ISO 37301 certification in France at a glance
In France, ISO 37301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
French organisations rarely face one compliance duty at a time. Article 17 of the Sapin II law requires a programme against corruption, controlled by the Agence française anticorruption; the EU directive on whistleblowers requires legal entities to set up internal reporting channels and follow-up procedures; data protection, sector supervision and customer codes add more. ISO 37301 gives those duties a single management-system home: an obligations register, owners, controls, training, monitoring and management review. Certification is voluntary and does not replace any regulator's supervision, but it gives boards and customers independent evidence that the system works. Certificates come from certification bodies accredited by Cofrac, the sole national accreditation body; Sterling does not certify. Sterling's Enschede office builds the compliance management system for clients in France, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 37301 in France, and what happens without it
In France the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Groups building one compliance framework across several lawsAnti-corruption, whistleblowing and data protection duties overlap and need joined-up governance.
- Organisations that must run internal whistleblowing channelsThe EU directive requires channels and follow-up procedures.
- Regulated firms in finance, health and technologySeveral supervisors expect documented compliance functions.
- Mid-sized companies preparing for Sapin II scrutinyThe article 17 programme can sit inside a wider compliance system.

Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.
In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

How long does ISO 37301 certification take in France?
There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.
- Number of laws and obligations in the register
- Maturity of existing compliance functions
- Entities and jurisdictions in scope
- Whistleblowing and investigation processes
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 37301 certification cost in France?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In France these factors move both.
- Size of the obligations register
- Policy and control remediation
- Training and culture work
- Certification-body audit effort
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 37301 consultants and certification bodies in France
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in France
ISO 37301 certification is voluntary, issued by a certification body accredited by Cofrac for the standard. It evidences a compliance management system; it does not replace regulators' own supervision. Edition and transition details: ISO 37301 hub →
Audit language
French or English; compliance policies and the alert procedure are normally in French for French staff.
Remote and on-site
Document review can be remote; audits include interviews with compliance, legal and business owners, mostly on-site.
ISO 37301 in France: questions clients ask
Is ISO 37301 required in France?
No law recorded here requires it. Article 17 of the Sapin II law requires a defined anti-corruption programme for entities within scope, and the AFA controls that, but neither makes ISO 37301 compulsory. The standard is a voluntary compliance management system that can contain that programme. Confirm which duties apply to you with counsel.
How does ISO 37301 relate to the whistleblowing channel duty?
They fit together. The EU directive requires legal entities to set up channels and procedures for internal reporting and for follow-up, and a compliance management system gives that channel an owner, a procedure and a review cycle. Having the system does not discharge the duty, so check the French implementing rules for your headcount with counsel.
Can ISO 37301 structure our Sapin II programme?
It can host it. The article 17 measures, from risk mapping and training to the alert system and controls, are the kind of elements a compliance management system organises under policy, objectives and review. The AFA still controls the programme against its own expectations, so align the system to the AFA's guidance rather than assuming the certificate settles it.
Who certifies to ISO 37301 in France?
A certification body, not Sterling. Choose one accredited by Cofrac, the sole national accreditation body, and check that the accreditation scope lists ISO 37301. Cofrac states that its mission includes wide acceptance of the certificates of the bodies it accredits through mutual recognition agreements. Ask for the accreditation certificate.
