In short

ISO 45001 certification in France at a glance

Council Directive 89/391/EEC refers to ISO 45001, yet none of the French instruments checked makes it compulsory. Buyers in France ask for it anyway.

Safety certification in France comes in two families. ISO 45001 is the international management-system standard, certified by bodies accredited by Cofrac. MASE is the French safety, health and environment scheme, with its own reference in editions V2014 and V2024, run through local associations and widely used to qualify contractors on industrial sites. The EU framework directive sits underneath both: the employer takes the measures necessary for workers' safety and health, prevents occupational risks and holds a risk assessment, without naming any standard. Which certificate a customer wants is therefore a commercial question, and many firms need to answer it for several customers at once. Sterling does not certify; the accredited certification body does. Sterling's Enschede office builds the occupational health and safety management system for clients in France, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 45001 in France, and what happens without it

In France the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Industrial and service contractors working on high-risk sitesMASE is a separate safety, health and environment certification many such sites use for contractor selection.
  • Employers building a systematic risk assessmentThe EU framework directive requires the employer to hold an assessment of risks to safety and health at work.
  • Suppliers answering customer safety prequalificationLarge customers ask for evidence from independent audits or certificates.
  • Multi-site groupsOne management system across sites replaces site-by-site practice.

Requirements

ISO 45001 requirements in France

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in France?

There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.

  • Number of sites and hazardous activities
  • Maturity of risk assessment and incident records
  • Contractor and temporary-worker populations
  • Whether MASE evidence runs alongside

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in France?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In France these factors move both.

  • Number of sites and workers in scope
  • Hazard assessment and control work
  • Training for supervisors and workers
  • Certification-body audit effort

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in France

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in France

Use a certification body accredited by Cofrac for ISO 45001; check that its scope covers your sector. MASE is a separate French scheme with its own reference and local associations, so an ISO 45001 certificate does not replace it where a customer asks for MASE. Audit language

French or English; occupational-health records and worker consultation will in practice be in French.

Remote and on-site

Document review can be remote; audits include worksite visits and worker interviews, so they are on-site.

ISO 45001 in France: questions clients ask

Is MASE the same as ISO 45001?

No. MASE is a French health, safety and environment certification with its own reference, available in editions V2014 and V2024 and managed through local associations. ISO 45001 is an international management-system standard certified by accredited bodies. A contractor may be asked for one or the other, so ask each customer which it expects before choosing.

Does EU or French law require an ISO 45001 certificate?

No certificate is required by the framework directive. It obliges the employer to take the necessary protective measures, including preventing occupational risks, and to hold a risk assessment, but it names no standard. French occupational-safety rules sit on top, and your counsel or the labour authorities can say what applies to you. ISO 45001 is a voluntary way to organise the work.

Which accreditation should our ISO 45001 certification body hold?

Accreditation from Cofrac, France's sole national accreditation body, for management-system certification. Cofrac states that its mission includes wide acceptance of certificates from the bodies it accredits through mutual recognition agreements. Ask the body for its accreditation certificate and check that the scope lists ISO 45001 and your activity.

Who runs MASE certification?

MASE certification is managed through eleven local associations, listed on the MASE network's website, which also publishes the reference and offers membership. Member companies get access to the list of certified firms. The route differs from ISO certification, so check the association covering your region and the scheme's own membership and assessment steps.
