In short

ISO 45001 certification in Saudi Arabia at a glance

In Saudi Arabia, ISO 45001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Construction, energy and manufacturing contractors are the usual candidates for ISO 45001 in Saudi Arabia, because principal contractors and project owners examine health and safety management before they award work. No Saudi regulation checked for this page names ISO 45001, and government tenders published through the Ministry of Finance's Etimad platform set their qualification criteria tender by tender, so the certificate is a market expectation rather than a legal duty. Accreditation deserves attention: the Saudi Accreditation Center's IAF MLA recognition, as IAF recorded it, covers ISO 9001 quality management certification, so check that your certification body's accreditation scope covers ISO 45001 through SAAC or another accreditation body within the international arrangements. The accredited certification body audits and decides. Sterling does the groundwork from its Riyadh office — hazard identification and risk assessment, the legal register, contractor controls, consultation of workers, incident investigation and internal audit — with Effivity and Sterling Academy included. The questions Saudi contractors raise are answered below.

The need

Who needs ISO 45001 in Saudi Arabia, and what happens without it

In Saudi Arabia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Construction, energy and industrial contractorsPrincipal contractors and project owners assess health and safety management before award.
  • Suppliers bidding for government contracts on EtimadIndividual tenders set their own qualification criteria.
  • Facilities management and logistics operatorsLarge workforces and contractor management benefit from a certified system.

Requirements

ISO 45001 requirements in Saudi Arabia

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Saudi Arabia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Saudi Arabia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Saudi Arabia these are the factors that set the timeline.

  • Number of sites, projects and contractors in scope
  • Status of the legal register and risk assessments
  • Worker consultation and participation arrangements
  • Certification body scheduling around Ramadan, the Eid holidays and the Sunday–Thursday working week

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Saudi Arabia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Saudi Arabia these factors move both.

  • Number of sites and workforce size
  • Hazard profile of activities
  • Certification body audit fees quoted separately from consulting
  • Training needs for supervisors and workers

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Saudi Arabia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Saudi Arabia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Saudi Arabia (2)

InstrumentHow it treats the standard
Etimad platform (Ministry of Finance)Procurement channel
No ISO requirement on the pages checked; tenders set criteria.
Saudi Accreditation Center — IAF MLA admission (ISO/IEC 17021-1, ISO 9001 sub-scope)Accreditation
IAF recorded SAAC's MLA scope as ISO 9001 only; confirm the certification body's ISO 45001 accreditation.

Accreditation, audit language and remote audits in Saudi Arabia

Use a certification body accredited for this standard by the Saudi Accreditation Center (SAAC) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). IAF recorded SAAC's MLA scope as ISO 9001 quality management certification, so check that the accreditation scope covers ISO 45001 and your sector. No body is named here unless its scope has been verified. Edition and transition details: ISO 45001 hub →

Audit language

Arabic and English audits are both available in the market; agree the audit and document language with the certification body at application, and follow any Arabic-language requirement of a regulator or government buyer.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 45001 in Saudi Arabia: questions clients ask

Is ISO 45001 mandatory in Saudi Arabia?

No. No Saudi regulation checked for this record names ISO 45001, so the requirement comes from the market and from contracts. Check the contract or project documents in front of you and, where a legal question arises, confirm it with your counsel or the competent authority.

Which accreditation should our ISO 45001 certification body hold?

SAAC's recorded mutual recognition scope covers ISO 9001 only, so do not assume it extends to ISO 45001. Choose a certification body whose accreditation, from SAAC or another body within the recognition arrangements, explicitly lists ISO 45001, and ask to see that scope before you appoint it.

Can one certificate cover several project sites?

Yes, in principle. Multi-site scope falls under the certification body's sampling rules, so one certificate can cover several sites, with the body deciding how many it visits. The effort depends on the number of sites, projects and contractors in scope, so list them accurately at application.
