In short

PCI DSS compliance in France at a glance

In France, PCI DSS is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

PCI DSS is a card-industry standard, not a French law. The PCI Security Standards Council owns it and qualifies the assessors who validate compliance, while the card brands and each merchant's or service provider's acquirer decide who must prove what. In France that picture is shaped by merchants selling online, payment service providers, contact centres and outsourcers handling card data for clients abroad, and SaaS platforms in the payment flow, with DORA adding resilience duties for financial entities and their ICT suppliers. Compliance is validated by a Qualified Security Assessor or, where the brands allow, by a self-assessment; there is no certificate in the ISO sense, and Sterling does not validate. Sterling's Enschede office scopes the cardholder-data environment, closes control gaps and prepares the evidence for clients in France, with Effivity and Sterling Academy included with the engagement.

Requirements

PCI DSS requirements in France

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in France?

There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.

  • Scope of the cardholder-data environment
  • Merchant or service-provider level
  • Number of payment channels and systems
  • Use of tokenisation or outsourced payment pages

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in France?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In France these factors move both.

  • Size of the cardholder-data environment
  • Segmentation and control remediation
  • Scanning and penetration testing
  • Assessor effort

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in France

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in France

Compliance, not certification: PCI DSS compliance is validated by a Qualified Security Assessor (Report on Compliance) or by a self-assessment, as the card brands and your acquirer require for your level. Sterling does not validate compliance. Edition and transition details: PCI DSS hub →

    Audit language

French or English; reports for acquirers and brands are in English, internal evidence in French or English.

    Remote and on-site

Scoping and gap work can be remote; the assessor's on-site review covers data centres, offices and cardholder-data environments.

PCI DSS in France: questions clients ask

Is PCI DSS a French law?

No. PCI DSS is a standard owned and maintained by the PCI Security Standards Council, and the card brands and your acquirer decide who must validate and how. No French statute is recorded that makes it mandatory. Your acquiring bank is the first place to ask which level and which validation route apply.

Who validates PCI DSS compliance for a French company?

Either a Qualified Security Assessor or the company itself, depending on level. A QSA examines the environment and issues a Report on Compliance, while smaller merchants may complete a self-assessment questionnaire if their acquirer allows it. The brands and the acquirer set the rule for your volume and role, so confirm it with them.

Does a BPO handling card data for overseas clients need PCI DSS?

Very often its client will require it, since the client's acquirer expects the supplier handling card data to evidence compliance. The requirement flows through contracts rather than French law. Ask each client what validation it wants, and whether it will accept a single assessment covering several clients.

Does DORA replace PCI DSS for payment firms?

No. DORA is an EU regulation on digital operational resilience in the financial sector, covering ICT risk and third-party risk, and PCI DSS is a card-industry standard. A payment firm can fall under both, so map the overlaps, such as access control and incident handling, to avoid duplicate evidence. Take scope questions to your supervisor or counsel.
