ISO 13485 certification in Jordan at a glance

One Jordanian instrument bears on ISO 13485. It does not name the standard. So why do buyers in Jordan keep asking for the certificate?

A Jordanian device maker's first regulator is the Jordan Food and Drug Administration. Its Medical Devices and Supplies Directorate, set up as a separate directorate in 2012, registers imported and local devices under its 2019 bases, samples products on the market for laboratory testing, issues free-sale certificates for exports and inspects local factories for good manufacturing practice. The directorate's published tasks do not name ISO 13485, so the certificate is usually driven by distributors, hospital buyers and importing regulators abroad. ISO 13485 organises design and development, supplier control, traceability, complaint handling and calibration records in one system, and the Jordan Standards and Metrology Organization's metrology department offers calibration of the measuring instruments such a system relies on. Certification comes from an accredited body, and the recognition arrangement's list dated 31 December 2025 shows Jordan's accreditation unit with a product certification scope only. Sterling's Dubai office supports gap assessment, documentation and internal audit for manufacturers, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 13485 in Jordan, and what happens without it

In Jordan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Manufacturers registering locally produced medical devicesJFDA's Medical Devices and Supplies Directorate registers and monitors local and imported devices under its 2019 bases, and a quality system aligned to ISO 13485 organises the design, production and traceability records that registration and inspection draw on.
  • Makers of sterilisers, disinfectants and medical suppliesThe 2019 bases cover medical supplies including sterilisers and disinfectants, so these producers meet the same registration and factory inspection route.
  • Exporters seeking free-sale certificatesThe directorate issues free-sale certificates to ease export of locally manufactured devices, while importing regulators and distributors set their own conditions.
  • Component and contract-manufacturing suppliers to device makersDevice makers must control suppliers, so their purchasing teams ask component suppliers for evidence of a controlled quality system.

Requirements

ISO 13485 requirements in Jordan

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Jordan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

Time

How long does ISO 13485 certification take in Jordan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Jordan these are the factors that set the timeline.

  • Device classes and processes in scope, including sterile or software-driven products
  • Maturity of design control, risk management and complaint records
  • Time to validate processes and run internal audits
  • Certification body scheduling around Eid and the Sunday to Thursday working week

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Jordan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Jordan these factors move both.

  • Number of sites, product families and headcount in scope
  • Validation, calibration and testing effort
  • Certification body audit fees, quoted separately from consulting
  • Extra scheme recognitions an importing market may ask the certification body to hold

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Jordan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Jordan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 13485 in Jordan (3)

    InstrumentHow it treats the standard
Jordan Food and Drug Administration — Medical Devices and Supplies DirectorateDoes not name the standard
The directorate's published tasks cover registration, monitoring, laboratory sampling, free-sale certificates and factory inspection for good manufacturing practice, and do not name ISO 13485.
Jordan Standards and Metrology Organization — metrology departmentContext
Calibration of measuring instruments and verification of legal measuring instruments support the measurement control a device quality system relies on.
Jordan Accreditation System – Accreditation Unit (JAS-AU) and the recognition arrangement's member listAccreditation
The arrangement's member list dated 31 December 2025 shows JAS-AU with a product certification scope and no management systems scope, so the accreditation behind a ISO 13485 certificate must be checked; this is not a mandate.

Accreditation, audit language and remote audits in Jordan

Use a certification body accredited for ISO 13485 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. The arrangement's member list dated 31 December 2025 shows Jordan's accreditation unit, JAS-AU, with a product certification scope and no management systems scope, so ask which accreditation body stands behind the certificate. The accredited certification body decides, not Sterling. Edition and transition details: ISO 13485 hub →

    Audit language

Arabic and English are both used in audits and documents; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if interviews will run in Arabic.

    Remote and on-site

Remote audit elements are at the certification body's discretion; cleanrooms, production lines and storage are normally audited on-site.

ISO 13485 in Jordan: questions clients ask

Is ISO 13485 required to register a medical device with JFDA?

The Administration's published description of its Medical Devices and Supplies Directorate covers registration under the 2019 bases, monitoring, laboratory sampling and factory inspection, and it does not name ISO 13485. Whether a certificate features in your registration route depends on the device and the current bases, so confirm with the directorate before you plan the work.

Does JFDA inspect local medical device factories?

Yes. The directorate's published tasks include inspecting local factories to check they apply good manufacturing practice principles, alongside sampling products on the market for laboratory testing. A quality system certified to ISO 13485 does not replace that inspection, but its records on design, production control and complaints give inspectors one organised place to look.

Which bodies can certify a Jordanian manufacturer to ISO 13485?

Only accredited certification bodies; neither Sterling nor JFDA issues the certificate. Importing regulators sometimes want the body to hold a recognition under their own scheme as well as ordinary accreditation, and the end-of-2025 list records Jordan's accreditation unit under product certification only. Put the question about scheme recognitions and device scope to every candidate in writing.

Do export markets ask Jordanian device makers for ISO 13485?

Often. JFDA issues free-sale certificates to ease export of locally manufactured devices, but importing regulators and distributors set their own conditions, and many ask for an ISO 13485 certificate from an accredited body. Check the target market's rules before committing, and confirm with that market's regulator or counsel which conformity route applies.
