ISO 37001 certification in Japan at a glance
One Japanese instrument bears on ISO 37001. It does not name the standard. So why do buyers in Japan keep asking for the certificate?
Article 18 of Japan's Unfair Competition Prevention Act (Act No. 47 of 1993) prohibits anyone from giving, offering or promising money or other benefits to a foreign public official to obtain an improper business advantage in international commercial transactions. For trading houses, contractors and manufacturers with overseas agents, joint-venture partners and distributors, the exposure sits largely with third parties, which is where ISO 37001 concentrates its controls: risk assessment, due diligence on business associates, financial and non-financial controls, gifts and hospitality rules, and a channel for raising concerns. The Act does not name the standard, and certification is voluntary; customers and partners increasingly ask for it as evidence that a programme operates rather than exists on paper. Certification is granted by an accredited certification body after stage 1 and stage 2 audits. Sterling, drawing on 8,100+ client engagements in 60+ countries, supports the programme from its Tokyo office, with Effivity and Sterling Academy included.
Who needs ISO 37001 in Japan, and what happens without it
In Japan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Companies doing business with foreign governments or state-owned enterprisesArticle 18 of the Unfair Competition Prevention Act prohibits bribery of foreign public officials.
- Contractors and trading companies with overseas agents and intermediariesThird-party due diligence and controls are central to bribery prevention.
- Groups responding to customer anti-bribery clausesCustomers ask for a demonstrable anti-bribery management system.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.

Strip away the vocabulary and ISO 37001 requires a company to prove six things about how it prevents, detects and responds to bribery.
In Japan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37001 explained →

How long does ISO 37001 certification take in Japan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Japan these are the factors that set the timeline.
- Number of countries and intermediaries in scope
- Bribery risk assessment across overseas operations
- Due diligence and financial control evidence before stage 2
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 37001 certification cost in Japan?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Japan these factors move both.
- Number of entities, countries and business associates
- Certification body audit fees quoted separately from consulting
- Due diligence tooling and training reach
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 37001 consultants and certification bodies in Japan
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 37001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Japan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 37001 in Japan (2)
| Instrument | How it treats the standard |
|---|---|
| Unfair Competition Prevention Act (不正競争防止法, Act No. 47 of 1993), Article 18 | Expected in practice Prohibits giving, offering or promising money or other benefits to foreign public officials to obtain an improper business advantage in international commercial transactions; ISO 37001 not named. |
| Japan Accreditation Board (JAB) — accreditation of management-system certification bodies | Market driver Accredited certification for management-system standards is available through a Japanese accreditation body; no mandate. |
"Expected in practice" means the instrument asks for the outcomes ISO 37001 covers without naming a standard, and ISO 37001 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Japan
Use a certification body accredited for this standard by JAB or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope in Japan has been verified. Edition and transition details: ISO 37001 hub →
Audit language
Japanese or English; agree the audit and document language with the certification body at application (JIS Q editions of the standard are available in Japanese).
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 37001 in Japan: questions clients ask
Does Japanese law require ISO 37001?
No. Article 18 of the Unfair Competition Prevention Act prohibits bribery of foreign public officials, but ISO 37001 is a voluntary management system. It can help show that controls exist, particularly for companies in international commercial transactions. Confirm the legal position with your counsel.
Does ISO 37001 cover overseas agents?
Yes. Due diligence and controls on business associates form part of the standard, so agents and intermediaries abroad fall within the system. That matters for Japanese companies, since the Act's prohibition concerns benefits offered to foreign public officials in international transactions.
Who certifies ISO 37001 in Japan?
Certification bodies accredited for it, by JAB or another accreditation body within the international mutual recognition arrangements. Check the accreditation scope before you appoint one, and confirm it covers anti-bribery management systems. A consultant can support the build but cannot certify the result.
