In short

ISO 42001 certification in France at a glance

In France, ISO/IEC 42001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

AI governance in France starts with law, not with a certificate. Regulation (EU) 2024/1689, the Artificial Intelligence Act, sets harmonised rules for providers and deployers; the CNIL adds practical guidance through its dedicated AI section and, under the Loi n° 78-17, is charged with promoting AI innovation that respects privacy. ISO/IEC 42001 sits beside both as a voluntary management-system standard: it gives an organisation an inventory of AI systems, risk and impact assessment, controls and review, and certification by an accredited body shows customers that the system has been independently audited. It does not, on its own, show AI Act compliance. Sterling does not certify; the accredited certification body does. Sterling's Enschede office builds the AI management system for SaaS firms and regulated buyers in France, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 42001 in France, and what happens without it

In France the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Providers and deployers of AI systems on the EU marketThe AI Act is the governing law, and organisations look for a management system to run it.
  • SaaS vendors embedding AI featuresEnterprise buyers ask how AI risk is governed.
  • Organisations training or running AI on personal dataThe CNIL publishes AI guidance and supervises personal-data processing.
  • Regulated buyers in finance and healthThey expect suppliers to show governance over AI used in services.

Requirements

ISO 42001 requirements in France

Strip away the vocabulary and ISO/IEC 42001 requires a company to prove six things about how it governs the AI it builds or uses.

You know where AI is usedThe AI systems you develop, provide or use are identified, together with the role your organisation plays for each.
Leadership sets the rules for AITop management sets an AI policy and objectives, assigns accountability and provides resources for responsible use.
You assessed AI risks and impactsRisks from AI systems, and their impacts on individuals, groups and society, are assessed before and during use and then treated.
Each AI system is managed through its lifeDesign, data, testing, deployment, monitoring and retirement follow defined processes with records you can show.
Data and third parties are under controlThe quality and origin of data, and suppliers of models or components, are managed against your own requirements.
You monitor, audit and improveAI systems and the management system are monitored, audited internally and reviewed by management, with problems corrected.

In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 42001 explained →

How Sterling gets a French company certified

How to get ISO 42001 certified in France

One team from the Enschede office carries the work from scoping to certificate. Clients in France are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 42001 and the French requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 42001 certification take in France?

There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.

  • Number of AI systems and use cases in scope
  • Maturity of data governance and risk management
  • Role as provider, deployer or both
  • Link to an existing ISO/IEC 27001 system

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 42001 certification cost in France?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In France these factors move both.

  • Number of AI systems and models
  • Impact assessment and testing work
  • Documentation and monitoring tooling
  • Certification-body audit effort

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 42001 consultants and certification bodies in France

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 42001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in France

There is no AI Act certificate. ISO/IEC 42001 certification is a voluntary management-system certificate from an accredited certification body; check its scope with the body, normally Cofrac-accredited in France. Edition and transition details: ISO/IEC 42001 hub →

Audit language

French or English; documents shown to the CNIL or to French users should be available in French.

Remote and on-site

Document review and AI-system inventory work can be remote; audits sample live AI use cases and are mostly on-site.

ISO 42001 in France: questions clients ask

Does ISO 42001 make us compliant with the AI Act?

No. The AI Act is the law, and an ISO/IEC 42001 certificate does not by itself show that you comply with it. The standard gives you a management system for governing AI, which can organise the evidence. Ask your counsel which AI Act duties apply to your role, as provider or deployer.

What AI guidance does the CNIL publish?

The CNIL maintains a thematic AI section on its website with guidance and tools. Recent items include a tool tracing the lineage of open-source AI models and an exploratory note on agentic AI and personal data prepared with the Conseil de l'IA et du Numérique. Check the section regularly, as these publications change.

Does the Loi Informatique et Libertés mention AI?

Yes, in describing the CNIL's role. The Loi n° 78-17 says the CNIL's guidelines, recommendations and reference frameworks are to promote artificial intelligence innovation that respects privacy and personal data protection. It signals the regulator's expectation that AI work will be designed with data protection in mind. Put detailed questions to your counsel or the CNIL.

Which body should certify us to ISO 42001 in France?

An accredited certification body, not Sterling. In France the national accreditor is Cofrac, so ask the body for a Cofrac accreditation scope that names ISO/IEC 42001. Because the standard is new for many bodies, confirm the scope in writing. Cofrac's mission includes wide acceptance of the certificates of the bodies it accredits.
