In short

PCI DSS compliance in China at a glance

One Chinese instrument bears on PCI DSS. It does not name the standard. So why do buyers in China keep asking for evidence of it?

Merchants and service providers in China that accept or process Visa, Mastercard, American Express, Discover or JCB cards meet PCI DSS through those brands' own compliance programmes: the five founding members of the PCI Security Standards Council each build the standard into their requirements. There is no certificate. Compliance is validated each year by a Qualified Security Assessor's Report on Compliance or by a self-assessment questionnaire, depending on the level the brands and the acquirer assign. Cross-border e-commerce, travel and payment businesses are the usual candidates, along with outsourcing firms that handle card data for overseas clients. National rules run in parallel: the People's Bank of China's data security measures, in force since 30 June 2025, apply to its business areas without naming PCI DSS, and the PIPL governs any personal information in the same systems. Sterling's Shanghai office scopes and segments the cardholder data environment, closes technical and policy gaps and supports the QSA assessment, with Effivity and Sterling Academy included.

The need

These are the organisations in China that most often need to show PCI DSS.

  • Merchants accepting international card brandsThe founding card brands build PCI DSS into their compliance programmes.
  • Payment service providers and processors handling international cardsService providers are validated under the card brands' programmes, often by a QSA.
  • Cross-border e-commerce and travel platformsCard-not-present payments from overseas customers bring PCI DSS obligations.
  • PBOC-supervised payment businessesPBOC data security measures apply in parallel; PCI DSS is not cited in them.

Requirements

PCI DSS requirements in China

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In China these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in China?

There is no standard duration: it depends on your scope and on how much of the system already runs. In China these are the factors that set the timeline.

  • Merchant or service-provider level set by the brands and acquirer
  • Size and segmentation of the cardholder data environment
  • Remediation of technical gaps (encryption, logging, vulnerability management)
  • QSA availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in China?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In China these factors move both.

  • Scope of the cardholder data environment
  • Technical remediation and tooling
  • QSA assessment fees, quoted separately from consulting
  • Penetration testing and scanning by approved vendors

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in China

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in China are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in China

Compliance, not certification: validated by a Qualified Security Assessor (QSA) with a Report on Compliance, or by self-assessment, as each card brand and acquirer requires for the merchant or service-provider level. No assessor is named here unless verified on the PCI SSC listing. Edition and transition details: PCI DSS hub →

    Audit language

Reports on Compliance are commonly prepared in English for acquirers and card brands; confirm with the QSA and acquirer.

    Remote and on-site

QSA rules govern remote testing; on-site validation of controls is common for service providers.

PCI DSS in China: questions clients ask

Does PCI DSS apply in China?

Yes, where an entity stores, processes or transmits cardholder data for the international card brands. American Express, Discover, JCB International, Mastercard and Visa each incorporate PCI DSS into their data security compliance programmes, so the obligation reaches China through those programmes and your acquirer rather than through Chinese law.

    Is PCI DSS a certification?

No. For PCI DSS you show compliance, validated either by a Qualified Security Assessor with a Report on Compliance or by self-assessment, as each card brand and acquirer requires for your merchant or service-provider level. No certificate is issued, so ask your acquirer which route applies to you.

Does PCI DSS replace PBOC data security requirements?

No. The PBOC measures impose national data security duties on PBOC business areas, and they do not cite PCI DSS. Those national duties apply in parallel with any card-brand requirements, so meeting one does not discharge the other. Confirm your obligations with the PBOC or counsel.
