ISO 37001 certification in Pakistan at a glance
One Pakistani instrument bears on ISO 37001. It does not name the standard. So why do buyers in Pakistan keep asking for the certificate?
Bribery risk in Pakistan tends to concentrate where companies meet the public sector: bidding for contracts, clearing goods, and obtaining licences and inspections. The Public Procurement Rules, 2026 are published on the Public Procurement Regulatory Authority's site, and each bidding document sets its own eligibility and integrity evidence, so an ISO 37001 certificate is useful where a buyer asks for it rather than because a statute demands it. Listed companies work under the Listed Companies (Code of Corporate Governance) Regulations, 2019, which do not name the standard in their title or notifications. One practical point on accreditation: PNAC's recognition entries on the legacy mutual recognition site show no anti-bribery scope, so ask the certification body which accreditation backs its certificate. Sterling's Mumbai office helps firms assess bribery risk, run due diligence on partners, write the policy and controls and prepare for audit, with Effivity software and Sterling Academy training included with the engagement.
Who needs ISO 37001 in Pakistan, and what happens without it
In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Contractors and suppliers bidding to public bodiesPublic procurement is where bribery risk is most visible, and buyers can ask bidders for integrity evidence in the bidding document.
- Listed companies and their subsidiariesThe Listed Companies (Code of Corporate Governance) Regulations, 2019 set board-level governance duties.
- Exporters, logistics and customs-facing businessesDealings with ports, inspectors and licensing bodies carry facilitation-payment risk that an anti-bribery system addresses.
- Subcontractors to multinational buyersMultinational customers apply group anti-bribery policies to suppliers and ask for due diligence.

Strip away the vocabulary and ISO 37001 requires a company to prove six things about how it prevents, detects and responds to bribery.
In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37001 explained →

How long does ISO 37001 certification take in Pakistan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.
- Scope: business units, countries and high-risk relationships
- Bribery risk assessment and due diligence on partners
- Controls over gifts, hospitality, donations and facilitation
- Certification body scheduling for anti-bribery auditors
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 37001 certification cost in Pakistan?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Pakistan these factors move both.
- Number of business units and third parties in scope
- Due diligence and training volume
- Certification body audit fees quoted separately from consulting
- Investigation and reporting channel set-up
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 37001 consultants and certification bodies in Pakistan
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 37001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 37001 in Pakistan (3)
| Instrument | How it treats the standard |
|---|---|
| Public Procurement Rules, 2026 and standard bidding documents | Expected in practice Each bidding document decides what integrity or anti-corruption evidence is asked for. |
| Listed Companies (Code of Corporate Governance) Regulations, 2019 (S.R.O. 1163(I)/2019) | Context Governance duties for listed companies; the regulation is listed on SECP's site and ISO 37001 is not named in the title or notifications. |
| PNAC recognition entries | Accreditation The legacy mutual recognition site shows no anti-bribery scope among PNAC's recognition entries. |
"Expected in practice" means the instrument asks for the outcomes ISO 37001 covers without naming a standard, and ISO 37001 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Pakistan
Choose a certification body accredited for this standard by the Pakistan National Accreditation Council (PNAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PNAC's recognition entries on the legacy mutual recognition site list ISO 9001, ISO 14001 and ISO 22000 for management systems and do not show ISO 37001, so ask the certification body which accreditation backs an anti-bribery certificate and whether your customer or tender accepts it. Audit language
Business records, standards and tenders are mostly in English, and the Constitution allows English for official purposes; interviews with operators and suppliers may run in Urdu or a regional language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Audits review risk assessments, policies and records; interviews can be partly remote, with sites visited where bribery risk sits.
ISO 37001 in Pakistan: questions clients ask
Is ISO 37001 required to bid for Pakistani public contracts?
There is no general rule making it compulsory. Each bidding document under the Public Procurement Rules, 2026 decides what eligibility and integrity evidence it wants, so the answer is in the tender. Read the qualification clause, and ask the procuring agency whether a certificate or only a policy is expected before you invest.
Do corporate governance rules mention ISO 37001?
ISO 37001 is not named in the title or notifications of the Listed Companies (Code of Corporate Governance) Regulations, 2019 as listed on SECP's site. The regulations set governance duties for listed companies, and a company may adopt the standard to evidence its anti-bribery controls. Ask your company secretary or counsel what the regulations require of your board.
Is PNAC recognised for ISO 37001 certification?
The legacy mutual recognition site lists no anti-bribery scope among PNAC's recognition entries; it shows ISO 9001, ISO 14001 and ISO 22000 for management systems. A certification body may rely on another accreditation within the arrangements, so ask for its certificate and scope, and check that your tender or customer accepts it.
What does an anti-bribery management system need first?
A bribery risk assessment across the business units, countries and relationships in scope, then due diligence on higher-risk partners. Controls over gifts, hospitality, donations and facilitation payments follow. Boards and top management have to be visibly involved, because auditors test leadership as well as procedures.
