ISO 45001 certification in India: NABCB accreditation, contract labour, statutory compliance and local practice

Clause by clause: ISO 45001:2018 requirements: every clause explained →

What is different about ISO 45001 in India: why clients and tenders ask for it, NABCB and overseas accreditation, contract labour and effective headcount, statutory compliance in the legal register, certificate checks and the local practice that shapes the project.

  • Part of the ISO 45001 hub

Key points

  • ISO 45001 is voluntary in India. The statutory safety registrations, licences and inspections that apply to your sites stay the legal requirement; the certificate shows how you manage them and never stands in for them.
  • Indian certification bodies are accredited by NABCB, a constituent board of the Quality Council of India, or by an overseas accreditation body. Confirm that the scope covers occupational health and safety and your activity.
  • NABCB states that it is an IAF, ILAC and APAC signatory, yet no Indian body appeared on the Global ACI list of recognised accreditation bodies when checked. Confirm its current standing before a global client asks.
  • Contract labour is the deciding issue on most Indian sites: the certification body counts contractors in effective headcount, and the auditor samples their inductions, permits and training.

Why Indian organisations pursue ISO 45001

The request usually comes through a prequalification form. EPC contractors bidding for refinery, power or metro packages, plant maintenance firms working inside a multinational's gate, and component makers on a global customer's supplier list are asked for a certified OH&S management system before they are allowed to quote.

Indian corporate groups and some tender documents ask for ISO 45001 beside ISO 9001 and ISO 14001; other bids score safety through past incident data and site inspections instead. Read the prequalification questionnaire or bid document before deciding. The decision guide helps you judge whether it is worth it.

Accreditation in India: NABCB, overseas bodies and checking a certificate

NABCB sits within the Quality Council of India and describes itself as an autonomous body set up by the Ministry of Commerce and Industry. It accredits management system certification bodies to ISO/IEC 17021-1.

NABCB's own site says it is a member of IAF, ILAC and APAC and a signatory to their arrangements. When the Global ACI list of recognised accreditation bodies was checked, no Indian body appeared on it. If a foreign client or a global EPC principal will rely on your certificate, confirm NABCB's current standing on NABCB's site first.

Many certification bodies active in India carry overseas accreditation instead, and clients generally accept that when the accreditation body is internationally recognised and its scope covers ISO 45001 for your activity. To check an issued certificate, NABCB points to IAF CertSearch; the certification body's own register is the second check. See choosing a certification body for sector codes and quotations.

What changes an ISO 45001 project in India

Contract labour and effective headcount

On many Indian sites, contract workers carry out the riskiest tasks: hot work, work at height and confined-space cleaning. The certification body sets audit time from effective headcount including contractors, so declare them accurately when you ask for quotations. The contractor management guide covers prequalification, inductions and supervision.

The legal register from the documents you hold

Indian OH&S obligations come from central and state rules, and the licences, registrations, returns and inspection reports differ between states and sectors. Build the legal register from the documents each site actually holds, name an owner for every condition and record the evaluation of compliance. Confirm each with the issuing authority, not a downloaded list; see the legal register guide.

Worker consultation that reaches the shop floor

Clause 5.4 expects non-managerial workers to be consulted and to take part. Toolbox talks in the crew's language, near-miss cards workers actually fill in and committee minutes showing their points acted on are the evidence. Procedures are usually in English, but hazard briefings and emergency instructions work better in Hindi, Marathi, Gujarati or Tamil; ask for an auditor who can speak with the workers sampled.

Multi-state operations and shifts

A Mumbai head office with plants or project sites in several states is common, often running two or three shifts. The auditor will want to see night-shift and weekend work, not only the day shift. Agree the site and shift list before asking certification bodies to quote.

The coming revision

Build to ISO 45001:2018 with Amendment 1:2024 now, including a recorded decision on whether climate change is a relevant issue. ISO expects a revised edition in the first half of 2027; the revision guide tracks what is changing.

ISO 45001 certification in India: questions buyers ask

Does ISO 45001 certification in India have to be NABCB accredited?

No. A certificate from a body accredited by NABCB or by another internationally recognised accreditation body, with occupational health and safety in its scope, is generally accepted. Check what your client's prequalification or tender specifies before choosing.

Do contract workers count for ISO 45001 in India?

Yes. Contract and agency workers under your control are inside the system, and the certification body counts them when setting audit time. Their inductions, permits and training are sampled like those of employees.

Does ISO 45001 replace our statutory safety compliance in India?

No. Your statutory registrations, licences and inspections remain the legal requirement. ISO 45001 requires you to identify those obligations, meet them and evaluate compliance, which makes inspections easier to face.

ISO 45001 certification in Mumbai: can a consultant come to our site?

Yes. Sterling's Navi Mumbai office supports plants and project sites across Mumbai, Thane and Pune on site, and operations elsewhere in India through planned visits and remote working.
