ISO 45001 certification in the UK: UKAS accreditation, construction pre-qualification and what auditors test

Clause by clause: ISO 45001:2018 requirements: every clause explained →

What is different about ISO 45001 in the United Kingdom: how UKAS accredits OH&S certification bodies, how PAS 91 and Constructionline treat certificates, what public tenders may ask, and what UK auditors check on site.

Key points

  • UKAS, the government-appointed national accreditation body for the United Kingdom, accredits the bodies that audit OH&S management systems. Neither UKAS nor Sterling issues your ISO 45001 certificate.
  • UK construction pre-qualification leans on it: PAS 91 has a health and safety module, and Constructionline accepts ISO certificates only from UKAS or other recognised accredited bodies.
  • UKAS expects auditors to test your climate change decision under the 2024 amendment, including the reasoning if you judge it not relevant.
  • Public buyers under the Procurement Act 2023 guidance must accept equivalents, so a certificate strengthens a bid but cannot be the only accepted evidence.

Why UK organisations pursue ISO 45001 certification

Most UK projects start with a pre-qualification form rather than a board decision. A principal contractor, a facilities client, a utility or a local authority framework requires how you manage health and safety, and an accredited ISO 45001 certificate is the quickest answer a subcontractor or service provider can give.

PAS 91, the standard pre-qualification questionnaire used across UK construction and adopted by Constructionline, includes a health and safety module next to its quality, environmental and BIM modules. Holders of recognised certificates are exempt from some sections, which saves repeating the same evidence for every client. Constructionline accepts ISO certificates only from bodies accredited by UKAS or by EA, IAF or ILAC members.

Public work is the second driver. New public procurement rules came into force on 24 February 2025 under the Procurement Act 2023. Certification itself stays voluntary; the decision guide helps you judge whether your contracts justify it.

UKAS and checking an ISO 45001 certificate in the UK

UKAS assesses organisations that provide certification, testing, inspection and calibration. For ISO 45001, that means it accredits certification bodies for OH&S management systems and for defined activity scopes. It does not audit your sites, and it will not comment on a body it has not accredited, so ask each quoting body for its accreditation schedule and check that your activities appear on it.

On international recognition, UKAS signs the European co-operation for Accreditation multilateral agreement and says its accreditations remain recognised under the Global ACI arrangement, which superseded the IAF and ILAC arrangements from 1 January 2026. UKAS was not shown on the Global ACI list of recognised bodies when that list was last checked, so confirm the position on both sites if an overseas client will rely on your certificate.

UK procurement teams usually search UKAS CertCheck, a free register of UKAS-accredited management system certificates. IAF CertSearch lists certificates from other accreditation bodies, but uploads are voluntary. Absence from either register calls for a question to the issuing body rather than an assumption of fraud; the verification guide sets out the steps.

Local practice that changes the project

A legal register built on UK duties

Clause 6.1.3 asks for the legal and other requirements that apply to your hazards, and clause 9.1.2 for an evaluation of compliance against them. For a UK business, that register lists the health and safety legislation that applies to your activities, plus the site rules, client codes and pre-qualification commitments you have signed up to. The legal register guide explains how to build one from the hazard register.

The climate change decision

UKAS told certification bodies that the 2024 amendment needs no transition and no reissued certificates, but that auditors must include the new clause 4.1 text in the audit. If you decide climate change is not relevant, you must show how that decision was reached. For outdoor crews, heat and severe weather make "relevant" the more likely answer.

Site tours, multiple sites and remote audit

OH&S audits include a tour of facilities and work sites. Where UK sites carry different activities and risks, sampling is not appropriate, so each such site is audited. Remote methods cannot replace witnessing risk controls, and audit time rises with factors such as a large temporary contractor presence or public access to site. Plan the audit programme around branches, depots and live projects accordingly.

Tenders and equivalent evidence

GOV.UK guidance on conditions of participation says a buyer cannot require a particular qualification without allowing its equivalents, so keep your safety records ready to submit as well.

How Sterling works in the United Kingdom

For ISO 45001 certification in London and elsewhere in the UK, Sterling supports clients from its London office, on site and remotely. Our expert and experienced OH&S consultants bring 8,100+ client engagements in 60+ countries since 2003, and we help you shortlist certification bodies whose accreditation covers your activities and whose certificates your clients accept. Sterling does not certify: an independent, accredited certification body audits your sites and makes the decision.

How Sterling supports UK organisations

A safety system that passes pre-qualification and holds up on site

We begin with a gap analysis of your hazard register, legal register, worker consultation, contractor controls and emergency arrangements against ISO 45001 and your clients' questionnaires. We then build the controls with your supervisors and workers, run the system in Effivity, train your people and internal auditors, and stay with you through Stage 1 and Stage 2. We ensure successful certification for our clients.

ISO 45001 in the UK: questions buyers ask

Do UK construction clients require ISO 45001?

Many ask for it through pre-qualification rather than as a legal condition. PAS 91 includes a health and safety module, and holders of recognised certificates are exempt from some sections, which is why subcontractors often certify.

Does Constructionline accept any ISO 45001 certificate?

No. Its supplier checklist guide states that it accepts ISO certificates only from UKAS-accredited bodies or bodies accredited by EA, IAF or ILAC members, so check the accreditation before you sign with a certification body.

Can an ISO 45001 audit in the UK be done remotely?

Only in part. Remote methods cannot replace the parts of the audit that witness process and risk controls, and the audit includes a tour of facilities and work sites.

How do I check a UK ISO 45001 certificate?

Search UKAS CertCheck, then confirm the body's accreditation schedule covers OH&S management systems and the activities on the certificate. If it is not listed, contact the issuing body before drawing a conclusion.
