In short

ISO 13485 certification in France at a glance

Regulation (EU) 2017/745 on medical devices refers to ISO 13485, yet none of the French instruments checked makes it compulsory. Buyers in France ask for it anyway.

Medical device makers selling into France operate under an EU rule, not a French one. Regulation (EU) 2017/745 requires manufacturers to establish, document, implement, maintain and continually improve a quality management system proportionate to the risk class and type of device, and it does not name ISO 13485 in that duty. The standard is nonetheless the common way to meet it, and a certificate from a body accredited by Cofrac, the sole national accreditation body, gives customers, distributors and notified bodies independent evidence. Notified-body conformity assessment under the Regulation is a separate route with separate bodies. Sterling does not certify; the accredited certification body does. Sterling's Enschede office builds the quality management system for device makers and suppliers in France, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 13485 in France, and what happens without it

In France the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device manufacturers placing products on the EU marketThe Regulation requires a documented, maintained quality management system proportionate to risk class and device type.
  • Contract manufacturers and component suppliers to device makersManufacturers extend quality-system requirements to the suppliers they depend on.
  • Software and digital-health developers whose products are devicesThe same quality-system duty applies once software meets the device definition.
  • Start-ups preparing a first conformity assessmentA working quality system is needed before any notified body review.

ISO 13485 requirements in France

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

Time

How long does ISO 13485 certification take in France?

There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.

  • Device class and sector
  • Design and development records to build or repair
  • Number of sites and critical suppliers
  • Parallel conformity-assessment work under the Regulation

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in France?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In France these factors move both.

  • Number of sites and device families
  • Documentation and design-file remediation
  • Supplier controls
  • Certification-body audit effort

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in France

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in France

An ISO 13485 certificate from an accredited certification body is separate from conformity assessment under the Regulation, which involves notified bodies; check each route's body and scope. For ISO 13485, look for Cofrac accreditation covering the standard and your device sector. Edition and transition details: ISO 13485 hub →

    Audit language

French or English; technical documentation for regulators and notified bodies may be requested in French or English, so confirm early.

    Remote and on-site

Document review can be remote; audits are on-site and look at design, production, sterilisation or software processes as relevant.

ISO 13485 in France: questions clients ask

Does the EU Medical Devices Regulation require ISO 13485?

Not by name. Regulation (EU) 2017/745 requires manufacturers to establish, document, implement, maintain and continually improve a quality management system, proportionate to the device's risk class and type. ISO 13485 is a widely used way to build that system. Confirm with your notified body or counsel which route it accepts for your device.

Is an ISO 13485 certificate the same as CE marking?

No. An ISO 13485 certificate shows that an accredited certification body audited your quality management system. CE marking of a device rests on conformity assessment under the Regulation, which involves notified bodies for most devices. The two routes use different bodies and different scopes, so plan and budget for each, and ask each body what it needs.

How much does the device class affect the quality system?

A great deal. The Regulation says the quality management system must be proportionate to the risk class and the type of device, so a low-risk accessory and an implantable device are not held to the same depth. Document how you decided proportionality, and check the expectations with your notified body early.

Which accreditation should an ISO 13485 certification body hold in France?

Cofrac, the sole national accreditation body, with a scope naming ISO 13485 and your device sector. Notified bodies form a different category, so one organisation may not serve both purposes. Ask each body what it is designated or accredited for, and keep the two certificates and their scopes clearly apart in your files.
