ISO 17025 accreditation in the UAE and GCC: EIAC, Dubai registration and Gulf-wide recognition

Clause by clause: ISO/IEC 17025:2017 requirements: every clause explained →

What is different about ISO/IEC 17025 accreditation in the UAE and GCC: EIAC's laboratory route and Dubai registration, GAC for multi-country groups, recognition through Global ACI, and the local practice that shapes the plan.

Key points

  • In the UAE, ISO/IEC 17025 accreditation is granted by EIAC, the Emirates International Accreditation Centre; Sterling prepares the laboratory and EIAC assesses and decides.
  • EIAC states that registration is mandatory for laboratories based in Dubai under local regulations, while accreditation for laboratories elsewhere is voluntary.
  • GAC, the Gulf Cooperation Council's accreditation body, also accredits laboratories to ISO/IEC 17025:2017, which matters for groups with sites in more than one Gulf state.
  • International acceptance of UAE results now runs through the Global ACI MRA, which replaced the ILAC MRA on 1 January 2026; check the body's standing before relying on it for export work.

Why laboratories in the UAE and GCC seek ISO/IEC 17025 accreditation

For a Dubai laboratory the first driver is local: EIAC says laboratories, inspection bodies and certification bodies based in Dubai must be registered with it under local regulations. A laboratory opening in the emirate should settle its EIAC position before it issues reports.

The second driver is the customer. A contractor submitting concrete cube results, a food exporter shipping to another Gulf state and a manufacturer sending calibrated gauges to a European parent all face one question: will the receiver trust this laboratory's number? An accredited scope answers it for the listed tests or calibrations only. The UAE Ministry of Finance's Federal Supplier Register asks for licence and tax documents, not accreditation, so the requirement usually arrives through a specification, a tender or a buyer's quality agreement. The decision guide for laboratories helps test whether that demand justifies applying now.

Accreditation bodies for laboratories in the UAE and GCC

EIAC in the UAE

EIAC is a government entity working under the Executive Council of the Government of Dubai. Dubai Law No. 27 of 2015 established it in place of the former Dubai Accreditation Department. It accredits testing and calibration laboratories to ISO/IEC 17025 and medical laboratories to ISO 15189, and publishes a Conformity Assessment Bodies Directory where any customer can look up an accredited laboratory and its scope.

EIAC's route follows the accreditation process: an application with fee, a document review, an on-site initial assessment that EIAC says includes management system evaluation and witness testing, findings, corrective actions within a defined period, and a decision on the case file. EIAC indicates that its part can take one to three months, depending on how prepared the laboratory is. Accreditation is valid for three years, with surveillance and reassessment before expiry.

GAC across the Gulf

GAC, based in Riyadh with a branch in Oman, serves the Gulf Cooperation Council states. It accredits to ISO/IEC 17025:2017 as well as ISO 15189 and ISO/IEC 17020, and keeps a directory of accredited bodies that can be filtered by country. A group with laboratories in several Gulf states can weigh one GAC scope against separate national accreditations; see choosing an accreditation body.

Recognition beyond the region

Global ACI, formed from ILAC and IAF on 1 January 2026, now runs the arrangement under which signatories accept each other's accredited results, except where regulation or law prevents it. EIAC describes itself as an ILAC MRA, IAF MLA, APAC and ARAC signatory, and GAC as an ILAC MRA and IAF MLA signatory involved in Global ACI. Global ACI had published no readable list of recognised bodies when we last checked, so confirm current standing for your scope before relying on it abroad.

Local practice that shapes a UAE laboratory project

Dubai, other emirates and free zones

Because EIAC ties mandatory registration to laboratories based in Dubai, a group with a mainland Dubai laboratory, a free-zone facility and a site in another emirate may carry different obligations for each. Decide early which sites and legal entities go on the application: the scope of accreditation lists sites alongside tests, methods and ranges, and anything left off is not accredited.

Traceability and proficiency testing across borders

Many Gulf laboratories send reference standards abroad for calibration and join proficiency testing schemes run from outside the region. Assessors follow that chain, so keep each provider's accreditation evidence on file. Rounds run on the scheme's calendar, which often sets the pace of a first application; see proficiency testing.

Practical questions for the application

Ask EIAC or GAC at enquiry which language it expects for records and reports, how many technical assessors your disciplines need, and when witnessing can fit your workload.

ISO 17025 accreditation in the UAE: questions laboratories ask

Who grants ISO 17025 accreditation in Dubai?

EIAC, the Emirates International Accreditation Centre, accredits testing and calibration laboratories in Dubai to ISO/IEC 17025. It also states that laboratories based in Dubai must register with it under local regulations.

How long does EIAC take to accredit a laboratory?

EIAC indicates one to three months for its own process, depending on preparedness. Before applying, the laboratory needs validated methods, uncertainty budgets, traceable calibrations and proficiency testing results, so a first programme typically takes six to twelve months overall; the timeline guide breaks this down.

Can a laboratory in another Gulf state use GAC instead of a national body?

Yes, GAC accredits laboratories to ISO/IEC 17025:2017 for the Gulf Cooperation Council states. Check any national registration rule where the laboratory sits, and which accreditation your customers accept.

How do we check a UAE laboratory's ISO 17025 accreditation?

Search the laboratory in EIAC's Conformity Assessment Bodies Directory, or GAC's directory for Gulf laboratories, and read the scope. The test or calibration you need, the method, the range and the site must all be listed; the guide to verifying accreditation sets out each check.
