In short

ISO 17025 accreditation in Portugal at a glance

In Portugal, ISO/IEC 17025 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

A laboratory report in Portugal carries weight when the method behind it is accredited. IPAC, the Instituto Português de Acreditação, accredits testing and calibration laboratories under Regulation (EC) No 765/2008, signs the ILAC arrangement according to its own regulation, and says its accreditations are recognised by authorities in EU and EFTA countries. Customers in automotive, aerospace, food and advanced manufacturing can check scope in IPAC's public directories. Accreditation is granted by IPAC after assessment against ISO/IEC 17025, and Sterling does not accredit. Sterling's Enschede office prepares the laboratory: method validation, measurement uncertainty, traceability, quality system and internal audit, with Effivity and Sterling Academy included with the engagement. IPAC decides the outcome, scope by scope, so the aim is a laboratory whose reports stand up when a customer, regulator or competing supplier challenges them.

The need

Who needs ISO 17025 in Portugal, and what happens without it

In Portugal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Testing laboratories serving industry, food and the environmentIPAC accredits testing laboratories and publishes searchable directories of accredited laboratories that customers consult.
  • Calibration laboratories supporting manufacturersIPAC accredits calibration laboratories, and manufacturers in automotive, aerospace and advanced manufacturing depend on traceable measurement.
  • Laboratories whose results support regulatory or export decisionsIPAC says accreditations it grants enjoy mandatory recognition by authorities in EU and EFTA countries.
  • In-house quality control laboratories of manufacturersThey seek independent proof that results are valid, either to satisfy customers or for internal confidence.

Requirements

ISO 17025 requirements in Portugal

Strip away the vocabulary and ISO/IEC 17025 requires a laboratory to prove six things about its competence and the results it reports.

You are impartialCommercial, financial or other pressures do not influence results, and risks to impartiality are identified and managed.
Staff are competent and authorisedEach person who performs, reviews or reports work is qualified, trained, monitored and authorised for those tasks.
Equipment is calibrated and traceableEquipment is fit for purpose and calibrated, with measurement results traceable to recognised references.
Methods are validated or verifiedMethods suit the work, are validated where needed or verified before use, and measurement uncertainty is evaluated.
Results are checked and reported properlyQuality control and proficiency testing confirm validity, and reports state results clearly, accurately and without ambiguity.
The management system worksComplaints, nonconforming work, risks, internal audits and management review run under a documented management system.

In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 17025 explained →

Time

How long does ISO 17025 accreditation take in Portugal?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.

  • Breadth of the testing or calibration scope and number of methods
  • Method validation, measurement uncertainty and traceability readiness
  • Participation in proficiency testing or interlaboratory comparisons
  • IPAC assessor availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 17025 accreditation cost in Portugal?

The cost has two parts: the consulting work to build and prove the system, and the accreditation body’s fees, which are quoted separately. In Portugal these factors move both.

  • Number of methods, sites and technical staff
  • Reference standards, equipment calibration and environmental controls
  • IPAC application and assessment fees, quoted by IPAC
  • Proficiency testing programme costs

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 17025 consultants and assessors in Portugal

Two different organisations are involved. A consultant helps you build the system and prove it works; the accreditation body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 17025 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Portugal

Accreditation, not certification: IPAC, Portugal's national accreditation body, assesses laboratories against ISO/IEC 17025 and grants accreditation by scope. IPAC states that it signs the ILAC arrangement for calibrations and tests and that its accreditations are recognised by authorities in EU and EFTA countries. Sterling prepares the laboratory; IPAC decides. Edition and transition details: ISO/IEC 17025 hub →

    Audit language

Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

    Remote and on-site

IPAC assessments combine document review with on-site witnessing of technical work; the approach is set by IPAC.

ISO 17025 in Portugal: questions clients ask

Who accredits laboratories to ISO/IEC 17025 in Portugal?

IPAC, the Instituto Português de Acreditação. Its general regulation says it is the national accreditation body under Regulation (EC) No 765/2008 and lists testing and calibration laboratories among those it accredits. Accreditation is granted for a defined scope of methods, so apply for the scope your customers or regulators actually need.

Is IPAC recognised internationally for laboratories?

Yes. IPAC's regulation states that it signs the ILAC mutual recognition arrangement for calibrations, tests, clinical examinations and inspections, and the EA directory lists it as an MLA signatory covering calibration and testing. Recognition is scope-based, so ask IPAC or a customer to confirm that your scope falls within it.

Where can a customer check a Portuguese laboratory's accreditation?

On IPAC's own site, which carries searchable directories of accredited testing laboratories, calibration laboratories and other bodies. Each entry shows the scope covered. A laboratory's report is only covered by its accreditation for the methods listed, so check the specific method rather than the laboratory's name alone.

Is ISO/IEC 17025 accreditation mandatory for laboratories in Portugal?

Not as a general rule. Accreditation is voluntary unless a regulation, authority or customer asks for it. IPAC states that its accreditations enjoy mandatory recognition by authorities in EU and EFTA countries, which is why they travel well. Check the rule that applies to your results with the authority or customer concerned.
