ISO 37301 certification in Pakistan at a glance
In Pakistan, ISO 37301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
A Pakistani company with licences from several regulators carries a compliance calendar that no single law describes. A listed company answers to the Listed Companies (Code of Corporate Governance) Regulations, 2019; a bank to the State Bank of Pakistan's technology governance framework; a device maker to the Medical Devices Rules, 2017; a food business to a provincial food authority. ISO 37301 gives that calendar a structure: an obligations register, owners, monitoring and a way to handle issues. No regulator listed in this record names the standard, and a certificate does not prove that the organisation obeys the law. It is issued by an accredited certification body, and the legacy mutual recognition site shows no compliance management scope among PNAC's recognition entries, so ask which accreditation stands behind it. Sterling's Mumbai office helps organisations build the register, assign ownership and prepare for audit, with Effivity software and Sterling Academy training included with the engagement.
Who needs ISO 37301 in Pakistan, and what happens without it
In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Listed companies and large corporatesThe Listed Companies (Code of Corporate Governance) Regulations, 2019 give boards governance duties that a compliance system helps evidence.
- Banks, microfinance banks and payment institutionsSBP's frameworks make technology and card-security obligations part of the compliance calendar.
- Medical device and pharmaceutical companiesDRAP licensing and enlistment create a continuing set of regulatory duties.
- Multi-site food and agri-food businessesProvincial food authorities, the national agri-trade authority and halal rules overlap in their requirements.

Take the ISO 37301 readiness checkISO 37301 requirements in Pakistan
Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.
In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

How long does ISO 37301 certification take in Pakistan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.
- Compliance obligations register across regulators and provinces
- Risk assessment and ownership of each obligation
- Monitoring, reporting and issue-handling routines
- Certification body scheduling for compliance management auditors
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 37301 certification cost in Pakistan?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Pakistan these factors move both.
- Number of regulators, sites and obligations in scope
- Obligations register and monitoring tooling
- Certification body audit fees quoted separately from consulting
- Training and culture work
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 37301 consultants and certification bodies in Pakistan
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 37301 in Pakistan (3)
| Instrument | How it treats the standard |
|---|---|
| Listed Companies (Code of Corporate Governance) Regulations, 2019 (S.R.O. 1163(I)/2019) | Context Governance duties for listed companies; ISO 37301 is not named in the title or notifications. |
| SBP Enterprise Technology Governance & Risk Management Framework | Does not name ISO 37301 Board and senior-management oversight of technology risk for banks, DFIs and microfinance banks. |
| PNAC recognition entries | Accreditation The legacy mutual recognition site shows no compliance management scope among PNAC's recognition entries. |
Accreditation, audit language and remote audits in Pakistan
Choose a certification body accredited for this standard by the Pakistan National Accreditation Council (PNAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PNAC's recognition entries on the legacy mutual recognition site list ISO 9001, ISO 14001 and ISO 22000 for management systems and do not show ISO 37301, so ask the certification body which accreditation backs a compliance management certificate and whether your regulator or customer accepts it. The certificate does not show that the organisation complies with every law that applies to it. Edition and transition details: ISO 37301 hub →
Audit language
Business records, standards and tenders are mostly in English, and the Constitution allows English for official purposes; interviews with operators and suppliers may run in Urdu or a regional language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Audits review the obligations register, monitoring and issue handling; much can be remote, with sites visited where obligations are applied.
ISO 37301 in Pakistan: questions clients ask
Does a Pakistani regulator require ISO 37301?
No regulator listed in this record names it. The governance regulations for listed companies and SBP's technology framework set oversight expectations without citing the standard. A compliance management system is a way to evidence that obligations are identified, owned and monitored. Ask your regulator or counsel whether a particular certificate would count for anything.
Does ISO 37301 certification prove legal compliance?
No. It shows that a compliance management system meets the standard when audited; it does not certify that the organisation obeys every applicable law. Regulators decide compliance and courts decide breaches. Use the system to keep an obligations register current and to resolve issues, and take legal advice on specific duties.
Which accreditation covers ISO 37301 certification?
Compliance management is absent from PNAC's entries on the legacy mutual recognition site, which cover ISO 9001, ISO 14001 and ISO 22000 only. That leaves the question with each certification body: which accreditation does it hold, under what scope, and from which accreditation body? Get those answers in writing, then confirm your regulator or customer is content with them.
How should a multi-province business start?
With an obligations register that lists each regulator, province and site, because requirements differ between them. Assign an owner to every obligation and set a monitoring routine, then test issue handling. Organisations with food, medical device or financial licences usually have the longest registers, so scope those areas first.
