What is IEC 60601 and what is it used for?
IEC 60601 is a family of International Electrotechnical Commission standards for medical electrical equipment. Its foundation, IEC 60601-1, sets general requirements for basic safety and essential performance: the equipment must not harm patients, operators or bystanders, and the clinical functions that matter must keep working within the limits the manufacturer declares. The series is maintained by IEC subcommittee SC 62A, which covers common aspects of medical equipment, software and systems.
Manufacturers use it to design safe equipment and to demonstrate that safety to regulators, notified bodies, hospital buyers and distributors. The demonstration is a laboratory test report against the parts that apply, supported by the manufacturer's risk management file and technical documentation.
Current edition. IEC 60601-1:2005, the third edition, with Amendment 1 of 2012 and Amendment 2 of 2020, published by the IEC as consolidated edition 3.2 on 20 August 2020. The IEC shows a stability date of 2028 for it, the date until which it expects the publication to remain unchanged. The edition your laboratory tests to, and the one your target markets recognise, should be confirmed before testing is booked.
Who it is for
Who needs IEC 60601 compliance?
Any organisation that places medical electrical equipment on a market, or builds it for someone who does, meets IEC 60601 sooner or later. The demand usually arrives from one of four directions:
- A regulator or notified body reviews your submission. In many markets reviewers look for evidence against recognised product safety standards, and a test report against the applicable IEC 60601 parts is the usual answer. Confirm what your regulator expects before you plan.
- A hospital tender or distributor asks for the test report. Procurement teams and distributors want the report, and sometimes a CB test certificate, before they list the equipment.
- A customer contracts you to build it. OEM and private-label buyers pass the requirement to contract manufacturers and to suppliers of critical components.
- A group company is launching in a new region. One product family, several markets, and one file that must satisfy each.
The report covers the equipment tested; keeping later production and changes in line with it is the manufacturer's job.
Requirements
What are the main IEC 60601 requirements?
The series works in layers. Part 1 applies to medical electrical equipment in general; collateral standards add requirements on a theme that cuts across many products; particular standards supplement or modify Part 1 for one type of equipment. The list below is a plain-language map of that structure. Which parts apply to your equipment, and the detailed test requirements in each, are confirmed with your laboratory against the editions it will test to.
- IEC 60601-1, general requirements: basic safety and essential performance for medical electrical equipment, the base every other part builds on.
- Risk management link: Part 1 requires the manufacturer to have a risk management process that complies with parts of ISO 14971, and the laboratory relies on its outputs.
- Essential performance: the manufacturer identifies and documents the essential performance of its equipment, and the testing is planned around it.
- Collateral standards, IEC 60601-1-x: cross-cutting themes such as electromagnetic disturbances (IEC 60601-1-2) and alarm systems (IEC 60601-1-8), applied where relevant.
- Particular standards, IEC 60601-2-x: requirements for a specific type of equipment, which supplement or modify Part 1 for that equipment.
- Medical electrical systems: equipment combined with other items into a system; collateral standards such as IEC 60601-1-8 address systems as well as single pieces of equipment.
What does useful IEC 60601 evidence look like?
A risk management file that names each hazard and the control that answers it, a documented rationale for essential performance, a list of applicable parts and editions, critical component records with their certificates, design verification results and the accompanying documents the laboratory will review. We help assemble what your laboratory needs, without inventing paperwork, and keep it in Effivity so the file stays current after the report is issued.
Testing route
How do you demonstrate IEC 60601 compliance?
The equipment is tested; the organisation is not certified. Your engineers design and correct the product, a test laboratory tests it and reports, and Sterling prepares the file and the quality system that sit around both. Keeping those roles apart is what makes the report credible.
- 01Define the equipment and the markets.Intended use, models and variants, target countries, and the Part 1, collateral and particular standards that apply.
- 02Gap analysis: review the file against the applicable parts.Risk management, essential performance, component records and documents compared with what the laboratory will need; actions, owners and dates agreed.
- 03Build the risk management file and documentation.ISO 14971 analysis tied to the design, essential performance rationale, component records and accompanying documents; any design change stays with your engineers.
- 04Choose the laboratory and review readiness.Confirm its accreditation scope and whether a CB test certificate is needed, then check the file and samples before they are shipped.
- 05Laboratory testing and report. The laboratory tests, raises any failures, retests after correction and issues its report, with a CB test certificate from the national certification body where that route is used.
