What it is

What is EMAS and what is it used for?

EMAS, the EU Eco-Management and Audit Scheme, is a voluntary environmental management scheme established by the European Commission under EU law. An organisation that joins reviews its environmental aspects and performance, runs an environmental management system, audits it every year and publishes an environmental statement. An accredited environmental verifier checks the system and validates the statement, and a Competent Body designated by the Member State enters the organisation in the EMAS register. Only registered organisations may use the EMAS logo.

The management system core is ISO 14001: the Commission placed the ISO 14001 requirements inside the EMAS Regulation, so an ISO 14001 system is the natural foundation. What EMAS adds is exposure. The statement is public, it reports indicators such as energy, water, waste and emissions, and it has to show improvement, not just control. The Commission's own figures count 4,450 registered organisations and 20,458 sites as of May 2026.

Current legal basis. Regulation (EC) No 1221/2009 of 25 November 2009, in force since 11 January 2010. Its annexes were revised in 2017 to take in ISO 14001:2015, and the reporting annex was amended by Commission Regulation (EU) 2018/2026. The Commission's user's guide is Decision (EU) 2023/2463. Your verifier confirms the version of each annex that applies at your verification.

Who it is for

Who needs EMAS registration?

Any organisation, public or private, can register in the 27 Member States, Norway, Iceland, Liechtenstein and accession countries, and EMAS Global reaches beyond Europe. Organisations come to Sterling from four starting points:

  • A public buyer or tender refers to it. Where tender wording mentions EMAS or verified environmental management, confirm exactly what is asked for before choosing between EMAS and ISO 14001.
  • A regulator or authority recognises it. Some national authorities offer incentives to registered organisations; ask your Competent Body what applies before counting on one.
  • Customers and investors want published, checked figures. A validated statement shows where the numbers come from.
  • A parent group or public body has registered and expects the same of you. Registration then extends site by site across the estate.

Registration confirms the system and statement were checked; the results still come from operations.

Requirements

What are the main EMAS requirements?

The European Commission describes EMAS as a sequence of phases, each with its own output. The list follows that sequence at title level; the Regulation and its annexes are what the environmental verifier checks against, and we work from the version that applies to your verification.

  • Environmental review: define the scope and the entities to register, then analyse the organisation's environmental aspects, impacts and performance.
  • Environmental policy: commit to legal compliance, prevention of pollution and continual improvement of environmental performance.
  • Environmental programme: set objectives, choose the measures to reach them and assign the means and responsibilities.
  • Environmental management system: the ISO 14001 requirements carried in the Regulation, plus roles, compliance obligations, active employee involvement and communication.
  • Internal audit: audit the system and the environmental performance on a yearly basis, with documented procedures.
  • Environmental statement: a public report of performance, objectives and compliance, using core indicators such as energy, water, waste and emissions.
  • Verification and validation: an environmental verifier accredited for your NACE code verifies the system and validates the statement.
  • Registration: the application to the Competent Body, which checks the documents and the implementation before registering the organisation.

What does useful EMAS evidence look like?

An environmental review with site data behind it, a legal register showing how each obligation is met, an environmental programme with measured progress, internal audit reports for the year, core indicator data with its sources and calculations, and a draft statement a verifier can trace line by line to those records. We keep it in Effivity from the first workshop, so the figures in the statement come from the system and not from a spreadsheet assembled for the visit.

Registration process

How do you get EMAS registration?

EMAS uses its own vocabulary: the verifier verifies the system and validates the statement, and the Competent Body registers. Sterling prepares your organisation for both; the verification, the validation and the registration decision belong to them.

  1. 01
Decide the scope and what the register entry should cover.Confirm the sites, activities and entities, the NACE codes that apply and whether an existing ISO 14001 system is the starting point.
  2. 02
Gap analysis: set the current position against EMAS.The gap analysis tests the environmental review, legal compliance, indicator data and system against EMAS, keeps what works and sets actions, owners and dates.
  3. 03
Build the review, the programme, the system and the data.Policy and programme agreed, the system running with employees involved, indicator data collected, and the environmental statement drafted from it.
  4. 04
Internal audit and management review, findings closed.A full internal audit of the system and performance, a management review that decides, and every gap closed with evidence before the verifier arrives.
  5. 05
Verification, validation and registration. The accredited environmental verifier verifies and validates; you submit the validated statement and application to the Competent Body, which registers you and issues a registration number.

