ISO 14065 · Bodies validating and verifying environmental information

ISO 14065 accreditation consulting for environmental claims that stand up to scrutiny.

Carbon footprints, greenhouse gas statements, sustainability reports and green bond disclosures are only as credible as the body that checks them. Sterling's expert and experienced consultants help validation and verification bodies build the competence, impartiality and engagement discipline that ISO 14065 and ISO/IEC 17029 expect, and prepare them for the accreditation body's assessment. We ensure successful accreditation for our clients.

  • Fixed scope, one proposal: consulting, Effivity software, Sterling Academy access and internal auditor training, as applicable to your standard, in one proposal
  • A team of expert and experienced conformity assessment consultants, with management system consulting across sectors and countries since 2003
  • The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements. Sterling does not accredit; an accreditation body assesses and decides

What it is

What is ISO 14065 and what is it used for?

ISO 14065 sets out the principles and requirements for bodies that validate and verify environmental information statements. It is the environmental sector application of ISO/IEC 17029, the general standard for validation and verification bodies: ISO/IEC 17029 supplies the common rules on competence, impartiality and consistent operation, and ISO 14065 adds what is specific to environmental claims. The two are read and assessed together.

The scope is broad. ISO describes the 2020 edition as covering all forms of environmental information, including greenhouse gas statements, carbon and water footprints, environmental labelling claims, sustainability reporting, and information behind green bonds and other financial instruments. Programme owners, regulators and accreditation bodies use it to judge whether a body is competent to give an opinion on those claims.

Current edition. ISO 14065:2020, the third edition, published in December 2020, replaced ISO 14065:2013. ISO completed a systematic review in March 2026 and confirmed the 2020 edition, with no revision shown as under development. It is used together with ISO/IEC 17029:2019, and competence requirements for validation and verification teams sit in the companion standard ISO 14066:2023.

Who it is for

Who needs ISO 14065 accreditation?

ISO 14065 is written for the checker, not the claimant. A company reporting its own emissions does not implement it; the body that verifies that report does. Bodies come to Sterling for ISO 14065 from four starting points:

  • Clients want an accredited opinion. Reporters, manufacturers and project developers ask their verifier for proof of accreditation, because their own customers and lenders ask them.
  • A tender or programme owner makes it a condition. Carbon crediting, labelling and reporting programmes often admit only accredited validation and verification bodies, and set their own competence rules on top of ISO 14065.
  • A regulator relies on third-party verification. Where emissions reporting or disclosure rules call for independent assurance, an accredited scope is usually how the verifier demonstrates it is fit to provide it.
  • A group company is adding verification to its services. A certification body, inspection body, laboratory or consultancy group moving into environmental assurance needs a separate, impartial structure and an accreditation scope of its own.

Requirements

What are the main ISO 14065 requirements?

Because ISO 14065 applies ISO/IEC 17029 to environmental information, its requirements fall into the areas ISO names for both standards. The list below is a plain-language map of those areas, not a substitute for the standards; during the programme your body is checked against the full text of ISO 14065, ISO/IEC 17029 and every programme on the intended scope.

  • General principles: the principles behind every validation and verification opinion, applied before any detailed rule.
  • Impartiality: identify and manage threats from ownership, other services, fees and relationships, so no environmental claim is judged by someone with a stake in it.
  • Competence of personnel: a managed process, specified in ISO 14065:2020, 7.3, for defining, evaluating and maintaining competence; team competence itself is set out in ISO 14066.
  • Consistent operation: the same controlled path for every engagement, from agreement and planning through evidence gathering to the opinion and its records.
  • Validation: confirm that a forward-looking claim, such as projected emission reductions, is plausible for its intended use.
  • Verification: confirm that a claim about past performance, such as an emissions inventory or a footprint, is truthfully stated.
  • Environmental sector requirements: the additional rules ISO 14065 adds for greenhouse gas statements, footprints, labelling claims, sustainability reporting and green finance information.
  • Programme rules: apply the requirements of each validation or verification programme you operate under, where they add to the standard.

What does useful ISO 14065 evidence look like?

An impartiality risk register that names real threats, competence records per sector and technical area, signed engagement agreements, verification plans and sampling plans, working papers that trace data back to source, independent review records and opinions issued in the programme's required form. We help you design files an assessor can follow end to end, kept in Effivity.

Accreditation process

How do you get ISO 14065 accreditation?

Build a body that operates to both standards, run real engagements, then apply. The accreditation body assesses the body and decides on the scope; Sterling prepares you for that assessment and never takes part in the decision.

  1. 01
Define the scope you will apply for.Choose validation, verification or both, the types of environmental information, the programmes and technical areas, and the accreditation body that will assess you.
  2. 02
Gap analysis: compare the body with ISO 14065, ISO/IEC 17029 and each programme.Structure, impartiality, competence, engagement process and records are reviewed; what works stays, and actions get owners and dates.
  3. 03
Implement, qualify people and complete engagements.Put procedures into use, authorise verifiers, validators and independent reviewers, and finish real engagements under the new system.
  4. 04
Audit, review and close the findings. An internal audit traces engagement files from agreement to opinion, management review follows, and we raise findings first so they are closed with evidence before you apply.
  5. 05
Complete the accreditation body's assessment.Document review, the office assessment and witnessed engagements; close any nonconformities, receive the decision on your scope, then maintain it through surveillance and reassessment.

