In short

AS9100 certification in Taiwan at a glance

In Taiwan, AS9100 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Aerospace buyers rarely take a supplier's word on quality, and the certificate they look for is AS9100. The standard belongs to the International Aerospace Quality Group, which describes itself as setting the standards for quality across the worldwide aerospace supply chain, runs and monitors the certification scheme, and operates OASIS, the supplier certification and registration database. A Taiwanese machining, electronics or fabrication supplier that wants aerospace work is normally asked for that certificate, issued by a certification body working inside the scheme, never by Sterling. Public tenders are different: the Government Procurement Act leaves qualifications to each tender. Most suppliers start from an ISO 9001 system and extend it. Sterling supports that work from its Tokyo office, with 20+ years and 8,100+ client engagements in 60+ countries behind it and Effivity and Sterling Academy included with the engagement.

The need

Who needs AS9100 in Taiwan, and what happens without it

In Taiwan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Machining, casting and fabrication shops entering aerospace workAerospace buyers flow the 9100 series requirement down to their approved suppliers.
  • Electronics and avionics component suppliersTheir customers look for the aerospace quality certificate recorded in the industry database.
  • Defence and space programme suppliersThe industry group that owns the scheme sets standards for the worldwide aerospace supply chain.
  • Existing ISO 9001 manufacturers extending upwardAn ISO 9001 system gives the process base that the aerospace requirements build on.

Requirements

AS9100 requirements in Taiwan

Strip away the vocabulary and AS9100 asks a supplier to prove six things about delivering aerospace products safely and on time.

Product safety is managedRisks to product safety are identified and controlled throughout the product's life, from design to delivery.
Configuration is under controlThe approved configuration of each product is identified, changes are controlled and records match what was delivered.
Counterfeit parts are kept outPurchasing, inspection and supplier controls stop counterfeit or suspect parts from entering the product.
Operational risks are managedRisks to delivery and product conformity are assessed and controlled during planning and production.
Production is proven before it runsProduction process verification, such as first article inspection, confirms that processes can make conforming product.
Delivery and conformity are measuredOn-time delivery and product conformity are measured, and human factors are considered when nonconformities are investigated.

In Taiwan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: AS9100 explained →

How Sterling gets a Taiwanese company certified

How to get AS9100 certified in Taiwan

One team from the Tokyo office carries the work from scoping to certificate. Clients across Taiwan are served from Sterling's Tokyo office, on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against AS9100 and the Taiwanese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
    5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
    Included in every engagement
    • End to end, from one team
    • Effivity ISO & GRC software
    • Preferential Sterling Academy access, with complimentary awareness training for your people
    • Internal auditor training for your audit team, as applicable to your standard
    • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

      Time

How long does AS9100 certification take in Taiwan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Taiwan these are the factors that set the timeline.

      • Gap against ISO 9001 and the aerospace requirements
      • Configuration management, special process and counterfeit-part controls
      • Customer flow-down requirements
      • Recognised certification body availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does AS9100 certification cost in Taiwan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Taiwan these factors move both.

      • Number of sites and product lines in scope
      • Depth of existing aerospace controls
      • Certification body audit fees quoted separately from consulting
      • Investment in inspection and traceability systems

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

AS9100 consultants and certification bodies in Taiwan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers AS9100 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Taiwan are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive AS9100 in Taiwan (2)

          InstrumentHow it treats the standard
International Aerospace Quality Group (IAQG) — 9100 series and OASISScheme rule
IAQG describes itself as setting standards for quality within the worldwide aerospace supply chain, runs and monitors its certification scheme, and operates OASIS as the aerospace supplier certification and registration data system.
Government Procurement Act, Articles 36 and 37Related
Procuring entities set tenderer qualifications per tender; the Act does not name AS9100.

Accreditation, audit language and remote audits in Taiwan

AS9100 certificates are issued by certification bodies working inside the aerospace industry's own scheme, which the IAQG runs and monitors, and certifications are recorded in its OASIS database. Confirm a body's authorisation for the 9100 series with the scheme owner and with your customer. The Taiwan Accreditation Foundation or an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA) may also be asked for. No body is named here unless its accreditation scope has been verified. Edition and transition details: AS9100 hub →

          Audit language

Mandarin Chinese is the working language of most organisations in Taiwan and the Chinese text of a statute prevails over its English version; agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.

          Remote and on-site

Document review and some interviews can run remotely at the certification body's discretion; production floors, laboratories and service sites in scope are normally visited on-site.

AS9100 in Taiwan: questions clients ask

Who issues AS9100 certificates for Taiwanese suppliers?

Certification bodies working within the aerospace industry's own scheme, which the IAQG runs and monitors, issue them. Sterling does not. Because the scheme has its own authorisation rules, confirm with the scheme owner and your customer that a body can certify to the 9100 series before you contract it, and ask which sites and activities its authorisation covers.

What is OASIS and why does it matter?

OASIS is the IAQG's online system for aerospace supplier certification and registration data. The IAQG presents it as the industry's supplier certification and registration database. Ask your certification body how and when your certificate will be entered, and keep your company details current so customers see an accurate record.

Is ISO 9001 enough for aerospace customers?

Usually not. ISO 9001 is a general quality standard, while the 9100 series adds the requirements aerospace buyers flow down to their suppliers. Many Taiwanese suppliers start from an ISO 9001 system and extend it. Ask the customer in writing which certificate it accepts, and whether it also expects special process approvals.

Do Taiwanese government tenders ask for AS9100?

Only if the tender says so. The Government Procurement Act lets a procuring entity prescribe the qualifications essential to contract performance and names no certificate itself. Defence-related and aerospace tenders set their own requirements, so read the qualification clause of each one, and ask the procuring entity if the wording is unclear.
