Consumer goods, textiles and packaging: standards and frameworks
Consumer goods and textile standards cover the product, the materials in it, the factory that made it and the packaging around it: what each scheme requires, who certifies, tests or verifies, and how one evidence set can answer several buyers.
About this family
Product claims, materials and factories that buyers can rely on
This family brings together the schemes a brand, retailer or importer asks its suppliers to meet before goods reach a shelf. Some concern the product and its materials: OEKO-TEX STANDARD 100, a label for textiles and accessories tested for harmful substances; GOTS for organic fibres through processing; Better Cotton, with chain of custody for the businesses that trade it; and IECQ QC 080000 for managing hazardous substances in electrical and electronic components. Some are law: REACH, RoHS and WEEE in the European Union, EN 71 for toys sold in Europe and ASTM F963, which US law makes mandatory. Some look at the factory: amfori BSCI and WRAP on social compliance, and Cascale’s Higg Index facility tools on environmental performance. BRCGS Packaging Materials covers the packaging that carries food and consumer goods, and ISO 10377 and ISO 10393 give suppliers guidance on product safety and recalls. The requests rarely arrive one at a time; they come together in a buyer’s vendor manual or onboarding checklist.
Much of the work underneath is shared. A restricted substances list and supplier declarations serve OEKO-TEX, REACH, RoHS and IECQ QC 080000; chain-of-custody records serve GOTS and Better Cotton; worker records, working hours and grievance handling serve amfori BSCI and WRAP; and hazard analysis, traceability and recall procedures serve BRCGS Packaging Materials, EN 71 and ISO 10393. The routes differ: some end in certification, some in a product label, an audit rating or a verified assessment, some in laboratory tests behind a legal obligation, and the guidance standards are not certified at all. Sterling’s expert and experienced consultants map your buyers’ and markets’ requirements to one set of controls and records. You choose Design™, where we develop and your team implements under our supervision, or Drive™, where we design and build under your approval. Effivity, used in 50+ countries, is included at no additional cost for supplier declarations, audits and corrective actions.

FAQs
Consumer goods and textile standards: common questions
Family-level answers. Each standard’s own page goes into the detail.
Which consumer goods or textile standard should we start with?
Start with what the law requires for your product and market, then with what your largest buyer requires. REACH, RoHS, WEEE, EN 71 and ASTM F963 are not optional for the products they cover, so they come first. Next comes the scheme named in your buyer’s vendor manual: often a social compliance audit such as amfori BSCI or WRAP, a product label such as OEKO-TEX, or a material claim such as GOTS or Better Cotton. Packaging converters supplying food brands usually start with BRCGS Packaging Materials. If no buyer has named a scheme, ask before investing; a scheme your customers do not recognise rarely pays back.
Can one factory prepare for several of these schemes together?
Yes, and it usually should. Many factories face several buyer audits a year that check overlapping things: working conditions, chemicals, traceability, environmental data and product safety. One system with a single restricted substances list, one chain-of-custody record, one set of worker records and one corrective action log can serve them all, with each scheme’s own criteria added on top. Each scheme still runs its own audit, test or verification on its own cycle; the preparation is shared, the assessments are not.
Who assesses us, and what do they check?
It depends on the route. GOTS, Better Cotton chain of custody, WRAP, BRCGS Packaging Materials and IECQ QC 080000 end in certification within each scheme after an audit of your site and records. OEKO-TEX STANDARD 100 is a product label that rests on testing. amfori BSCI produces an audit rating across its 13 performance areas, and Higg facility data is verified rather than certified. For REACH, RoHS, WEEE, EN 71 and ASTM F963 there is no certificate for the organisation: laboratories test products and the authorities enforce the law. ISO 10377 and ISO 10393 are guidance and are not certified. Sterling prepares you; it does not certify, test, rate or verify.
