In short

FSSC 22000 certification in Nigeria at a glance

In Nigeria, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Multinational brands and export buyers often ask Nigerian food and beverage manufacturers for FSSC 22000, though no Nigerian law imposes it. NAFDAC registers food products and inspects facilities under the Food, Drug and Related Products (Registration) Act and the NAFDAC Act, and its food pages list guidelines on hygienic practices; a scheme certificate sits beside that registration and does not replace it. FSSC 22000 builds on ISO 22000 with additional requirements and is certified only by bodies licensed by its scheme owner. Accreditation needs a second look, since Global ACI shows ISO 22000 recognised for the Nigeria National Accreditation System from October 2025 but lists the scheme without a recognition date. Sterling's Lagos office helps plants build hygiene zoning, food defence, food fraud and traceability controls and prepare for the audit, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs FSSC 22000 in Nigeria, and what happens without it

In Nigeria the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food and beverage manufacturers supplying multinational brands or retailersGlobal buyers often name a recognised food safety scheme in supplier requirements, which no Nigerian law imposes.
  • Packaged-food and drinks exportersExport customers audit suppliers against a scheme their own markets recognise.
  • Manufacturers of food packaging and ingredientsCustomers in the food chain flow scheme expectations back to their suppliers.
  • Producers already registered with NAFDACNAFDAC registers and inspects food products, and a scheme certificate strengthens evidence of control but sits alongside registration.

Requirements

FSSC 22000 requirements in Nigeria

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Nigeria these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Nigeria?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Nigeria these are the factors that set the timeline.

  • Site layout, hygiene zoning and pest controls
  • Food defence and food fraud assessments
  • Supplier approval and traceability maturity
  • Availability of a licensed certification body and its scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Nigeria?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Nigeria these factors move both.

  • Number of sites, lines and product categories
  • Hygiene, segregation or equipment upgrades
  • Certification body audit fees, quoted separately from consulting
  • Additional scheme requirements for packaging and ingredients

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Nigeria

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Nigeria are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive FSSC 22000 in Nigeria (3)

    InstrumentHow it treats the standard
Nigeria National Accreditation System (NiNAS) recognition entriesAccreditation
Global ACI lists the FSSC 22000 scheme parts in NiNAS's management-system scope list without a recognition date, while ISO 22000 is shown as recognised from 15 October 2025.
NAFDAC Act and the Food, Drug and Related Products (Registration) ActDoes not replace
NAFDAC registers food products and inspects facilities under these laws; an FSSC 22000 certificate is a separate private-scheme certificate.
NAFDAC guidelines for food hygienic practicesContext
NAFDAC's food pages list guidelines on food hygienic practices; read the current text for its expectations alongside any scheme requirements.

Accreditation, audit language and remote audits in Nigeria

FSSC 22000 is a scheme owned by its own foundation, built on ISO 22000 with additional requirements, and certificates come from certification bodies licensed by the scheme owner, so check each body's scheme approval as well as its accreditation. Global ACI lists the scheme in the scope list for the Nigeria National Accreditation System without a recognition date, while ISO 22000 is shown as recognised from October 2025. Ask each body for its accreditation certificate, scope and scheme licence. The certification body decides, not Sterling. Edition and transition details: FSSC 22000 hub →

    Audit language

English is the usual audit and document language; agree it with the certification body at application, and say early if interviews will run in another language.

    Remote and on-site

Remote audit elements are at the certification body's discretion under the scheme rules; production areas, storage and utilities are normally visited on-site, and some audits are unannounced.

FSSC 22000 in Nigeria: questions clients ask

    Does NAFDAC require FSSC 22000?

NAFDAC registers food products and inspects facilities under its laws, and nothing on its published pages presents a private scheme such as FSSC 22000 as a condition of registration. The scheme is chosen because a customer asks for it. Confirm the current requirements for your product category with NAFDAC.

Can a Nigerian-accredited body certify to FSSC 22000?

Global ACI shows ISO 22000 recognised for Nigeria's national accreditation body from October 2025 but lists the FSSC 22000 scheme without a recognition date. A certification body also needs a licence from the scheme owner. Ask for both its accreditation certificate and its scheme licence, and check that your customer accepts them.

How does FSSC 22000 relate to ISO 22000?

FSSC 22000 uses ISO 22000 as its base and adds scheme requirements, including additional rules for specific food chain categories, so a site moving from ISO 22000 already has much of the system in place. Only certification bodies licensed by the scheme owner can certify to it. Ask the scheme owner or your customer which version applies.

What should a Nigerian food plant prepare first?

Start with site layout, hygiene zoning and pest control, because physical gaps take longest to fix. Food defence and food fraud assessments follow, then supplier approval and traceability. Run a mock recall early to expose weak records. These themes are common, but your customer's scheme version sets the exact requirements.
