ISO 42001 certification in Japan at a glance

One Japanese instrument bears on ISO/IEC 42001. It does not name the standard. So why do buyers in Japan keep asking for the certificate?

ISMS-AC's register lists accredited AIMS certification bodies, the first of them accredited on 14 January 2026, so accredited ISO/IEC 42001 certification is now available within Japan's own accreditation system. The policy backdrop is the AI Act, promulgated on 4 June 2025 and fully in force from 1 September 2025, which aims to promote AI research, development and use while addressing the risks it brings; it does not name ISO/IEC 42001 or require certification. For developers, SaaS providers and organisations deploying AI on personal data, the standard offers a way to show customers how AI risk, impact assessment, data governance and human oversight are managed, and the APPI still governs any personal data used. Organisations that already hold ISO/IEC 27001 can extend their management system rather than start again. Sterling's Tokyo office builds the AI management system, with Effivity and Sterling Academy included in the engagement.

The need

Who needs ISO 42001 in Japan, and what happens without it

In Japan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Developers and providers of AI systemsThe AI Act promotes AI innovation while addressing risks.
  • Organisations using AI on personal dataAPPI security and third-party provision duties apply to AI processing.
  • IT and SaaS providers with ISO/IEC 27001ISMS-AC operates AIMS accreditation alongside ISMS.

Requirements

ISO 42001 requirements in Japan

Strip away the vocabulary and ISO/IEC 42001 requires a company to prove six things about how it governs the AI it builds or uses.

You know where AI is usedThe AI systems you develop, provide or use are identified, together with the role your organisation plays for each.
Leadership sets the rules for AITop management sets an AI policy and objectives, assigns accountability and provides resources for responsible use.
You assessed AI risks and impactsRisks from AI systems, and their impacts on individuals, groups and society, are assessed before and during use and then treated.
Each AI system is managed through its lifeDesign, data, testing, deployment, monitoring and retirement follow defined processes with records you can show.
Data and third parties are under controlThe quality and origin of data, and suppliers of models or components, are managed against your own requirements.
You monitor, audit and improveAI systems and the management system are monitored, audited internally and reviewed by management, with problems corrected.

In Japan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 42001 explained →

How Sterling gets a Japanese company certified

How to get ISO 42001 certified in Japan

One team from the Tokyo office carries the work from scoping to certificate. Nationwide from the Tokyo office, on-site where the scope requires; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 42001 and the Japanese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 42001 certification take in Japan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Japan these are the factors that set the timeline.

  • Number of AI systems and use cases in scope
  • AI impact assessment and risk treatment maturity
  • Integration with an existing ISMS
  • Certification body availability for a new scheme

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 42001 certification cost in Japan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Japan these factors move both.

  • Number and complexity of AI systems
  • Certification body audit fees quoted separately from consulting
  • Data governance and model documentation work

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 42001 consultants and certification bodies in Japan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 42001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Japan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 42001 in Japan (2)

InstrumentHow it treats the standard
AI Act (人工知能関連技術の研究開発及び活用の推進に関する法律), Cabinet OfficeExpected in practice
Promulgated and partly in force on 4 June 2025, fully in force from 1 September 2025; promotes AI while addressing risks; ISO/IEC 42001 not named.
ISMS Accreditation Center (ISMS-AC) — AIMS conformity assessment schemeAccreditation
Accredits AIMS (ISO/IEC 42001) certification bodies; accredited AIMS certification bodies are listed on the ISMS-AC register.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 42001 covers without naming a standard, and ISO/IEC 42001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Japan

Use a certification body accredited for ISO/IEC 42001 by ISMS-AC or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Accredited AIMS certification bodies are listed on the ISMS-AC register. Edition and transition details: ISO/IEC 42001 hub →

Audit language

Japanese or English; agree the audit and document language with the certification body at application (JIS Q editions of the standard are available in Japanese).

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 42001 in Japan: questions clients ask

Does the Japanese AI Act require ISO 42001?

No. The AI Act promotes AI innovation and addresses risks, but it does not name ISO/IEC 42001. Certification is therefore voluntary. It can still help show customers a governed approach to AI, though the Act's own requirements should be checked with your counsel.

Which certification bodies are accredited for ISO 42001 in Japan?

Accredited AIMS certification bodies are listed on the ISMS-AC register, which shows each body's accreditation scope. Another accreditation body within the international mutual recognition arrangements is also possible. Check the register before you apply, as it can be updated, and confirm the scope covers your AI systems.

Can ISO 42001 sit on our ISMS?

Yes. ISMS-AC operates AIMS accreditation alongside its ISMS accreditation, and the two systems share a structure. A company with an existing ISMS can extend its documents and processes to cover AI management instead of starting afresh. Agree the combined scope with your certification body.
