HACCP certification in Poland at a glance

Regulation (EC) No 852/2004, Art. 5 (as explained by the Chief Sanitary Inspectorate) requires HACCP for the organisations it covers. Most Polish buyers ask for it anyway.

Every Polish food business operator already has a HACCP duty, so the question is rarely whether to have a system but how far to take it. The Chief Sanitary Inspectorate explains that Art. 5 of Regulation (EC) 852/2004 obliges operators to develop and implement a procedure based on HACCP principles, from receiving raw materials to placing food on the market, and that the Regulation allows flexible application so that small businesses can comply; in some businesses good hygiene practice can replace monitoring of critical control points. The Inspectorate also publishes a list of sector guides it has opined on positively. A HACCP certificate from a certification body is a separate, voluntary step that buyers and exporters sometimes request. Where operators want more, ISO 22000, FSSC 22000 or IFS Food build on the same foundations. Sterling's Frankfurt office writes the hazard analysis and verification records with the team, trains the people who run the control points and prepares for certification where one is wanted, with Effivity and Sterling Academy included.

The need

Who needs HACCP in Poland, and what happens without it

For some organisations in Poland it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers and processorsMust develop and implement a procedure based on HACCP principles covering the process from raw materials to market.
  • Caterers, retailers and food-service businessesThe same duty applies, applied flexibly so that it works in small businesses.
  • Small producers unsure how far the system must goThe Chief Sanitary Inspectorate explains that good hygiene practice can in some cases replace monitoring of critical control points.
  • Exporters and suppliers to larger buyersBuyers sometimes ask for independent evidence of the HACCP system in addition to the legal duty.

HACCP requirements in Poland

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Poland these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Poland?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Poland these are the factors that set the timeline.

  • Number of products, process flows and premises in scope
  • State of prerequisite hygiene programmes
  • Monitoring records and verification evidence
  • Scheduling around production and seasonal peaks

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Poland?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Poland these factors move both.

  • Number of premises and process lines
  • Hygiene and facility remediation
  • Laboratory verification and equipment calibration
  • Certification body fees if a certificate is wanted

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Poland

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Poland are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Poland

The legal duty is the operator's own HACCP-based procedure. Separate HACCP certification, where a buyer asks for it, is issued by a certification body; choose one accredited for the scope by the Polish Centre for Accreditation (PCA) or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). No body is named here unless verified. Edition and transition details: HACCP hub →

    Audit language

Audits are held in Polish or English; agree the audit language with the certification body at application. Hazard-analysis records are usually kept in Polish for the team that runs the control points.

    Remote and on-site

Document review can be remote; the premises, the process steps and the critical control points are visited on-site.

HACCP in Poland: questions clients ask

Is HACCP mandatory for food businesses in Poland?

Yes. The Chief Sanitary Inspectorate explains that under Art. 5 of Regulation (EC) 852/2004 food business operators must develop and implement a procedure based on HACCP principles, covering every stage from receiving raw materials to placing the product on the market. The duty is the operator's own. Check how it applies to your activity with counsel or the inspectorate.

Can a small business simplify its HACCP system?

To a degree. The Chief Sanitary Inspectorate explains that Regulation 852/2004 allows HACCP principles to be applied flexibly, so that they work in small businesses, and that in some businesses it is not possible to identify hazards and critical control points, in which case good hygiene practice may replace monitoring. Document why you simplified, and confirm the approach with the inspectorate.

Where can I find a sector guide to HACCP in Poland?

On the Chief Sanitary Inspectorate's website, which publishes a list of guides to good hygiene practice, good manufacturing practice and HACCP that it has positively opined on for compliance with hygiene requirements. Industry guides can help you apply the principles in your sector. Use them as a starting point and adapt them to your own premises and products.

Do we need a HACCP certificate as well as the legal procedure?

Only if a customer asks. The legal duty is to run a HACCP-based procedure; a certificate from a certification body is a separate, voluntary step that some buyers request as independent evidence. If you pursue one, choose a body accredited for the scope by the Polish Centre for Accreditation or another body within the international arrangements.
