In short

ISO 42001 certification in Norway at a glance

In Norway, ISO/IEC 42001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Artificial intelligence in Norway sits under two regimes. Datatilsynet's director said in March 2025 that AI is regulated by both the GDPR and the AI Act, and Nkom's page of 24 March 2026 states that the government has chosen Nkom as the coordinating market surveillance authority and national contact point for the AI Act. ISO/IEC 42001 is named in neither; it is a management system standard for governing AI, which can structure risk and impact assessment, data governance, supplier oversight and documentation without replacing legal duties. Providers and deployers in software, public services and health look to it for evidence customers can test. Certification bodies are accredited by Norsk akkreditering, so check each scope. Sterling's Enschede office builds the governance system, with Effivity and Sterling Academy included with the engagement, and aligns it with ISO/IEC 27001 and 27701.

The need

Who needs ISO 42001 in Norway, and what happens without it

In Norway the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Providers and deployers of AI systems in NorwayNkom is the coordinating market surveillance authority and national contact point for the AI Act, with sector supervisors.
  • Organisations using AI on personal dataDatatilsynet states that AI is regulated by both the GDPR and the AI Act.
  • Public bodies and health organisations adopting AINormen and NSM guidance expect managed information security around new systems.
  • SaaS and software companies selling AI features to enterprise customersEnterprise customers ask for governance evidence in procurement.

Requirements

ISO 42001 requirements in Norway

Strip away the vocabulary and ISO/IEC 42001 requires a company to prove six things about how it governs the AI it builds or uses.

You know where AI is usedThe AI systems you develop, provide or use are identified, together with the role your organisation plays for each.
Leadership sets the rules for AITop management sets an AI policy and objectives, assigns accountability and provides resources for responsible use.
You assessed AI risks and impactsRisks from AI systems, and their impacts on individuals, groups and society, are assessed before and during use and then treated.
Each AI system is managed through its lifeDesign, data, testing, deployment, monitoring and retirement follow defined processes with records you can show.
Data and third parties are under controlThe quality and origin of data, and suppliers of models or components, are managed against your own requirements.
You monitor, audit and improveAI systems and the management system are monitored, audited internally and reviewed by management, with problems corrected.

In Norway these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 42001 explained →

How Sterling gets a Norwegian company certified

How to get ISO 42001 certified in Norway

One team from the Enschede office carries the work from scoping to certificate. Clients across Norway are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 42001 and the Norwegian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 42001 certification take in Norway?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Norway these are the factors that set the timeline.

  • Number of AI systems and use cases in scope
  • AI risk and impact assessment practice
  • Data governance and supplier model oversight
  • Alignment with the AI Act and GDPR duties

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 42001 certification cost in Norway?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Norway these factors move both.

  • Number of AI systems and teams in scope
  • Impact assessment and governance documentation
  • Certification body fees quoted separately from consulting
  • Integration with ISO/IEC 27001 and ISO/IEC 27701

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 42001 consultants and certification bodies in Norway

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 42001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Norway are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 42001 in Norway (3)

InstrumentHow it treats the standard
Nkom — who enforces the AI Act in NorwayRegulator
Nkom's page of 24 March 2026 states that the government has decided Nkom will be the coordinating market surveillance authority and national contact point; ISO/IEC 42001 is not named.
Datatilsynet — use and enforcement of artificial intelligenceRegulator
Datatilsynet's director said on 21 March 2025 that AI is regulated by both the GDPR and the AI Act, and Datatilsynet will work with Nkom and Digdir on guidance.
Norsk akkreditering — register of accredited management-system certification bodiesAccreditation
Check the public register for ISO/IEC 42001 in the scope of the certification body you choose.

Accreditation, audit language and remote audits in Norway

Certification by a certification body accredited by Norsk akkreditering or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Confirm in Norsk akkreditering's register, or in that of another accreditation body within the recognition arrangements, how a body's competence for AI management systems is covered by its accreditation. Audit language

Norwegian and English are both workable for audits; agree the audit language and the language of controlled documents with the certification body at application, and follow any language clause in a tender or customer contract.

Remote and on-site

Remote audit elements are at the certification body's discretion; production, office and service sites are normally visited.

ISO 42001 in Norway: questions clients ask

Which Norwegian authority coordinates AI Act enforcement?

Nkom. Its page dated 24 March 2026 states that the government has decided Nkom will be the coordinating market surveillance authority and the national contact point for the AI Act. Each EU/EEA country must decide which authorities coordinate, supervise and enforce the Regulation, and Norway's existing sector supervisors keep their own areas.

Does the GDPR still apply to AI systems in Norway?

Yes. Datatilsynet's director said in March 2025 that artificial intelligence is regulated by both the GDPR and the AI Act, and Datatilsynet will work with Nkom and Digdir on guidance for those who develop and use AI. Where an AI system processes personal data, the Personal Data Act and the GDPR apply alongside any AI-specific rules.

Does ISO 42001 make an organisation compliant with the AI Act?

No. ISO/IEC 42001 is a management system standard for AI governance, and neither Nkom's material nor Datatilsynet's names it as a route to compliance. It can structure risk assessment, oversight and documentation that support compliance work, but it does not replace the legal obligations. Ask counsel how the AI Act applies to your systems.

Who certifies ISO 42001 in Norway?

Choose a body whose accreditation reaches AI management systems. Scopes appear in Norsk akkreditering's public register and in those of peer accreditation bodies; read them, then ask the body how its auditor competence for AI is covered by its accreditation. The answer is a better guide than the body's marketing.
