What it is

What is IECQ QC 080000 and what is it used for?

IECQ QC 080000 is the hazardous substance process management (HSPM) specification of the IECQ System, the quality assessment system for electronic components that operates under the International Electrotechnical Commission (IEC). Its full title is IECQ 080000, IEC Quality Assessment System for Electronic Components (IECQ System), Hazardous Substance Process Management (HSPM) System Requirements.

The IEC describes it as applying to manufacturers and suppliers who have to identify, control, quantify and report the hazardous substances in the products they manufacture, supply or service, and to customers who need to understand the compliance status of what they receive. Put simply, a test report proves one sample was clean; an HSPM process shows that every shipment is controlled the same way.

Current edition. IECQ 080000:2022, edition 4.1, published on 30 June 2022. The IEC also lists earlier editions dated 2012 and 2017. The transition arrangements for certificates held against an earlier edition are confirmed with your certification body.

Who it is for

Who needs IECQ QC 080000 certification?

The request nearly always comes through the supply chain. Organisations come to Sterling for IECQ QC 080000 from three starting points:

  • A customer asks for it in supplier qualification. Brand owners and contract manufacturers want evidence that components arrive under control, not only a declaration or a single test report.
  • Your own suppliers are the risk. Substances enter through purchased materials and parts, and a managed process is the way to control what you cannot see.
  • Substance issues keep costing you. Rejected lots, rework and last-minute testing show that control depends on a few people rather than a process.

The certificate is worth what the process behind it is worth. It pays back when purchasing, engineering, stores and quality all apply it every day.

Requirements

What are the main IECQ QC 080000 requirements?

The IEC's own summary states what the specification expects in outcome terms, and the list below follows it. The detailed requirements of the 2022 edition are mapped to your processes during the gap analysis.

  • Identify: know which hazardous substances matter for your products and customers, and where they could enter.
  • Control: keep them out of materials, parts and processes, or within the limits your customers set.
  • Quantify: know the amounts present in the products you manufacture, supply or service.
  • Report: give customers reliable information on the hazardous substance status of what they receive.

What does useful HSPM evidence look like?

A restricted substance list linked to each customer's requirements, supplier declarations and test reports held against part numbers, incoming checks, segregation of suspect material, and change control that triggers a substance review. We help you keep only the records the process needs, and they sit in Effivity from the first workshop.

FAQs

Frequently asked questions about IECQ QC 080000

Does IECQ QC 080000 replace product testing?

No. The certificate covers the process that manages hazardous substances. Supplier declarations and laboratory test reports remain part of the evidence, and the process decides when you ask for them and how you act on the results.

Do we need ISO 9001 before IECQ QC 080000?

Confirm it with the certification body before you plan, because the answer depends on the current IECQ rules. Most organisations run HSPM inside an existing quality management system, which keeps document control, internal audit and corrective action in one place.

Does Sterling issue the IECQ QC 080000 certificate?

No. Sterling provides consulting and hands-on support. The certificate is issued within the IECQ System after an audit by a certification body, and that body makes the decision.
