

In Taiwan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Listed companies with several regulatorsSustainability, governance and data duties come from different supervisors, and one compliance system links them.
  • Companies in regulated sectors such as food, devices and dataEach sector regulator sets its own rules, which a compliance obligations register can track.
  • Exporters facing foreign laws as well as Taiwanese lawA single register helps keep track of home and destination market obligations.
  • Suppliers asked for a compliance programme by customersBuyers ask suppliers how they identify and monitor obligations.

Requirements

ISO 37301 requirements in Taiwan

Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.

You know your obligationsObligations from laws, regulators, contracts and voluntary commitments are identified and kept current.
The governing body and management leadThe governing body and top management set the compliance policy and support a culture in which compliance is expected.
A compliance function has authorityA compliance function is resourced, independent enough to act and has direct access to the governing body.
Compliance risks are assessedRisks of failing to meet obligations are assessed, and controls are designed in proportion to them.
Concerns are raised and handledPeople can raise concerns without fear of retaliation, and suspected breaches are investigated and corrected.
You monitor and reportCompliance performance is monitored, reported to leadership, audited and reviewed so the system improves.

In Taiwan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

How Sterling gets a Taiwanese company certified

How to get ISO 37301 certified in Taiwan

One team from the Tokyo office carries the work from scoping to certificate. Clients across Taiwan are served from Sterling's Tokyo office, on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against ISO 37301 and the Taiwanese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
    5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

      Time

How long does ISO 37301 certification take in Taiwan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Taiwan these are the factors that set the timeline.

      • Obligations register across laws, regulators and customers
      • Maturity of existing compliance roles and controls
      • Number of entities and countries in scope
      • Certification body availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does ISO 37301 certification cost in Taiwan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Taiwan these factors move both.

      • Number of legal entities and sites in scope
      • Size of the obligations register
      • Certification body fees quoted separately from consulting
      • Training and monitoring tools

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

ISO 37301 consultants and certification bodies in Taiwan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Taiwan are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 37301 in Taiwan (3)

          InstrumentHow it treats the standard
TAF accreditation of management system certification bodies (ISO/IEC 17021-1)Accreditation
TAF lists several management system schemes; confirm with a certification body whether its accreditation covers ISO 37301.
Government Procurement Act, Articles 36 and 37Related
Tender qualifications are set per tender and limited to those essential to contract performance; the Act does not name ISO 37301.
          Financial Supervisory Commission sustainability roadmapRelated
Listed companies follow a phased path to IFRS sustainability disclosure from financial year 2026, adding to the obligations a compliance system tracks.

Accreditation, audit language and remote audits in Taiwan

Use a certification body accredited for ISO 37301 by the Taiwan Accreditation Foundation or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); ask for the written accreditation scope and check it names this standard. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 37301 hub →

          Audit language

Mandarin Chinese is the working language of most organisations in Taiwan and the Chinese text of a statute prevails over its English version; agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.

          Remote and on-site

Document review and some interviews can run remotely at the certification body's discretion; production floors, laboratories and service sites in scope are normally visited on-site.

ISO 37301 in Taiwan: questions clients ask

Does Taiwanese law require a compliance management system?

None of the laws on this page names ISO 37301 or requires this system as such. Sector laws set their own duties, for example the Act Governing Food Safety and Sanitation for food businesses and the Medical Devices Act for device makers. ISO 37301 is a voluntary way to manage them together. Ask your counsel which duties apply to you.

What does a compliance obligations register contain?

It lists the laws, regulator rules, licence conditions and customer commitments that bind the business, with an owner, a control and a review date for each. In Taiwan that can span the Ministry of Health and Welfare, the Ministry of Labor, the Financial Supervisory Commission and the Personal Data Protection Commission's Preparatory Office, depending on your sector.

Which accreditation body covers ISO 37301 certification in Taiwan?

The national accreditation body is the Taiwan Accreditation Foundation, though accreditation from a body within the international mutual recognition arrangements can serve as well. Scopes differ between certification bodies and the foundation's published schemes name other standards. Request the accreditation certificate before agreeing a quotation, and confirm that compliance management is explicitly listed.

Is ISO 37301 the same as ISO 37001?

No. ISO 37001 deals specifically with bribery, whereas ISO 37301 is a general compliance management system standard covering all the obligations an organisation chooses or is bound to meet. They can share risk assessment, reporting and investigation processes, so a business may build one and extend to the other. Each has its own scope and certificate.
