ISO 14046 · Water footprint

ISO 14046 water footprint assessment and requirements, measured on a method that survives review.

ISO 14046 tells you how to assess the water-related impacts of a product, a process or a whole organisation on a life cycle basis, and how to report the result. There is no ISO 14046 certificate. Sterling's expert and experienced consultants scope the study, gather the data, run the assessment and prepare a report ready for independent review. We help our clients put it into practice and prove it.

  • Fixed scope, one proposal: consulting, Effivity software, Sterling Academy access and internal auditor training, as applicable to your standard, in one proposal
  • A team of expert and experienced environmental consultants, with environmental management delivered across sectors and countries since 2003
  • The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements. Sterling does not certify; ISO 14046 has no certificate, and any critical review or verification is carried out by a party independent of Sterling

What it is

What is ISO 14046 and what is it used for?

ISO 14046 is the international standard that sets principles, requirements and guidelines for assessing a water footprint. Written by ISO's life cycle assessment committee, it builds on ISO 14044: goal and scope, inventory, impact assessment, interpretation. It covers the quantity of water used and changes in water quality, and it looks at where and when the water is used, because a litre drawn from a stressed river basin in the dry season matters more than one drawn from an abundant source.

The result is a single value or a profile of impact indicators. Companies use it to find where a product's life puts most pressure on water, compare sourcing options, manage site and supply chain water risk and answer customers with checkable numbers. The study can stand alone or sit inside a wider environmental assessment. ISO itself notes that a water footprint alone cannot describe every environmental impact of a product or organisation.

Current edition. ISO 14046:2014 is the first and only edition. ISO confirmed it at systematic review in October 2020, and a further systematic review opened in October 2025; iso.org shows no new edition or revision project, so studies today are carried out to the 2014 text. ISO/TR 14073:2017 supplements it with worked examples.

Who it is for

Who needs ISO 14046?

No law makes ISO 14046 mandatory as far as we know, and no certificate is issued against it. Organisations adopt it when they need water figures that others can scrutinise. Four situations bring them to Sterling:

  • A customer asks for product water data. Buyers want the water impact of what they source on a recognised method, not a supplier's own arithmetic.
  • A tender or financier asks how you manage water. Bid scoring and lender due diligence reward an organisation that can show where its water risk sits and what it is doing about it.
  • A regulator or basin authority tightens water rules. Abstraction limits, discharge conditions and drought measures make it worth knowing which sites and processes carry the exposure before the next permit review.
  • A group company sets a water target. A parent company's sustainability report needs comparable results from every subsidiary, calculated the same way, with the assumptions written down.

The value comes from the decisions the study informs, not from the report on its own.

Requirements

What are the main ISO 14046 requirements?

ISO 14046 is a method standard, not a management system standard, so it does not use the harmonised structure of ISO 14001. After scope, references and water-specific terms, its requirements sit in four clauses and one annex. The list below is a plain-language map at title level; the study itself is checked against the full text.

  • Clause 4 Principles: the principles the whole study must respect, from the general principles through to comprehensiveness, which asks for water availability and water degradation to be considered together.
  • Clause 5.1 and 5.2 General requirements, goal and scope: state why the study is done and for whom, and define the product, process or organisation studied and the boundary of the system.
  • Clause 5.3 Water footprint inventory analysis: compile the water used and released, and the emissions that affect water quality, with their geographical and temporal detail.
  • Clause 5.4 Water footprint impact assessment: convert the inventory into potential impacts, expressed as a single value or a profile of impact indicator results.
  • Clause 5.5 and 5.6 Interpretation and limitations: identify the significant issues, test sensitivity and state plainly what the result does not show.
  • Clause 6 Reporting: report the study, with additional requirements for third-party reports and for comparative assertions and comparative studies.
  • Clause 7 Critical review: how a critical review of the study is conducted, including review by a panel.
  • Annex A Organisations: additional requirements and guidelines when the footprint covers an organisation rather than a single product.

What does useful ISO 14046 evidence look like?

A written goal and scope, a system diagram with the boundary marked, site water meter readings and discharge monitoring with their calibration records, supplier questionnaires with the data quality rated, the characterisation factors and databases used with their versions, sensitivity checks, and a report that lets a reviewer trace every figure back to its source. We keep that trail in Effivity from the first data request, so review questions are answered from records rather than memory.

The route

How do you carry out an ISO 14046 water footprint assessment?

A water footprint is a study, not an audit. Your organisation, supported by Sterling, carries it out; where the result will be shared outside the business, an independent reviewer or verification body examines it. Sterling does not review or verify work it helped prepare.

  1. 01
Set the goal and scope.Agree the question the study answers, the audience, the product, process or organisation, the boundary and the functional unit.
  2. 02
Gap analysis: test your data against what the study needs.Review metering, supplier information and existing life cycle data, and agree how each gap is filled, by whom and by when.
  3. 03
Build the inventory.Collect water use, discharges and the relevant emissions by site and season, with secondary data used only where primary data cannot be had.
  4. 04
Assess impacts and interpret the results.Apply the chosen impact methods, find the hotspots, run sensitivity checks and set out the limitations in plain terms.
  5. 05
Report and arrange the review.Prepare the report to clause 6, then support the independent critical review or verification through to closure of every comment.

