In short

PCI DSS compliance in Jordan at a glance

In Jordan, PCI DSS is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Card payments bring Jordanian merchants, payment providers and banks under the PCI DSS, though not through a Jordanian law: the obligation comes from agreements with acquirers and card brands. Retailers, hotels, airlines and ticketing businesses that take cards online or in person usually meet it first through the acquirer's onboarding or annual review. The Central Bank of Jordan's 2018 cyber risk instructions apply separately to regulated entities and do not name the standard. Compliance, in practice, means protecting the cardholder data environment with network security, access control, logging, vulnerability management and monitoring, validated by a self-assessment questionnaire or a qualified security assessor depending on the acquirer's requirement. No accreditation body issues a certificate, and Sterling does not validate compliance. Sterling's Dubai office defines scope, reduces it where possible, closes gaps and prepares evidence, with Effivity and Sterling Academy included with the engagement.

Requirements

PCI DSS requirements in Jordan

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Jordan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Jordan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Jordan these are the factors that set the timeline.

  • Size of the cardholder data environment and segmentation
  • State of network, access, logging and vulnerability controls
  • Time to remediate gaps before assessment
  • Assessor availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Jordan?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Jordan these factors move both.

  • Number of systems, applications and locations in scope
  • Scanning, penetration testing and tooling
  • Assessor fees, quoted separately from consulting
  • Scope reduction through tokenisation or hosted payment pages

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Jordan

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Jordan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Central Bank of Jordan Instructions of Cyber Risks Resilience (2018)Context
Set cyber duties for regulated entities; they do not name PCI DSS.

Not applicable as a Jordanian public source. the obligation arises from the merchant or provider agreement, so read the contract for the level and validation required.

Accreditation, audit language and remote audits in Jordan

Compliance, not certification: PCI DSS is a payment industry standard, and compliance is validated through a self-assessment questionnaire or an assessment by a qualified security assessor, depending on the acquirer's level for your volume. No Jordanian accreditation or certificate applies, and Sterling does not validate or attest to compliance. Your acquirer or payment brand says which route and evidence they accept. Edition and transition details: PCI DSS hub →

    Audit language

Arabic and English are both used in audits and documents; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if interviews will run in Arabic.

    Remote and on-site

Many evidence reviews are remote; data centres and payment terminals in scope may need on-site checks by the assessor.

PCI DSS in Jordan: questions clients ask

Is PCI DSS a Jordanian legal requirement?

It is a payment industry standard, and the obligation normally arises from your agreement with an acquirer or card brand rather than Jordanian law. Central Bank cyber instructions apply separately to regulated entities. Read the contract to see which level and validation method apply to you.

How can a small online shop reduce PCI DSS effort?

Keep card data off your own systems by using a hosted payment page or tokenisation from a compliant provider, which shrinks scope. You may still complete a self-assessment questionnaire and manage your website security. Confirm with the acquirer which questionnaire applies.

Who validates PCI DSS compliance in Jordan?

Either you through a self-assessment questionnaire or a qualified security assessor, depending on the acquirer. It is not a certificate from an accreditation body, and Sterling does not validate compliance. Ask the acquirer which assessors and forms it accepts, and keep the signed report or questionnaire with your payment records.

Does Central Bank cyber regulation replace PCI DSS?

No. The 2018 cyber risk instructions set general duties for regulated entities and do not name PCI DSS, whose requirements are specific to cardholder data. A bank or payment firm usually needs both, so build one control set and map each control to both texts, keeping the evidence for each.