Check the route before you sign. Ask which environmental verifier will do the work, which national accreditation or licensing body accredited it and for which NACE codes, and which Competent Body will register you; confirm each answer with that body. EMAS verifiers are accredited under the Regulation itself, not under a general certification scheme. Registration continues with verification every three years and an updated, validated statement every year; small organisations can apply for a longer cycle, with verification every four years.

Cost

How much does EMAS registration cost?

An ISO 14001-certified organisation starts far ahead of one with no system, and one office differs from a group of industrial sites. The proposal shows every component.

Cost componentWhat affects it
Consulting and implementationWhether ISO 14001 is in place, the number of sites and aspects, the state of indicator data and how much your team carries (Design™ or Drive™)
Environmental verifierVerification days, set by sites, activities, NACE codes and complexity, plus the annual validation of the statement
Competent BodyRegistration and renewal fees set nationally, with proportionate arrangements for smaller organisations
Data and monitoringMetering, sampling and laboratory work needed to produce reliable core indicators
Software and learningEffivity and Sterling Academy access, included in a Sterling engagement, with users, courses and access period stated in the proposal

What moves the price

  • Sites, countries and whether one registration or several
  • An existing ISO 14001 system, or none
  • How much indicator data exists and can be trusted
  • The deadline and your team's capacity

What a Sterling proposal always shows

  • Deliverables, responsibilities, assumptions and exclusions
  • Verifier and Competent Body fees identified separately
  • Effivity, training and Academy access at no additional cost
  • Payment milestones tied to deliverables
  • One all-inclusive proposal. No surprises, ever

Timeline

How long does EMAS registration take?

What sets the pace is data. The statement needs indicator data you can trust over a meaningful period, a completed internal audit and a programme with progress to report. As an estimate, an ISO 14001-certified organisation can often be ready in three to six months, and one starting from scratch in six to twelve.

PhaseWhat sets the pace
Scope, review and gap analysisAccess to sites, permits, meter readings and the people who run operations
System and data buildWhether ISO 14001 exists, legal register work and fixes to how indicators are measured
Audit and statementA full internal audit cycle, management review and a statement drafted from real data
Verification and registrationThe verifier's calendar, time to close findings and the Competent Body's processing

What this means at verification

The verifier picks a figure in the draft statement and asks where it came from. In Effivity the answer is the meter reading, the invoice or the laboratory result behind it, with the person who entered it and the date. The same trail supports each annual validation, and Sustain™ runs in the same workspace between verifications.

FAQs

Frequently asked questions about EMAS

What is the difference between EMAS and ISO 14001?

EMAS includes the ISO 14001 management system requirements and adds a public environmental statement validated by an accredited verifier, active employee involvement and a clear focus on improving performance. ISO 14001 ends in a certificate from a certification body; EMAS ends in registration by a public Competent Body. An organisation can hold both.

Can an organisation outside the EU register under EMAS?

Yes. EMAS Global lets organisations outside Europe, and European organisations with sites in third countries, take part. The route runs through an environmental verifier accredited for that work and a Competent Body that accepts the application, so confirm both at the planning stage.

How often must the EMAS environmental statement be updated?

Every year, with the update validated by your environmental verifier, and a full verification at least every three years. Small organisations can apply for a longer cycle, with verification every four years and updates between them.

Does Sterling verify or register organisations under EMAS?

No. Sterling is a consultancy. An environmental verifier accredited under the Regulation verifies your system and validates the statement, and the Competent Body in your Member State registers you. Keeping preparation separate from verification is what gives the register entry its value.

Can we use the EMAS logo before registration?

No. Only registered organisations may use the EMAS logo, and the Commission publishes rules on how it is displayed. Until the Competent Body has registered you, describe your work as preparation for EMAS registration, not as EMAS.