Check the route before you sign. Ask who will carry out any critical review or verification, how they are independent of the consultant who built the study, and, where a verification body is used, whether its accreditation covers this kind of environmental information; ISO 14065 sets requirements for bodies that validate and verify environmental information. Confirm the scope with the accreditation body concerned. A water footprint "certificate" issued without a report you can read is paper.

Cost

How much does an ISO 14046 water footprint assessment cost?

There is no standard price for a water footprint: one product from one site is a different job from an organisation spanning several river basins and a long agricultural supply chain. Our proposal shows every component, in one all-inclusive proposal.

Cost componentWhat affects it
Consulting and modellingProducts or sites, the boundary, supply chain depth and how much data gathering your team carries (Design™ or Drive™)
Independent review or verificationWhether a review is wanted, expert or panel, or verification by an independent body, and the effort that body proposes
Data and measurementLife cycle database licences, extra metering, and discharge sampling where records are thin
Internal resourcesTime from site engineers, procurement, responding suppliers and management
Software and learningEffivity for the study records and Sterling Academy access for your people, included in the engagement, with users and access period stated in the proposal

What moves the price

  • Product, process or organisation scope, and how many of each
  • The number of water basins and countries involved
  • How much primary data exists and how reliable it is
  • Whether results support a comparison or go into a public report
  • The deadline and the reviewer's availability

What a Sterling proposal always shows

  • Goal, boundary, deliverables, assumptions and exclusions in writing
  • Review or verification fees shown separately
  • Effivity, training and Academy access itemised at no additional cost
  • Payments tied to deliverables such as the inventory and the draft report
  • One all-inclusive proposal. No surprises, ever

Timeline

How long does an ISO 14046 water footprint assessment take?

As an estimate, a first study for one product or site usually runs two to five months, and supplier data is almost always what sets the pace. Seasonal water use may mean waiting for a full year of meter readings, and a review adds its own rounds of questions.

PhaseWhat determines the pace
Goal, scope and gap analysisHow quickly the audience and purpose are agreed, and access to site and procurement data
InventorySupplier response times, the metering available at each site and how far back the records go
Impact assessment and interpretationThe methods chosen, the number of scenarios compared and the sensitivity checks needed
Report and reviewThe reviewer's schedule and the time taken to answer and close comments

If a customer submission or report date is fixed, tell us on day one and we will plan the boundary around it rather than cut corners at the end.

Principles

Study rules and decisions log

Each methodological choice, from allocation to cut-off, recorded once with its reason, so the study stays consistent and transparent when people change.

Goal and scope

Scope, boundary and audience

The approved goal and scope held as a controlled document, with any later change versioned and approved rather than slipped into a spreadsheet.

Inventory analysis

Site and supplier data requests

Forms sent to sites and suppliers, reminders tracked and responses stored with their dates, so the inventory has a visible source for every input.

Impact assessment

Methods and source files

The characterisation methods, database versions and calculation files kept under document control, with the approved version the only one in use.

Interpretation

Hotspots and reduction actions

The significant issues turned into actions with owners and due dates, followed up until the reduction is made or the decision is recorded.

Reporting

Report drafts and approvals

Drafts, reviewers and sign-offs kept together, so the issued report is traceable to the data and decisions behind it.

Critical review

Reviewer comments to closure

Every comment logged, answered and closed with evidence, giving the reviewer a complete trail of how the study responded.

Across the system

Your own forms and reports

Fields, workflows and dashboards adapted to your products and sites without code, and linked to the rest of your environmental system.

What this means at the review

A reviewer asks for the goal and scope, the data sources, the data quality ratings, the method choices and how earlier comments were handled. In Effivity each of those is a record with dates and owners, not a folder assembled the night before. In later years, Sustain™ updates the footprint in the same workspace.

FAQs

Frequently asked questions about ISO 14046

Can you get ISO 14046 certification?

No, ISO 14046 is not a certifiable management system standard. What can be checked is a study: it can be critically reviewed under the standard's own review clause or verified by an independent body. If you need a certificate, ISO 14001 for environmental management or ISO 46001 for water efficiency are the certifiable routes.

Is a water footprint the same as measuring water consumption?

No. Consumption is one input; ISO 14046 also takes account of changes in water quality and of where and when water is used, and expresses the outcome as potential impacts. Two sites using the same volume can have very different footprints.

Can we print our ISO 14046 result on packaging or in marketing?

Not on the strength of ISO 14046 alone. The standard covers reporting but places communication, such as labels and environmental declarations, outside its scope. Public claims follow the rules for environmental claims in each market, and we work alongside your legal and marketing advisers on the wording.

Can ISO 14046 be applied to a whole company, not just a product?

Yes. The standard covers products, processes and organisations, and its Annex A adds requirements and guidelines for an organisation-level footprint.

How does ISO 14046 relate to a carbon footprint?

They are sister methods on the same life cycle basis. A product carbon footprint follows ISO 14067 and an organisation's greenhouse gas inventory follows ISO 14064-1; much of the activity data can be shared, so running the studies together saves effort.