Check the route before you sign. Ask which parts and editions the laboratory is accredited for, which accreditation body granted that scope and whether it is a signatory of the Global ACI arrangement. If you need a CB test certificate, confirm that the laboratory and its national certification body operate in the IECEE CB Scheme for your equipment, and verify any certificate with the body that issued it. Cost
How much does IEC 60601 compliance cost?
Two budgets sit side by side: the laboratory's fees, which only it can quote, and the preparation that decides how many test rounds you pay for. A complete file is the cheapest route to a clean report.
| Cost component | What affects it |
|---|---|
| Consulting and documentation | The state of the risk management file, the number of models and variants, the parts in scope and how much of the work your team takes on (Design™ or Drive™) |
| Laboratory testing | The parts and editions tested, the number of samples, test duration, retests after failures and any CB test certificate, all quoted by the laboratory |
| Internal resources | Engineering time for analyses and corrections, regulatory time for the file, and any design or labelling changes the testing calls for |
| Software and learning | Included in a Sterling engagement: Effivity for the file and the quality records, and Sterling Academy access, with users and access period confirmed in the proposal |
| Continued support | File updates after design changes, new markets or revised editions, under Sustain™ |
What moves the price
- How many particular and collateral standards apply
- Software, alarms and wireless functions in the equipment
- Whether a usable risk management file exists today
- The number of markets and their national differences
- How many test rounds a weak file causes
What a Sterling proposal always shows
- Deliverables, assumptions and exclusions, including what stays with your engineers
- Laboratory fees left out and marked as the laboratory's
- Effivity, training and Academy access itemised at no additional cost
- Milestones tied to deliverables such as the finished file
- One all-inclusive proposal for Sterling's scope
Timeline
How long does IEC 60601 compliance take?
Laboratory slots, the depth of the risk analysis and the number of design corrections set the pace far more than paperwork does. As an estimate, six to twelve months is common from gap analysis to a test report, most of it spent on the file, design evidence and waiting for testing.
| Phase | What determines the pace |
|---|---|
| Scope and gap analysis | Access to design records, existing risk files and the engineers who know the product |
| File and documentation | The depth of the ISO 14971 analysis, essential performance decisions and component evidence |
| Pre-test readiness | Samples available, documents complete and the laboratory's booking lead time |
| Testing and correction | Test duration, any failures, design changes and retests |
If a launch or submission date is fixed, tell us at the start; we will say plainly what the laboratory calendar allows.

The Sterling Promise
What our IEC 60601 success guarantee means
We stay with you until your agreed IEC 60601 readiness outcome is achieved, supporting the file, the preparation and the response to laboratory findings. Clear explanations, practical delivery, included software and employee learning turn the investment into lasting capability rather than a report in a drawer.
The engagement identifies the standard, scope, outcome and responsibilities. Your organisation supplies accurate information, makes the design decisions and puts the agreed controls into use. The test laboratory tests the equipment and issues its report, and any certificate is issued by the certification body. Our commitment concerns the agreed support, not a promise of a test result, a market authorisation or error-free equipment.
FAQs
Frequently asked questions about IEC 60601
Does Sterling test or certify equipment to IEC 60601?
No. Sterling prepares the risk management file, documentation and quality system; a test laboratory tests the equipment and issues the report, and a national certification body issues any CB test certificate. Our scope stops short of electrical engineering design, which stays with your engineers.
Is IEC 60601 compliance mandatory?
It depends on the market and the equipment. IEC standards are voluntary in themselves, but many regulators and notified bodies expect evidence against recognised product safety standards, and IEC 60601 is the usual reference for medical electrical equipment. Your regulatory adviser or notified body confirms what applies.
Which parts of IEC 60601 apply to our equipment?
Part 1 applies to all medical electrical equipment. Collateral standards apply when their theme is relevant, such as electromagnetic disturbances or alarms, and a particular standard applies if one exists for your type of equipment, where it supplements or modifies Part 1. The laboratory confirms the final list.
What is a CB test certificate, and do we need one?
It is a certificate issued within the IECEE CB Scheme, the IEC's conformity assessment system for electrical equipment, by a national certification body on the basis of testing by a CB testing laboratory. Whether you need one depends on your markets and on the scheme covering your equipment; confirm with the laboratory and each regulator.
Which edition of IEC 60601-1 should we test to?
The current IEC publication is consolidated edition 3.2 of 2020. Some markets recognise an earlier edition or a national adoption for a period, so agree the edition with your laboratory and your regulatory adviser before testing starts.