Check the route before you sign. Confirm which accreditation body will assess you, that it accredits validation and verification bodies for the programmes you need, whether it is recognised under the Global ACI arrangement, and what it requires before a first witnessed engagement. Verify each answer with the accreditation body and the programme owner directly.

Cost

How much does ISO 14065 accreditation cost?

The investment depends on what the body already has and the scope it wants. A certification body adding greenhouse gas verification to an existing ISO/IEC 17021-1 system starts in a very different place from a new firm building its first quality system. Every Sterling proposal shows each component and one all-inclusive proposal.

Cost componentWhat affects it
Consulting and implementationExisting management system, number of programmes and technical areas, offices, and whether you choose Design™ or Drive™
Accreditation body feesApplication, document review, assessment days, witnessed engagements, travel and annual surveillance, all set by the accreditation body
Internal resourcesTime from technical managers, verifiers and reviewers, qualification of new people and engagements run under the new system
Software and learningIncluded in a Sterling engagement: Effivity for the body's system and Sterling Academy access for your people, confirmed in the proposal
Continued supportInternal audits, competence reviews, scope extensions and programme changes under Sustain™

What moves the price

  • Validation, verification or both, and how many programmes
  • The range of environmental information and technical areas
  • How many qualified verifiers and reviewers you already have
  • Whether an impartiality structure and quality system already run
  • Offices, countries and languages in which you will operate

What a Sterling proposal always shows

  • Deliverables, responsibilities, assumptions and exclusions in writing
  • Accreditation body fees shown separately, so the total is comparable
  • Effivity, training and Academy access itemised at no additional cost
  • Milestone payments linked to deliverables
  • One all-inclusive proposal. No surprises, ever

Timeline

How long does ISO 14065 accreditation take?

Measure it in months. The pacing item is not paperwork but engagements: assessors want completed files to sample and a live engagement to witness, so the body must work under its new procedures before it can be assessed. Scheduling, closing findings and the decision then add time outside your control; we track each milestone in Effivity.

PhaseWhat determines the pace
Scope and gap analysisHow quickly programmes, technical areas and the accreditation body are settled, and access to people and past files
Build and implementationThe procedures to write, the verifiers and reviewers to qualify, and client work running alongside
Engagements and reviewEnough completed engagements under the new system, then internal audit and management review
Accreditation assessmentAssessor availability, when a suitable engagement can be witnessed, the deadline for findings and the decision date

If a client contract or a programme deadline is driving the project, tell us on day one. We will say plainly what is achievable and which decisions cannot wait.

General principles

Scope, policies and commitments

The accreditation scope, the body's policies and its public commitments held in one controlled place, reviewed on a schedule rather than rewritten before each assessment.

Impartiality

Threats, safeguards and declarations

An impartiality risk register with owners and review dates, conflict-of-interest declarations from every verifier and reviewer, and safeguards tracked to closure.

Competence

Criteria, evaluation and authorisation

Competence criteria per role and technical area, evaluation evidence and authorisations, linked to Sterling Academy training records so gaps show before an engagement is assigned.

Consistent operation

Controlled procedures and forms

Procedures, templates and forms with versions and approvals, so every engagement team uses the current method and nobody works from an old copy.

Validation and verification

Engagement tracking

Agreements, plans, independent review and issued opinions logged against each client and programme, with status visible to the technical manager at a glance.

Programme rules

Obligations by programme

Each programme's requirements recorded and mapped to the procedures they affect, so a rule change triggers a review instead of being missed.

Management system

Internal audit and management review

Audit programmes that sample engagement files, findings with follow-up, and a management review that records its inputs, decisions and actions.

Improvement

Complaints, appeals and corrective action

Client complaints and appeals handled on a traceable workflow, with root cause and evidence that the corrective action worked.

What this means at the assessment

Accreditation assessors ask to see the impartiality analysis, the authorisation of the verifier they are about to witness, the last internal audit and the open complaints. In Effivity each is a screen with dates, owners and evidence attached, not a folder assembled the night before. After accreditation, Sustain™ runs in the same workspace, so surveillance finds the system exactly where the assessors left it.

FAQs

Frequently asked questions about ISO 14065

What is the difference between ISO 14065 and ISO 14064-3?

ISO 14065 sets requirements for the body doing the checking, while ISO 14064-3 describes how to carry out the validation or verification of a greenhouse gas statement. An accredited verifier typically works to ISO 14064-3 inside a body that meets ISO 14065 and ISO/IEC 17029.

Can a company get certified to ISO 14065?

No. ISO 14065 is not a certification standard for reporting companies; it applies only to validation and verification bodies, which are accredited against it. A company wanting credible emissions figures looks for a verifier holding that accreditation.

Does ISO 14065 cover more than greenhouse gases?

Yes. Since the 2020 edition it covers environmental information in general, including carbon and water footprints, environmental labelling claims, sustainability reporting and green finance information. Your accreditation scope states which of these your body may verify.

Is ISO 14065 being revised?

Not at present. ISO confirmed the 2020 edition in March 2026 after its systematic review, so it remains current. If a revision starts, accreditation bodies will announce transition arrangements once a new edition is published.

Can a certification body add ISO 14065 to its existing accreditation?

Yes, as a separate scope assessed by the accreditation body. Much of an existing management system can be reused, but impartiality, competence criteria and the engagement process must be rebuilt for validation and verification of environmental claims.
