Why manufacturers choose SterlingWhat it is
What are EN 71 and ASTM F963?
EN 71 and ASTM F963 are the two toy safety references buyers name most often. EN 71 is a series of European standards on the safety of toys, published in parts; in the UK, BSI issues them as BS EN 71, and Part 1 covers mechanical and physical properties. ASTM F963 is ASTM International's toy safety standard. ASTM states that it is required by US law, and a rule mandating ASTM F963 for toys appeared in the Federal Register on 18 January 2024.
Both are product standards. They set tests and limits for the toy, not for your management system, so a passing report describes one sample. The practical work is making sure every production lot, every colour and every supplier change stays like that sample.
Editions. Both standards are revised from time to time, and the edition that applies depends on the market and the date. We confirm the editions in force for each part at the start of the programme, from the standards bodies and the regulator.
Who it is for
Who needs EN 71 or ASTM F963 compliance?
Toy businesses come to Sterling from three starting points:
- A retailer or importer asks for test evidence. The order depends on reports for each toy and market, and on a factory that can repeat the result.
- You are entering a new market. A toy tested only for Europe or only for the United States needs assessing against the other standard as well.
- A test failed or a lot was rejected. The cause usually lies in materials, suppliers or changes nobody reviewed, and a retest alone will not fix it.
Compliance is earned in design reviews and purchasing decisions long before a sample reaches the laboratory.
Requirements
What do EN 71 and ASTM F963 compliance involve?
Both standards are organised in parts and sections that we check against the current editions for each toy; that structure is not summarised here, so the list shows what Sterling's work covers.
- Product and market mapping: which EN 71 parts and ASTM F963 requirements apply to each toy, by age grade and destination.
- Design review: mechanical and physical hazards identified and designed out before tooling.
- Material control: supplier declarations, restricted substance lists and test plans for paints, plastics and textiles.
- Test planning: what to test, when, and with which laboratory your customers accept.
- Production control: incoming checks, lot traceability, warnings and labelling, and change control that keeps a tested sample representative.
What does useful toy safety evidence look like?
A product file for each toy with its age grade, markets, test reports and warnings; supplier declarations held against each material; lot records that link shipments to tested samples; and a change log that shows when retesting was triggered. These records sit in Effivity from the first workshop.

FAQs
Frequently asked questions about EN 71 / ASTM F963
Is ASTM F963 mandatory in the United States?
Yes, for toys. ASTM states that ASTM F963 is required by US law, and a federal rule mandating it for toys was published on 18 January 2024. Which edition applies, and the testing and certificate duties for children's products, are confirmed for your toys at the start of the programme.
Does a toy that passes ASTM F963 also meet EN 71?
Not automatically. They are separate standards written for different markets, so a toy sold in both needs assessing against each, and one test plan can often be designed to cover the two.
Does Sterling test or certify toys?
No. Sterling provides consulting and hands-on support. Laboratories test the toys and issue the reports, and your business keeps responsibility for conformity.
